About approval of Requirements for nuclear and radiation safety to the information and managing systems important for safety of nuclear power plants

According to articles 22 and 24 of the Law of Ukraine "About use of nuclear energy and radiation safety" and for the purpose of enhancement of regulatory framework of Ukraine on regulation of nuclear and radiation safety of nuclear installations I order:

1. Approve Requirements for nuclear and radiation safety to the information and managing systems important for safety of nuclear power plants which are applied.

2. (Stolyarchuk B. V.) to provide to department on safety issues of nuclear installations submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. I reserve control over the implementation of this order.

Requirements for nuclear and radiation safety to the information and managing systems important for safety of nuclear power plants

I. General provisions

1. These Requirements extend to the information and managing systems and elements important for safety of nuclear power plants, components (software and hardware complexes, technical means of automation) and the software of the specified systems, and also to processes of their development, assessment, confirmation of conformity and operation. Information and managing systems are divided into the managing security systems and control and management systems determined in General provisions of safety of the nuclear power plants approved by the order of the State committee of nuclear regulation of Ukraine of November 19, 2007 No. 162, registered in the Ministry of Justice of Ukraine on January 25, 2008 for No. 56/14747 (with changes) (further - General provisions of safety of nuclear power plants).

These Requirements extend also to technical means of automation as a part of the providing, protective, localizing security systems, technological systems of normal operation and processing equipment, the functions of automatic control (technical diagnosing, display, the alarm system, registration) performing in these systems or management (protection, restriction, regulation, blocking) connected with control and management of engineering procedures of nuclear power plant or support actions of operational personnel during periodic control of condition and/or characteristics of designs, systems, components of processing equipment, reveal violations of their working capacity, notify personnel on results of control and the revealed violations, except for service functions which are used only during repair of these systems or the equipment.

2. The terms used in these Requirements are used in such values:

the safe controlled condition of the power unit - condition of the power unit in case of which stabilization of any transition processes is reached the reactor is in subcritical condition, also limited exit of radioactivity is provided necessary heat removal;

verification - confirmation by the analysis and provision of objective proofs that the results received at each stage of development meet the purposes and the requirements which were set at the previous stages;

refusal - event which leads to violation of operability of system (component), that is to loss of capability to perform one or several required functions;

maintenance - recovery of capability of system (component) to perform all necessary functions which is performed directly on site operation by personnel of the information and managing systems with use, if necessary, operational and recovery reserve intended for this purpose tools and devices and operational documentation;

conclusion from work - the intended temporary termination of use of system (component) to destination with preserving possibility of accomplishment of necessary part of the main and/or additional functions of system (component) including which are specially provided for this mode;

violation type - violation manifestation form (for example, failure, false operation, break, short circuit, unauthenticity of entrance signal);

product - the unit of production of technological appointment which is made passed tests and is delivered or is delivered for autonomous application or for use as a part of other product;

limiting service conditions - violation of the operating conditions of operation considered by the project, probability of origin and which duration are insignificant;

additional function of system (component) - function which supplements the main functions of system (component) and promotes achievement of necessary consumer properties, qualities and/or reliability of their accomplishment;

the operational self-contained unit - separate component of system or its component for which the possibility of transportation, storage and application in the set conditions, without the need for placement in other operational self-contained unit is provided and provided;

element - component of information and managing system which is at the lowest level of disaggregation that is further disaggregation of which in specific case is impossible or inexpedient;

lifecycle - set of stages of creation, implementation and use of system (component) in the range of time which begins with the moment of development of the concept and determination of technical requirements and comes to an end in case of conclusion of system (component) from operation in connection with impossibility or inexpediency of further use to destination;

the set function - any function of system (component) which accomplishment is provided in documentation and is guaranteed by the designer of system (developer of component);

the customer - the subject of managing under the contract with which the system design or development, production and/or delivery of its components is performed. The customer can act as the user of system (component);

protection - management function which initiates the actions directed to elimination of the danger connected with emergence of specific event, condition or circumstances and/or the measures directed to prevention of emergence of possible danger;

removal from operation - the termination of proper use with subsequent demontazhy information and managing systems (software and hardware complex, technical means of automation);

the external factor - the physical quantity or combination of the interconnected physical quantities which characterizes influence on the device from its environment during transportation of storage, operation and under certain conditions can cause deterioration in its properties, restriction or loss of working capacity;

the interface - general border of two or more objects together with set of rules and requirements to these objects which provide opportunity and efficiency of their interaction through this border;

the person machine interface - the interface, one of objects of which is operation personnel and/or personnel of information and managing systems ("people"), to others - information and managing systems (software and hardware complexes, technical means of automation) ("machine");

information system - the system intended for obtaining, processing, storage, display and/or data recording about technical condition of designs, systems, elements, their properties and/or functioning;

the channel of measurement - the channel intended for finding of value of the measured physical quantity with the normalized accuracy;

the channel of indication - the channel intended for observation of changes in time or space distribution of physical quantities without assessment of their values with the normalized accuracy;

the channel of the alarm system - the channel intended for the notification of operation personnel and/or personnel of information and managing systems about emergence of the event determined by the project, threats, conditions of initiation of the function important for safety or about change of condition of controlled object;

control path - the channel intended for initiation of operation of other channel of one of managing or technological (protective, localizing, providing) systems or for direct management of technological system (equipment);

category of function - gradation which characterizes degree of importance of function for safety based on assessment of its appointment and/or effects caused by non-execution or wrong execution of function;

managing system - the system intended for initiation of work of one or several other systems or processing equipment and/or for direct management by them;

control - function which purpose is obtaining, processing, storage, display and/or data recording about initial events, external and internal influences, current status, properties and/or functioning of object of control, identification of their variations from set or admissible and the notification on them;

configuration - raspoznavatelny sign of system (component) which at every moment of lifecycle is completely determined by set of distinctive signs and connections of all elements hardware and the software of this system (this component);

the user - the subject of managing who uses system (component) for designated purpose. The user can act as the customer of this system (this component);

metrological confirmation - set of the transactions necessary for guaranteeing that the measuring equipment conforms to metrological requirements concerning its proper use;

necessary function - the function of system (component) specified in project and/or operational documentation of certain system and in the documents proving safety;

not working capacity - defect which is characterized by inability of system (component) to carry out at least one of required functions;

defect - condition of system (component) which is characterized by inability to carry out at least one of the set functions;

failure - the refusal type which is characterized by lack of the command at the exit of managing system (component) despite availability of the set conditions under which the team shall be created and issued;

normal test conditions - limits of qualitative characters and quantitative parameters of external factors in which it is found it possible to ignore their influence on results of testing of certain product;

object - systems, their components components of components, channels; the functions which are carried out by them and properties; processes of creation, implementation, proper use and upgrade of systems (components);

operational personnel / operators are specialists who exercise control of engineering procedures of the power unit in the operation modes provided by the project; perform the operations directed to prevention and/or elimination of violations of normal operation; provide achievement of safe controlled condition of the power unit after the initial (initial) event; exercise control of accidents and restriction of their effects;

the main function of system (component) - the function necessary for use of system (component) to destination;

personnel of information and managing systems - specialists who control condition and perform maintenance, testing and recovery of information, managing systems and their components;

false operation - type of refusal which is characterized by team availability at the exit of managing system (component), despite the lack of the set conditions under which the team shall be issued;

the supplier - the subject of managing who delivers products under the contract with the customer (the developer and/or the manufacturer of products can be the supplier);

operating state - condition of system (component) which is characterized by capability to perform all necessary functions;

the hidden not working capacity - not operability of system (component) which cannot be found in operating time by the built-in diagnostic devices (automatic control of technical condition), but which is revealed during maintenance;

project useful life - duration of operation of the equipment of information and managing systems which is determined by the project;

the software - set of the programs necessary for accomplishment of all main and additional functions of system (component) which are stored in the memory and/or programmable electronic devices which are part of this system (component), and also programs on external carriers and program documentation;

software and hardware complex - the product with the built-in software executed in the form of one or several operational and autonomous components which together with the peripheral equipment and (if necessary) with other software and hardware complexes performs all main functions of information or managing system which component it is;

the reserved channel - one of group of the independent channels (not necessarily identical) performing the same function which exits unite so that the refusal of one or certain number of channels does not lead to refusal of this function;

reservation - method of ensuring reliability due to use of additional resources and/or opportunities, excessive in comparison with minimum necessary for function accomplishment;

disaggregation level - the marked-out category of components in structure of object. stability - the property of the device consisting in its capability to perform all necessary functions and to keep characteristics within values which are allowed, in time and/or after impact on it certain external factor provided that its qualitative characters and quantitative parameters are in predefined limits. Functions which accomplishment is necessary during this impact and limits of values of characteristics of the device which are allowed in this case, not always match with those which are necessary prior to the beginning of and after the end of impact;

the technical tool of automation - the product executed mainly in the form of one operational self-contained unit which is intended and/or participates in accomplishment of one or several functions of automatic control and/or management as a part of certain system or processing equipment;

technological protection - protection which initiates in advance determined changes of operating mode of processing equipment or its shutdown in conditions when preserving former operating mode can entail damage of this equipment or its destruction;

service conditions - set of the available and/or possible external factors of impact in places of the physical or expected layout of the device during operation;

management - function of managing system which purpose is approach of condition, provision, properties of object of management and/or characteristics of their change in time to it which in these conditions are considered necessary or the best;
