About approval of Rules of maintaining the state inventory of fields and shows of minerals
According to subitem 32-6) of article 20 of the Law of the Republic of Kazakhstan of June 24, 2010 "About subsoil and subsurface use" I ORDER:
1. Approve the enclosed Rules of maintaining the state inventory of fields and shows of minerals.
2. To committee of geology and subsurface use of the Ministry for Investments and Development of the Republic of Kazakhstan (Nurabayev B. K.) provide:
1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";
3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) 2) and 3) Item 2 of this order.
3. To impose control of execution of this order on the supervising Vice-Minister of investments and development of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. The rules of maintaining the state inventory of fields and shows of minerals (further - Rules) developed according to subitem 32-6) of article 20 of the Law of the Republic of Kazakhstan of June 24, 2010 "About subsoil and subsurface use" determine procedure for maintaining the state inventory of fields and shows of minerals of the Republic of Kazakhstan (further - the state inventory).
2. Maintaining the state inventory is component of system of accounting of condition of the state fund of subsoil.
3. The state inventory is kept by Committee of geology and subsurface use of the Ministry for Investments and Development of the Republic of Kazakhstan (further - authorized body) for the purpose of ensuring geological studying of subsoil, complex use of fields, and also the solution of other tasks.
4. The state inventory represents the systematized, periodically filled up and specified code of the data which are drawn up in the form of passports of objects of accounting by the state inventory (further - the Passport), the accounting leaves and accounting cards on each field characterizing quantity and quality of the main and together with them the lying minerals and the components containing in them, mining, hydrogeological, ecological and other conditions of mining, its geological economic evaluation, and also data on the revealed shows of minerals.
5. Are subject to accounting in the state inventory:
fields with inventories of the minerals considered by the state balances;
fields which inventories of minerals are struck off the register of the state stock balance of minerals;
geologically and spatially the isolated sites of large-scale deposits;
shows of solid minerals for which availability at least of one body (deposit) of minerals is established;
the fields of all types of underground waters and also expressed as mnogodebitny springs, fields of therapeutic muds;
perspective sites of search works, inventories of minerals on which are estimated on category C2;
petro, gas-manifestations;
auras of dispersion of geochemical elements, geophysical anomalies, geophysical structures, shows of underground waters.
6. Passports are constituted on special forms in forms according to appendices of 1-14 these rules.
7. Creation of passports is made by all subsoil users irrespective of patterns of ownership and sources of financing of works in cases:
approval or reapproval of inventories of minerals;
detection as a result of exploration works of fields of show of solid minerals;
approvals of new technological projects of development;
completion of prospecting works and approval of inventories in state commission on inventories of the Republic of Kazakhstan on fields or their certain sites on which preliminary or detailed investigation, and also additional exploration and test operation was carried out.
The passport is constituted by the subsoil user in triplicate and goes no later than one month from the moment of conducting state examination of subsoil: two copies - in interregional department of geology and subsurface use of Committee of geology and subsurface use of the Ministry for Investments and Development of the Republic of Kazakhstan (further - MD), the third copy - the subsoil user keeps at himself.
MD after verification of the passport sends one copy to authorized body.
8. Creation of accounting leaves and accounting cards is made by all subsoil users, irrespective of patterns of ownership and sources of financing of works in case of identification as a result of search works in the contract area of auras of dispersion of geochemical elements, geophysical anomalies, geophysical structures and shows of underground waters.
Accounting leaves and accounting cards are constituted by the subsoil user in triplicate and go together with the geological report: two - in MD, third - the subsoil user keeps at himself.
MD after check of accounting leaf or accounting card sends one his (her) copy to authorized body.
9. The authorized body introduces the arrived passports, accounting leaves and accounting cards in the state inventory and provides:
collection, accounting, systematization and storage of materials of the state inventory;
entering into the automated system of data processing of the state inventory.
