About approval of the State program of development of the sphere of preschool education for 2012 - 2016 in the Republic of Tajikistan
For the purpose of providing preschool institutions of the Republic of Tajikistan with highly qualified personnel, training of children for school at the high-quality level and increases in scope of children with preschool education, according to article 28 of the Law of the Republic of Tajikistan "About education" and according to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan", the Government of the Republic of Tajikistan decides:
1) to Approve the State program of development of the sphere of preschool education of the Republic of Tajikistan for 2012 - 2016 it (is applied).
2) the Program implementation of development of the sphere of preschool education for 2012 - 2016 in the Republic of Tajikistan is enabled within means of the Government budget and special means, and also at the expense of the funds allocated by the organizations, organizations by the non-state organizations and sponsors.
3) to Executive bodies of the government of the Gorno-Badakhshan Autonomous Region, Sughd and Khatlon areas, the city of Dushanbe, cities and areas to take measures for the organization under educational institutions of the Centers of development of children.
4) to the Ministry of Education and Science of the Republic of Tajikistan together with other ministries, departments and local authorities of the government to take measures for implementation of the State program of development of the sphere of preschool education in the Republic of Tajikistan for 2012 - 2016.

For the purpose of recovery of preschool institutions and their further development, the order of the Government of the Republic of Tajikistan of October 31, 2005, No. 395 approves the State program of development of system of preschool education of the Republic of Tajikistan for 2006 - 2010. Implementation of the specified Program gave the chance to improve control and management of activities of preschool institutions, and also rendering the methodical help to managers, tutors of kindergartens and to specialists of departments of formation of the cities, areas in the specified organizations by specialists of the Ministry of Education and Science of the Republic of Tajikistan. The analysis of implementation of the specified Program and condition of preschool institutions in Khatlon Region showed that the number of preschool institutions increased. Within accomplishment of the specified Program the construction and commissioning of new preschool institutions began. Including, in Tavildarinsky district it was constructed and there began activities the kindergarten equipped with all necessary equipment. In Baldzhuvansky, Hovalingsky, Dangarinsky districts of Khatlon Region new kindergartens were constructed. In Shuroobodsky and Muminabadsky districts under comprehensive schools kindergartens where children are covered by training and education are organized.
In Sughd area during 2007 - 2010 the number of preschool institutions increased four times. In the cities of Kanibadam and Istaravshan, in Ganchinsky district those kindergartens which did not work after capital repairs got to work again. The specified Program was realized step by step that gave the chance to improve quality of teaching and educational process, material and technical resources, personnel and regulatory framework of preschool institutions. Despite the termination of term of accomplishment of the specified Program in preschool institutions there was number of unresolved problems, such as recovery, capital repairs, shortage of the equipment (tables and chairs, beds, etc.).
With respect thereto, for the purpose of the solution of the remained problems, according to the Law of the Republic of Tajikistan "About education" the State program of development of the sphere of preschool education for 2012 - 2016 in the Republic of Tajikistan which determines the main objectives and the directions of development of system of preschool education was developed.
Main objective of the Program is improvement of quality of training and education in preschool institutions as initial step of education of citizens.
1) Despite the taken measures, problems in system of preschool institutions still set. The insufficient number of preschool institutions, shortage of specialists, lack of guidelines manuals, conditions for work, neglect of the work of some responsible persons are from among the factors interfering still development of system of preschool education.
2) Now in the republic 488 preschool institutions in which are covered by training and education of 62459 children function. Small involvement of children in preschool institutions is connected with reduction of number of preschool institutions. For example, in Soviet period on all republic the number of child care facilities was 945 or twice more.
3) the fact that after finding of independence of the republic, the construction of buildings of preschool institutions was not delivered on due level is Other reason and responsible persons of local executive bodies of the government did not aim to implement clauses of the State program of development of system of preschool education for 2006 - 2010 on recovery and return of these organizations. Especially, shortage of educated specialists in Preschool institutions was the problem requiring the solution. Because of irresponsibility of responsible persons preschool institutions were sent to this period to other bodies for use.
4) the Scope of children preschool institutions is especially low in the rural zone. The analysis of condition of system of preschool education in the country showed that one of problems is financing of system of preschool education by local executive bodies of the government and non-rendering of close attention to preschool education by some responsible persons of system in the cities and areas today.
5) Today's terms are dictated to us need of construction of new modern buildings under preschool institutions of the republic. The analysis of provision of system of preschool education shows that in some kindergartens within 25-30 years capital repairs were not performed. For example, it concerns such preschool institutions which are in the Gorno-Badakhshan Autonomous Region (further - GBAO), in the Kurgan-Tyube area of Khatlon Region, in the cities of Vahdat, Tursunzoda, around Rudaki.
6) In spite of the fact that in recent years providing preschool institutions with guidelines manuals improved, the provision taking into account requirements requires improvement. In preschool institutions furniture, sports accessories, children's books, visual education guidances became outdated or absolutely are absent. Preschool institutions need tables, chairs, beds and different children's toys. Get toys for children of different age very difficult as in our republic there are no companies issuing children's toys. The funds allocated from the budget of areas for acquisition of the soft and firm equipment are insufficient for ensuring the existing requirements.
7) the Main sources of providing with food are budgetary funds and means of parents. The funds allocated by local executive bodies of the government of the cities and areas for providing children with caloric food are insufficient. In present conditions the funds allocated from local budgets for providing one pupil with food are constituted from 31 diram to 1 somoni by the 20th diram that it is not enough for providing with caloric food.
Also due to the lack of joint operation of the preschool organizations with medical institutions medical services for improvement of children in preschool institutions it is not performed. The cooperation of educational institutions and healthcare institutions in this direction can promote the solution of this problem.
8) The main direction of development of education and education in the modern world is change of the purposes of education and education. Tutors of new type who shall be specialists in the field of pedagogics, psychology and physiology are necessary for accomplishment of these purposes.
9) In 2010 in system of preschool education of the republic 4659 pedagogical workers, from them 226 senior tutors, 3317 tutors, 2693 assistants to tutors and 472 nurses worked. Today in preschool institutions there are not enough specialists: methodologist, musical director, nurse. For example, in departments of formation of the cities, areas specialists not in the specialty work that leads to difficulties in work. Also there is no psychologist's specialist.
Among measures the organization of special seminars and rates for assistants to tutors and providing 0,5-1 of work item of the staff of the psychologist are provided.
10) the Purpose of the program is improvement of conditions and quality of teaching and educational work in preschool institutions and settlement of system of preschool education in the republic.
11) Tasks of the Program consist from:
- step-by-step implementation of capital repairs of preschool institutions;
- recovery of non-working buildings of preschool institutions;
- providing preschool institutions with furniture, educational accessories, evident guidelines manuals, toys;
- improvement of providing kindergartens with pedagogical personnel;
- improvement of training and advanced training of employees of preschool institutions, especially methodologists and managers of preschool institutions;
- improvement of providing preschool institutions with food and medical attendance of children;
- strengthening of cooperation of preschool institutions with healthcare institutions;
- the organization of the Centers of development of children of different age within the operating work units of educational institutions of executive bodies of the government;
- recovery of specialized kindergartens and their providing with specialists;
- creation of two-shift kindergartens, seasonal kindergartens, centers for mothers and alternative models of industry.
12) the Main directions and mechanisms of program implementation consist from:
- forming of regulatory framework of industry;
- ensuring equivalence of content of types and methods of preschool education in kindergartens;
- improvements of the circle of forming of children in preschool institutions;
- ensuring material and educational and methodical base of preschool institutions;
- wide circulation of new types of preschool institutions for children with limited opportunities;
- strengthenings of cooperation of preschool institutions with healthcare institutions;
- the organizations of seminars, retraining rates for pedagogical workers, the managerial personnel of industry (appendix 3);
- providing preschool institutions with the equipment, methodical literature, toys;
- implementations of modern system of financing in preschool institutions.
13) for the purpose of requirements satisfaction of citizens in kindergartens, it is necessary to strengthen legal and financial base of industry, to organize different types of preschool institutions:
- preschool institutions of the sports, esthetic, ecological direction, group of exceptional children, children with limited development, etc.;
- two-shift, seasonal, family kindergartens, and also the centers for mothers and alternative models of industry;
- creation of the Centers of development of children in areas where kindergartens do not function (appendix 2);
- complex preschool institutions "School — Kindergarten".
14) the Program implementation is provided for 2012 - 2016 and includes step-by-step regulation of system of preschool education in the republic.
15) the Main sources of financing of the Program are means of the government budget, special means, grants of the international funds, legal entities, charity foundations (appendix 5).
16) Calculation of financing of the Program will be made within the medium-term program of the public expenditures.
17) the Relevant ministries and departments, executive bodies of the government of the republic shall provide target use of allocated funds within the Program actions.
18) as a result of program implementation in system of preschool education and training the regulatory framework, scientific and methodical bases on development of network of preschool institutions will be created and strengthened, groups for shestiletok and the centers of development of children are organized. Placement of personnel in managements and departments of formation of areas, cities and areas of republican subordination will improve. Quality of training and education in preschool institutions will improve. Alternativeness of content, new types and methods of preschool education in kindergartens will be provided, quality of training and education in kindergartens will increase. The issues connected with preparation, the edition and distribution of children's literature, methodologies for preschool institutions will be resolved.
19) due to education of groups and preparatory classes, the center of development of children, two-shift kindergartens the percent of scope of children preschool education will increase, their preparation for school will improve.
