1) to Approve "The program for effective use of hydroenergy resources and energy saving for 2012 - 2016" it (is applied).

2) to the Ministry of Energy and Industry of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the Ministry of melioration and water resources of the Republic of Tajikistan, the State committee on investments and management of state-owned property of the Republic of Tajikistan and Open joint-stock holding company of "Barka Tochik" by attraction of foreign investments, internal financial resources and opportunities of the government budget of the Republic of Tajikistan to take neobkhodimy measures for implementation of this Program.

3) to the Ministry of Energy and Industry of the Republic of Tajikistan, the relevant ministries and departments, Open joint-stock holding company of "Barka Tochik", the State unitary enterprise "Tajik Aluminium Company", executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to take necessary measures for accomplishment of the Plan - actions for energy saving which is given in this Program.

1. Preface

"The program for effective use of hydroenergy resources and energy saving for 2012 - 2016" is developed on the basis of instructions and orders of the President of the Republic of Tajikistan, proceeding from the Message in Majlisi Oli of the Republic of Tajikistan of April 15, 2009.

This Program covers the main directions of effective use of hydroenergy resources, implementation of plans and actions in the field of energy efficiency and energy saving, rational electricity use and decrease in losses of energy, determines policy of the state concerning achievement of energy independence.

It should be noted that the Republic of Tajikistan has big hydroenergy resources and takes the eighth place in the world. The general inventory of hydro-electric capacity of the republic constitutes 527 billion kW of hours. From 115,6 km3 the basin of the Aral Sea 64 km 3 (% 55,4) originate from the Republic of Tajikistan, now only 12,52 of % or all km3 from total amount is used by 14,58 for the benefit of the republic.

The most urgent and important problem is achievement of energy security of the republic during transition to sustainable development of social and economic industries in 2012 - 2016, by rational use of hydroenergy resources, adjustment of production processes, transfer and electricity distribution and realization of effective policy in the field of energy saving.

In the Republic of Tajikistan one of spheres Fuel - energy complex of the country - the power industry, plays the leading role in satisfaction of the increasing need of the social and economic sphere with the electric power. The electric power in power system is made at the expense of hydroelectric power stations - 98%, and other part at the expense of thermal power plants - 2%. The main production indicators of the electric power depend on water resources and import of energy carriers, within the last 5 years on average constitutes 16,5 of one billion kW of hours in year.

Development and uninterrupted activities of power system depend on relations of consumers with the energy companies on the basis of acceptance of practical actions in the field of energy efficiency and energy saving.

Deficit of the electric power during the autumn and winter period makes 44,5 of one billion kW. hours and in the republic it is entered restrictions in electric power consumption. During the summer period the republic is able to make additional amount of electric power in such quantity, and also to export it.

Present situation with the low level of collection of money for the used electric power, the operating low fares, use of the power-intensive equipment, unavailability of other sources of fuel lead to decrease in technical and economic level, deficit of the electric power and excessive technological losses.

During the winter period these factors and seasonal increase of electricity demand, decrease in water level in beds of the rivers lead to multiple difficulties. The low condition of level of production of natural gas, coal, domestic oil, increase in the prices of the energy carriers delivered from abroad is the reason of increase in electric power consumption from all customer groups.

It should be noted that irrespective of these factors, wear of the equipment, the electric power industry of the Republic of Tajikistan, in the most difficult time for the republic, suffers financial damage and provides with the cheap electric power social and economic industries of the country.

Along with it in case of tendency of increase of number of consumers of electricity in relation to production capacities; requires rational use of hydro-electric resources and development of effective policy and strategy, adoption of certain plans and actions in the field of energy saving.

On implementation phases of the Program, activities of electric power industry will be directed, on

- repair and recovery of the existing capacities;

- construction of new capacities, substations, power lines;

- wide use of renewable energy resources;
