About the Development program of biotechnology of the cattle in the Republic of Tajikistan for 2013 - 2017

According to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan", for the purpose of further development of biotechnology, strengthening of national genetic fund of animals and its effective use in livestock production and breeding industry, the Government of the Republic of Tajikistan decides:

1. Approve the enclosed Development program of biotechnology of the cattle in the Republic of Tajikistan for 2013 - 2017.

2. To the Ministry of Agriculture of the Republic of Tajikistan together with the Ministry of Finance of the Republic of Tajikistan and the Ministry of Economic Development and Trade of the Republic of Tajikistan to take necessary measures for ensuring financing "Development programs of biotechnology of the cattle in the Republic of Tajikistan for 2013-2017" at the expense of budgetary funds within the Medium-term program of the public expenditures, bank loans, attraction of local and foreign investments, grants of the international organizations and own sources.

3. To the Ministry of economic development and trade of the Republic of Tajikistan, the Ministry of Agriculture of the Republic of Tajikistan, the State committee on investments and management of state-owned property of the Republic of Tajikistan, the Tajik academy of agricultural sciences for the purpose of development of biotechnology of the cattle to take specific measures for attraction of domestic and foreign investments.

4. Annually till February 1 to provide to the Ministry of Agriculture of the Republic of Tajikistan together with the relevant ministries and departments information on purposeful use of the allocated funds and implementation of this Program in the Government of the Republic of Tajikistan.

The development program of biotechnology of the cattle in the Republic of Tajikistan for 2013 - 2017

1. Introduction

This Program is developed for the purpose of development of biotechnological science of the cattle and on this base of preserving genetic resources (seed, embryo) of the species and breeds of the cattle divorced in the republic and also rare animals, their rational use in industry of cattle breeding and breeding livestock production of the Republic of Tajikistan.

Use of achievements of biotechnological science of the cattle, first of all is directed for protection, preserving and the enhancement existing and also creation of new highly productive species and breeds of the cattle.

In the conditions of the market economy based on processes of advanced technology without application of modern methods of biotechnology, conducting selection and breeding work, implementation of achievements of world selection and genetics, and in general further development of cattle breeding industry in the country is not possible. For this purpose the Republican center of biotechnology of the cattle which functions now is created.

2. Activities of the Republican center of biotechnology of the cattle of Institute of livestock production, Academy of agricultural sciences of Tajikistan at the present stage and its development

1. The republican center of biotechnology of the cattle, the hereinafter referred to as "Center of biotechnology", is created according to the order of the Government of the Republic of Tajikistan "About creation of the Republican center of biotechnology of the cattle" of December 2, 2003, No. 515.

2. Main objective of activities of the Center of biotechnology is preserving and strengthening of national genetic fund of farm animals by enhancement and implementation of achievements of modern biotechnology in practice of cattle breeding of the republic. The center of biotechnology develops scientific-theoretical bases in the field of biotechnology of animals and provides their implementation in practice.

During 2004-2010 with the Government of the Republic of Tajikistan for activities of the Center of biotechnology it is allocated: 2004 - 150, 0 thousand somoni, 2005 - 300, 0 thousand somoni, 2006 - 200, 0 thousand somoni, 2007 - 200, 0 thousand somoni, 2008 - 200, 0 thousand somoni, 2009 - 150, 0 thousand somoni, 2010 - 200, 0 thousand somoni.

As a result of use of the above-stated means complete repair is performed and the laboratory building of biotechnology, the building for content of the breeding cattle and vivarium, the administrative case of the Center of biotechnology, objects of livestock farm for content of 200 beasts is put in operation.

At the expense of allocated funds, breeding animals (only 313 heads of sheep of the Gissar and Tajik breeds, 96 heads of cattle of black and motley breed and the shvitsezebuvidny cattle), the laboratory equipment, agricultural technicians were also purchased (the tractor caterpillar and wheel, the MINERAL TAR haymaking combine - 1,5), performs repair of equipment, chemical and veterinary medicines are acquired. The laboratory of the Center of biotechnology is completely prepared to start implementation of the main activities, i.e. creation of bank refrigerated seed and embryos of the cattle. By this time scientists of laboratory refrigerate more than 1000 doses of seed of cattle and 210 doses of seed of rams of the Tajik and Gissar breed.

6. Unfortunately, so far in the Center of biotechnology there are numerous problems which interfere with conducting its activities. For example, the allocation issue in the Center of biotechnology of the irrigated lands according to the actual livestock of the cattle is still not resolved though the certificate of right to use of the earth (No. 0123841 series A of April 10, 2006) to the Center of biotechnology assigns all 758,01 of hectare of the earth, including: the hectares irrigated the earth of 173,46; long-term saplings of 37,84 of hectare; pastures of 464,79 of hectare; the lands occupied with roads and 32,18 waters of hectare and nonagricultural purpose of 49,74 of hectare. But, now the Center of biotechnology has all 55,0 of hectare of the earth from whom 9,0 of hectare irrigated and 464,79 of hectare seasonal pastures. Along with it, the main part of agricultural machinery are made in the 1980th years and are in non-working condition.

It should be noted that allocated funds were generally spent for recovery of infrastructure of the Center of biotechnology (repair construction works, purchase of the breeding cattle) therefore its laboratory remained understaffed by scientific and technical modern oborudovaniye of industry and personnel of high qualification.

With respect thereto, for the organization of effective activities, that is creation of bank of seed and embryos of the cattle with use of modern technology, in the future based on creation of the Research and production center on preparation and retraining of qualified professionals in the field of biotechnology of the cattle, artificial insemination and transplantation of embryos of the cattle, implementation of scientific achievements of biotechnology in practice of cattle breeding, the Center of biotechnology of the cattle needs the state support.

3. Need of adoption of the Program

9. Major factor of increase in production of cattle breeding industry is enhancement of methods of reproduction for the purpose of creation of highly productive animals. It first of all can be reached by purposeful cultivation and rational use of high-valuable bulls, rams and goats of producers, improvement of activities of the centers and stations of artificial insemination, implementation in practice of achievements of the advanced biotechnology and transplantation of embryos of the cattle.

For implementation of these measures it is necessary to provide carrying out scientific research in the direction of regulation of capability of reproduction of animals, selection and cultivation of high-valuable animals, identifications of effective biological methods, endokrinichesky management of process of receipt of posterity, enhancement of methods of cryopreservation of genetic resources (deep freezing of seed and embryos of the cattle), their rational use, etc.

11. During creation of highly productive and perspective breeds of animals development and complete use of perspective biotechnology - genetic engineering is important. In this regard studying and implementation of methods of early forecasting of floor of the received posterity by separation of chromosome of seed and embryos for the purpose of receipt of monozygotic twins is provided.

12. One of effective methods of increase in number of highly productive animals is transplantation of embryos and expansion of scientific research in the direction of genetic engineering and biotechnology. By means of implementation in practice of livestock production of method of transplantation of embryos it is possible to receive from one cow of 15-30 and more calfs a year, instead of one.

13. With respect thereto, implementation and enhancement of method of transplantation of embryos in the conditions of the different region of the country with originality of climatic conditions, it is necessary to provide not only separations of embryos on floors, but also implementation of works in the field of cloning that provides

obtaining from one cow hundreds and thousands of embryos (instead of 4-5). Therefore, there was need of creation of Republican bank of the refrigerated embryos.

4. Program implementation

14. Ensuring accomplishment of the Program and activities of the Center of biotechnology depends on the solution of the following tasks;

- acquisition of the highly productive and valuable domestic breeding cattle (cows, sheep, goats, etc.) from the breeding plants, breeding farms, reserves and from foreign countries;

- cultivation of highly productive breeding young growth of cows, sheep and goats who will promote strengthening of national genetic fund of livestock production and creation of new types and breeds of farm animals;

- purchase of the laboratory equipment, biological medicines, genetic materials, the agricultural and laboratory machinery for the purpose of ensuring activities of the Center of biotechnology;

- effective use of lands and other material means for creation of selection herds and otar of animals:

- increase in efficiency of research works for development and deployment of achievements of biotechnology for development of industry;

- for the purpose of long-term outlook, creation and preserving genetic bank of the refrigerated sperms and embryos of breeding animals;

- realization of sperms and embryos of animals to regional and interdistrict stations on artificial insemination of animals, and also the breeding plants, breeding farms, breeding farms, farms and private farmers;

- education of highly qualified specialists in the field of biotechnology of the cattle, their retraining within the country and beyond its limits;

- preparation of offers on development of cattle breeding in the republic, evidence-based instructions for use of genetic resources of animals, the organization of bonds with the foreign states and the International scientific centers for exchange of genetic resources of animals;

5. Financing of the Program

15. Financing of this Program is provided at the expense of budgetary funds within the Medium-term program of the public expenditures, bank loans, attraction of domestic and foreign investments, and also grants of the international organizations.
