Bring in the Law of the Kyrgyz Republic "About highways" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 1998, No. 9, the Art. 322) the following change and amendment:
1. To state part 3 of Article 17 in the following edition:
"Legal entities and physical persons of foreign states in the territory of the Kyrgyz Republic use highways according to the legislation of the Kyrgyz Republic.".
2. Add Article 18 with parts 7 - 10 following contents:
"For driving through highways the public of cargo vehicles and buses registered in the Kyrgyz Republic and in foreign states collection is levied.
The cargo vehicles and buses registered in the Kyrgyz Republic and in foreign states are exempted from collection of charges for driving through highways public:
- the transporting goods intended for natural disaster response and other emergency situations including intended for free distribution to persons injured with emergency situations or for transfer to charitable non-profit organizations in the same purposes;
