About approval of the State program of development of geological industry of the Republic of Tajikistan for 2012 - 2020

According to article 8 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1) to Approve the State program of development of geological industry of Tajikistan for 2012 - 2020 it (is applied).

2) to the Ministry of Finance of the Republic of Tajikistan together with Head department of geology under the Government of the Republic of Tajikistan in case of development of the medium-term program of the public expenditures to provide necessary means for accomplishment of this Program.

3) to Head department of geology under the Government of the Republic of Tajikistan together with the State committee on investments and management of state-owned property of the Republic of Tajikistan, the Ministries of Finance and Economic Development and trade to take specific measures for attraction of domestic and foreign investments for accomplishment of this Program.

4) to provide to the Ministry of Finance of the Republic of Tajikistan financing of the works connected with geological studying of subsoil by advance payment in the amount of 40% of the provided quarter limit.

5) to Executive bodies of the government of the Mountain and Badakhshchansky autonomous region, areas, cities and areas in appropriate programs on social and economic development to bring the questions connected with geological studying of mineral deposits into compliance with this Program.

In the President's letter of the Republic of Tajikistan - respected Emomalii Rahmon in Majlisi Oli "About the main directions of domestic and foreign policy of the Republic of Tajikistan" it is provided:

"Structural transformation of the industry shall be based on basis of communication of science with production, use of not power-intensive technologies, the production organization directed to replacement of import by export. For implementation of it the most complete use of rich resources of local raw materials shall be delivered.

Further development of economy of Tajikistan more depends on effective use of rich natural resources and development of industrial production.

This process requires serious transformation of the legislation and adjustment policy as today the current legislation of the country in this direction not fully meets the requirements of present time and shall be enhanced taking into account the best practices and protection of interests of the country in the field of use of subsoil.

These transformations are necessary for creation of new procedure for management of industry in which competence and tasks of all concerned parties are determined to the transparent and steady relation between the state and subsoil users, and also to deliver steady basis to simplification of access to natural resources.

Along with it attraction of the increasing investments by means of the domestic and foreign companies, import of the new equipment and technology and gradual increase in production of end products, especially on the basis of conversion of agricultural products, gemstones and metals, and also developments of the industry of non-ferrous metallurgy, chemistry and production of construction materials is necessary.

Therefore, for development of industries on the basis of use of local mineral resources, the Head department of geology is entrusted to develop and provide to the Government the new state program of searches and investigation of minerals".

According to this order, the Head department of geology carried out the analysis and assessment of condition of mineral resources of the republic and present condition of industry, taking into account the accomplishment course of "The development program of geological industry of Tajikistan for 2007 - 2015", "The development program of jewelry industry of Tajikistan for 2009 - 2015" and "The program of geological investigation, production and conversion of uranium for 2009 - 2020".

In the Program questions of search, investigation and preparation for industrial development of those types of minerals which provide development of the priority directions of mining industry of the republic for today are considered, including: fields of non-ferrous, ferrous and precious metals, radioactive raw materials, precious and facing stones, agro-industrial raw materials, construction materials, underground waters, etc.

In the Program the present condition of geological studying of mineral deposits, stock balance on main types of minerals for 01.01.2011, activities of all mining companies and companies using mineral raw materials and their security with mineral raw materials for the next years are analyzed.

The program covers the directions of exploration works and results expected them, timely, effective and high-quality implementation of objectives, sources of financing, personnel problems and hardware of industry.

This Program is developed by the industry principles taking into account further development of certain regions of the Republic of Tajikistan for 2012 - 2020. - the choice of the areas and ensuring conducting exploration works on them, for discovery of the fields of alumina, iron and fluorite;

- implementation of the actions aimed at providing need of economy of the state for mineral raw material resources;

- providing surplus of explored reserves of minerals;

- complex assessment both engineering-geological and hydrogeological forecasts of the environment;

- studying and control of dangerous geological processes and submission of necessary information to state bodies, municipalities of domicile, the organizations and the population according to established procedures;

- studying of underground waters and issue of the conclusions on them;

- providing and organization of training, retraining and advanced training of specialists of industry;

- maintaining single system of fund of geological information;

- ensuring exploration works as material means.

2. Condition of geological study of Tajikistan
