a) till January 1, 2016:

b) on permanent basis:

maintaining the Single register of accounting aged and persons with disability receiving social services and the public assistance;

preparation, retraining and advanced training of workers, the occupied and temporarily involved to rendering by them social services and the public assistance aged and to persons with disability.

5. To the ministry of the higher and secondary vocational education together with the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan and other interested ministries and departments in two-month time to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on preparation in the highest educational institutions of qualified specialists in the direction of education "Social work (with aged and persons with disability)".

6. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan in a month in coordination with the Ministry of Finance of the Republic of Uzbekistan to approve official grades in compensation of social workers with the higher education.

7. To provide to the Ministry of Finance of the Republic of Uzbekistan together with the Ministry of Health of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent timely and complete financing of the costs connected with implementation of actions, determined by this resolution.

8. Recognize voided since January 1, 2016 some decisions of the Government of the Republic of Uzbekistan according to appendix No. 5.

9. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan together with the interested ministries and departments to bring departmental regulatory legal acts into accord with this resolution in a month.

I. General provisions

1. This Provision determines procedure for provision of social services and the public assistance aged and to persons with disability, and also forming and implementation of the individual program of social services.

2. For the purpose of this provision the following basic concepts are used:

the individual program of social services - the document developed on the basis of assessment of life situation living alone and lonely aged and persons with disability, including the list of types of social services and services in social maintenance, their amount, frequency, conditions and terms of their provision and also responsible persons, including the description of obligations living alone and lonely aged and persons with disability or his legal representative;

the commission on social support of descent of citizens (the commission on social support) - the commission of descent of citizens created for the purpose of rendering social support to vulnerable categories of the population according to the legislation which part the chairmen of descent of citizens, his advisers and responsible secretaries elected in structure of the commission of person, living in the territory of descent of citizens, the employee of district (city) department of development of medico-social services, the doctor of treatment and prevention facility, and also, if necessary, representatives of the state tax authorities of the area (city), finance division of district (city) khokimiyat and the inspector on prevention of law-enforcement bodies are;

the personal list living alone and lonely aged and persons with disability needing foreign leaving (The personal list) - the list of persons on whom the relevant decision of hokim of the area (city) is made on recognition their living alone or lonely aged and persons with disability;

3. Provision living alone and lonely aged and to persons with disability of social services and the public assistance, and also forming and implementation of the individual program of social services are performed according to the scheme according to appendix 1 to this Provision.

II. Forms and types of social services for aged and persons with disability

4. Social services for aged and persons with disability are provided in the following forms:

services of social maintenance in the residence and advisory services;

services in home care;

services in organizations of day or short-term stay;

services in residential care facilities.

5. Services of social maintenance in the residence and advisory services for aged and persons with disability are provided by district (city) departments of development of medico-social services and include the following types:

consultation on questions of social protection and rendering social services, the direction in the relevant organizations;

assistance to persons in need for health reasons aged and to persons with disability in establishment over them of guardianship and control of execution by custodians of the obligations;

assistance in receipt of prosthetic and orthopedic products and technical means of rehabilitation;

assistance lonely aged and to persons with disability needing foreign leaving, free or preferential providing with medicines;

assistance lonely aged and to persons with disability needing foreign leaving, free providing food with main products and goods of hygiene.

6. Social services in home care living alone and lonely aged and to persons with disability are provided by departments of development of medico-social services and include consumer services, including acquisition and home delivery of food, necessary manufactured goods and medicines, assistance in cooking and cleaning, hygiene implementation.

actions for social integration aged and persons with disability;

8. Social services for aged and persons with disability in residential care facilities include:

first aid, carrying out medical examination, in need of treatment in specialized hospitals, providing, on medical indications, prosthetic and orthopedic products, technical means of rehabilitation;

provision of the special psychology and pedagogical help, development of life skills;

the organization of leisure, club and kruzhkovy work for forming and development of interests;

creation of conditions for exit of persons from residential care facilities and their independent life or accommodation in family.

9. Information on types of social services and the public assistance for aged and to persons with disability is introduced by Agency on development of medico-social services, the Ministry of employment and employment relationships, the State Tax Committee, the Ministry of Finance, the off-budget Pension fund under the Ministry of Finance, the Ministry of national education, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan and other interested ministries and departments in the Unified register of the state services, forms and forms.
