1. Approve the enclosed standard of the state service "Determination of Specialized Training Center by Authorized Body on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization".

2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To chiefs of departments of internal affairs of areas, cities of Astana and Almaty to organize studying of this order by the staff of the relevant services and to provide its strict execution.

4. To impose control of execution of this order on the deputy minister of internal affairs of the police major general Turgumbayev E. Z.

5. This order becomes effective after ten calendar days after the first official publication.

Standard of the state service "Determination of Specialized Training Center by Authorized Body on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization"

Chapter 1. General provisions

1. The state service - "Determination of specialized training center by authorized body on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization" (further - the state service).

2. The standard of the state service is developed by the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears the Ministry (further - the service provider).

Reception of applications and issue of results of rendering the state service is performed through the web portal of "the electronic government" www.egov.kz or the www.elicense.kz web portal (further - the portal).

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the moment of submission of documents on the portal - 20 calendar days;

2) the most allowed time for submission of documents - 15 (fifteen) minutes.

The service provider within two working days from the moment of receipt of documents of uslugopoluchatel shall check completeness of the submitted documents. In case of factual determination of incompleteness of the submitted documents the service provider within the specified terms gives motivated refusal in further review of the statement.

9. List of the documents necessary for rendering the state service:

1) the statement in electronic form, the uslugopoluchatel certified by the EDS, with the filled form of data;

2) the electronic copy of the inspection statement of uslugopoluchatel territorial subdivision of the service provider, confirming availability of the special and technical means provided by training programs and curricula;

3) electronic copies of the documents confirming availability of the teachers having the corresponding theoretical, practical knowledge and skills of teaching in the field of the professional competence, and involved to training process of the specialists having working experience of work in the field of security activities (electronic copies of the documents confirming labor activity);

4) electronic copies of training programs and curricula on preparation and advanced training of the workers holding the positions of the head and security guard in the private security organization approved by the head of uslugopoluchatel.

9-1. The bases for refusal in rendering the state service are:

1) establishment of the false and (or) incomplete information (data) in the documents submitted by uslugopoluchatel for receipt of the state service;

2) concerning uslugopoluchatel there is judgment which took legal effect based on which the uslugopoluchatel is deprived of the special right connected with receipt of the state service;

3) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect;

4) uslugopoluchatel and (or) the provided materials, the objects supplied and the information necessary for rendering the state service do not conform to the requirements established by regulatory legal acts in the field of security activities.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of service providers and (or) their officials concerning rendering the state services

10. The claim to decisions, actions (failure to act) of the Ministry and (or) its officials concerning rendering the state services moves:

1) addressed to the head of Committee of administrative police of the Ministry (further – the CAP);

2) addressed to the head of the Ministry specified in Item 11 of this standard of the state service.

The claim is accepted in writing by mail, by means of the web portal of "the electronic government" or purposely through office of the service provider.

In the claim of physical person its surname, name, middle name (is entered in case of its availability), the postal address, contact telephone number.

Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the service provider with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.

In case of the address through the portal information on procedure for appeal can be obtained by phones of Single contact center concerning rendering the state services – 1414, 8 800 080 7777.

When sending the claim through the portal information on the address which is updated during processing of the address by the service provider is available to uslugopoluchatel from "personal account" (mark about delivery, registration, execution, the answer about consideration or refusal in consideration).

The claim of uslugopoluchatel which arrived to the service provider is subject to consideration within five working days from the date of its registration. The motivated answer about results of consideration of the claim goes to uslugopoluchatel by mail or by means of the web portal of "the electronic government" or is issued purposely in office of the service provider.

In case of disagreement with results of the rendered state service the uslugopoluchatel addresses with the claim to authorized body by assessment and control of quality of rendering the state services or to court in the procedure established by the legislation of the Republic of Kazakhstan.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.

Chapter 4. Other requirements taking into account features of rendering the state service

11. The address of places of rendering the state service take place on Internet resource of the Ministry www.mvd.gov.kz.
