About approval of standards of the state services in the field of information

According to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", I ORDER:

1. Approve:

1) the standard of the state service "Registration, Inventory, Issue of the Duplicate of the Certificate Domestic TV, Radio Channel" according to appendix 1 to this order;

2) the standard of the state service "Licensing for Occupation Activities for Distribution TV, Radio Channels" according to appendix 2 to this order;

3) the standard of the state service "Registration, Inventory, Issue of the Duplicate of the Certificate Foreign TV, the Radio Channel Extended to the Territories of the Republic of Kazakhstan" according to appendix 3 to this order;

4) the standard of the state service "Registration or Inventory of Periodic Printing Editions, News Agencies and Online Medias" according to appendix 4 to this order;

5) the standard of the state service "Registration, Inventory of the Foreign Periodic Printing Editions Distributed to the Territories of the Republic of Kazakhstan" according to appendix 5 to this order.

2. (Sarsenov S. S.) to provide to committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Registration, Inventory, Issue of the Duplicate of the Certificate Domestic TV, Radio Channel"

Chapter 1. General provisions

1. The state service "Registration, Inventory, Issue of the Duplicate of the Certificate Domestic TV, Radio Channel" (further - the state service).

2. The standard of the state service is developed by the Ministry of information and social development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears Committee of information of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

1) non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

2) the web portal of "the electronic government" www.egov.kz, www.elicense.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service by the service provider:

1) from the moment of delivery of document package in the State corporation, and also in case of the address on the portal - within 10 (ten) working days;

2) the most allowed time of expectation for delivery of document package - 15 (fifteen) minutes;

3) the most allowed time of servicing - 20 (twenty) minutes.

The service provider within two working days from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents.

In case of factual determination of incompleteness of the submitted documents, the service provider within the specified terms gives written motivated refusal in further review of the statement.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.

Result of rendering the state service - the certificate on registration, inventory domestic TV, radio channel (further - the certificate), the duplicate of the certificate, or the motivated answer about refusal in rendering the state service, in cases and on the bases, stipulated in Item 10 these standards of the state service.

On the portal the result of rendering the state service or the motivated answer about refusal in rendering the state service goes to "personal account" in electronic form, signed by the digital signature (further - the EDS) the authorized person of the service provider.

Form of provision of result of rendering the state service: electronic and (or) paper.

In case of the request for result of rendering the state service on paper, the result of rendering the state service is drawn up in electronic format, unpacked.

7. The state service is rendered on paid basis to physical persons and legal entities (further - uslugopoluchatel).

Rates of the registration fee for rendering the state service according to Item 7 of article 553 of the Code of the Republic of Kazakhstan of December 25, 2017 "About taxes and other obligatory payments in the budget" constitute (Tax code):

1) for issue of the certificate on registration TV, radio channel:

for the uslugopoluchatel creating TV, radio channel of children's and scientific subject - two monthly settlement indicators, the collection operating on payment date;
