1. Approve the enclosed Aviation rules of certification of experimental aircrafts, aviation engines, air screws, onboard and land aeronautical equipment, aviation exercise machines of experimental aircraft of the Republic of Belarus.

Chapter 1. General provisions

1. These Aviation rules developed according to the Air code of the Republic of Belarus (further - the Air code) and based on the Presidential decree of the Republic of Belarus of April 13, 2015 No. 164 "About modification and amendments in the Presidential decree of the Republic of Belarus", resolutions of Council of Ministers of the Republic of Belarus of July 9, 2015 "About measures for implementation of the Presidential decree of the Republic of Belarus of April 13, 2015 No. 164" and of August 6, 2015 No. 665 "About approval procedure of the aviation rules regulating activities in the field of experimental aircraft, and the list of positions of aviation personnel of experimental aircraft of the Republic of Belarus" is determined No. 581 procedure for certification of experimental aircrafts, aviation engines, air screws, onboard and land aeronautical equipment, aviation exercise machines of experimental aircraft of the Republic of Belarus.

2. Action of these Aviation rules extends to all developers of aircrafts, aviation engines, air screws, onboard and land aeronautical equipment, aviation exercise machines of experimental aircraft of the Republic of Belarus.

3. For the purposes of these Aviation rules the following main terms and their determinations are applied:

acoustic or issued change - the change of standard design influencing noise level on areas or issue and requiring additional certification on compliance to requirements to environmental protection;

pilotless aviation complex (further - the TANK) - set of functionally connected and used together with the unmanned aerial vehicle means of land management, providing, maintenance and preparation for application on purpose;

the unmanned aerial vehicle (further - BLA) - the aircraft intended for accomplishment of flight without crew onboard;

the aircraft (further - AF) - the aircraft supported in the atmosphere due to interaction with air, other than interaction with the air reflected from the Earth's surface or water, and which is subject to state registration in cases, stipulated by the legislation;

minor change - the change of standard design of AF which is insignificantly influencing its flight validity;

the main change - the change of standard design of AF significantly influencing its flight validity;

the holder of the certificate of type - the legal entity who received the certificate of type on the object of experimental aircraft created by it;

evidential documentation - the documentation containing results of checks, testing, researches and estimates of technical condition of object of experimental aircraft, establishing its compliance to requirements of certified basis, which is drawn up and approved according to these Aviation rules;

the applicant - the legal entity who filed petition in the State military-industrial committee of the Republic of Belarus (further - Goskomvoyenprom) for carrying out certification of object of experimental aircraft;

the manufacturer (producer) - the legal entity performing production (production) of object of experimental aircraft;

component of object of experimental aircraft - any its component;

design documentation (further - CD) - set of the design documents containing depending on their appointment this, necessary for development, production, control, acceptance, delivery, operation, repair of products;

modification - any main thing, the minor acoustic or issued change of standard design of object of aircraft affecting its characteristics (for AF - the flight validity) influencing the environment;

discrepancy - failure to carry out of the established requirements;
