2. To the Ministry of Industry and Trade of the Russian Federation till December 31, 2015 to approve:

the indicators which are the basis for determination of the measure values used for comparison of conditions of implementation of activities in the field of the industry in the territory of the Russian Federation and in the territories of foreign states;

the list of foreign states which conditions of implementation of activities in the field of the industry are compared with conditions of implementation of activities in the field of the industry in the territory of the Russian Federation with use of the indicators provided by the list approved by this resolution;

technique of comparison of conditions of implementation of activities in the field of the industry in the territory of the Russian Federation and in the territories of foreign states with use of the indicators provided by the list approved by this resolution.
