This Concept is developed for the purpose of realization of complex system of the legal, organizational, social, labor (professional), educational, medical, psychological, educational, spiritual and moral, economic and other measures directed to reintegration into society (adaptation in society) the citizens of the Republic of Belarus, foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus (further, unless otherwise specified, - citizens), the drugs suffering from dependence on consumption, psychotropic substances, their analogs, the toxic or other stupefying substances, the use of alcoholic beverages and other psychoactive agents (further - surfactant), including the citizens sick with chronic alcoholism, drug addiction or toxicomania.
