1. Approve the enclosed Rules of creation, content, material logistics, preparation and attraction of forming of civil protection.

2. To provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of creation, content, material logistics, preparation and attraction of forming of civil protection

Chapter 1. General provisions

1. These rules of creation, content, material logistics, preparation and attraction of forming of civil protection (further - Rules) determine procedure for creation, content, material logistics, preparation and attraction of forming of civil protection.

2. Forming of civil protection - the organizational structural unit of forces of civil protection (groups, teams, crews, groups, links, posts) intended to conducting rescue and urgent works in peace and wartime.

3. Forming of civil protection are subdivided:

on purpose - the main and providing carrying out rescue and urgent works;

on subordination - territorial and object.

4. Treat the main forming: prospecting, rescue, medical, engineering, fire-proof, emergency and technical, radiation and chemical protection. Other forming of civil protection belong to providing carrying out rescue and urgent works.

5. Territorial forming of civil protection are created in areas, the cities of republican value, the cities, areas, submit to the corresponding chiefs of civil defense of administrative and territorial unit. Base of creation of territorial forming are the organizations.

6. Object forming of civil protection are created in the organizations and used in their interests.

7. Account of forming of civil protection is kept by territorial authorities of authorized body in the field of civil protection.

Chapter 2. Creation of forming of civil protection

8. Forming of civil protection are created in the central and local executive bodies, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, except for special state bodies, and also in the organizations.

9. The total quantity of staff of territorial forming of civil protection is calculated:

for regions subject to earthquake, from calculation one member of forming on ten people of affected population;

for other regions, from calculation one member of forming on twenty people of affected population.

10. Calculations of need for forming of civil protection are developed according to appendix 1 to these rules:

for forming of civil protection - structural divisions on the organization and conducting civil defense also affirm as the industry subsystems which are directly subordinated to the central executive body, state body, directly subordinate and accountable President of the Republic of Kazakhstan, except for special state bodies the relevant state body;

for territorial forming of civil protection (except medical) - territorial authorities of authorized body in the field of civil protection also affirm local executive bodies of the corresponding administrative and territorial unit;

for medical forming of civil protection - local authorities of public administration in the field of health care also affirm the relevant local executive bodies of areas, cities of republican value, the capital, cities, areas.

Calculation of need for object forming of civil protection according to appendix 2 to these rules are developed by the organizations and affirm their first heads.

11. Object forming of civil protection are created by the organizations which correspond to one of the following conditions:

1) belong to the category on civil defense, according to Item 3 of article 20 of the Law of the Republic of Kazakhstan "About civil protection";

Mobilization tasks have 2) and (or) continue work in wartime;

3) take place in zone of possible dangerous chemical infection and (or) possible dangerous radioactive pollution and (or) possible catastrophic flooding.

12. In the central executive bodies, state bodies, directly subordinate and accountable to the President of the Republic of Kazakhstan, except for special state bodies and the organizations numbering less than 50 people object forming of civil protection are created: fire-proof, medical care, the organization of communication on 2 persons everyone.

13. The structure and regulations of equipment of forming of civil protection affirm the head of the organization proceeding from approximate opportunities of conducting works as forming of civil protection according to appendix 3 to these rules.

Forming of civil protection are created depending on the local conditions and features of production, kind of activity, number working, the availability of property, the equipment and vehicles determining organization activity based on which forming of civil protection are created.

14. Depending on local conditions and in the presence of material and technical resources the decision of local executive body of the corresponding administrative and territorial unit creates also other forming of civil protection.

15. For liquidation of emergency situations of natural and technogenic nature from among the existing territorial forming of civil protection and rescue services and forming, object forming summary groups of the emergency reaction of the increased readiness are created.

16. Summary groups of the emergency reaction belong to the category of territorial forming of civil protection. The structure and the commander of summary group of the emergency reaction affirms the decision of local executive body the corresponding administrative and territorial unit on representation of territorial authority of authorized body in the field of civil protection.
