1. Approve the enclosed Storage precautions, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation of the Republic of Kazakhstan.

2. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. I reserve control of execution.

Storage precautions, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation of the Republic of Kazakhstan

1. General provisions

1. These rules of storage, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation of the Republic of Kazakhstan (further – Rules) are developed according to subitem 41-45) of Item 1 of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" and determine procedure for storage, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation (further – RSA) the Republic of Kazakhstan.

2. Civil aircrafts are provided with aviation fuels and lubricants the service of fuels and lubricants (further - service fuel and lubricants) which is structural division of the organization of civil aviation or the independent legal entity - the organization on aviation fuel to providing (further - OGSM).

3. The terms and determinations used in these rules:

1) aviafuel and lubricants – the general name of fuels, oils, lubricants and special liquids of all brands applied in case of operation of the aircraft equipment;

2) regulating documents on standardization of aviafuel and lubricants (further – ND aviafuel and lubricants) – the documents establishing regulations, rules, characteristics, the principles concerning activities in the field of aviafuel and lubricants or its results;

3) the quality certificate – the document issued by fuel and lubricants laboratory in case of positive results of the carried-out analysis of indicators of quality of aviafuel and lubricants also certifies that the product accepted on warehouse is suitable for issue for gas station of aircrafts of civil aviation.

2. Procedure for storage, preparation for issue on filling and monitoring procedures of quality of aviation fuels and lubricants and special liquids in the organizations of civil aviation of the Republic of Kazakhstan

Paragraph 1. Storage of aviafuel and lubricants and special liquids

4. Storage of aviafuel and lubricants and special liquids in OGSM is performed from the moment of receipt and acceptance of aviafuel and lubricants and special liquids on warehouse.

5. The arrived aviafuel and lubricants and special liquids are stored in reception or account reservoirs and the RSAs tare storages.

The storage duration of standard aviafuel and lubricants and special liquids is determined by current demands for AF gas station or need of creation of reserve. The term of reserve storage is established within warranty period of storage, the stipulated ND aviafuel and lubricants of the plant of the producer.

6. In the opened factory container the warranty period of storage does not extend to aviafuel and lubricants. Storage of plastic lubricants in the opened 150-200 liter barrels is allowed no more than 2 years from the moment of production with regular quality control on indicators according to the column 5 of appendix 1 to these rules every three months after careful hashing.

7. In case of storage of aviafuel and lubricants during warranty period conditions of change of their quality due to evaporation of easy fractions, pollution or mixing with other types (brands) of aviafuel and lubricants, violations of hermeticity of factory container are excluded.

Safety of quality and amount of aviafuel and lubricants is provided with respect for timeliness of servicing of processing equipment, implementation of separate storage of substandard aviafuel and lubricants, removal of free water and pollution from reservoirs, control of level of purity of aviafuel and lubricants, regular survey of condition of hermetically sealed container at least once a month.

8. Accepted in reservoirs aviafuel and lubricants is subject to upholding. Time for upholding depends on the weight (level of vzliv) and dispersion of pollution. Minimum upholding time - 4 hours, for aviation gasoline - 2 hours is required on each meter of vzliv of aviation fuel.

9. Safety of quality of aviafuel and lubricants in case of storage is confirmed by regular quality control of aviafuel and lubricants in the organizations of civil aviation of the Republic of Kazakhstan according to appendix 1 to these rules.

10. In case of satisfactory results of warehouse control aviafuel and lubricants is subject to further storage or issue on gas station. In the quality certificate the mark about date of the analysis becomes. In case of change of one or several checked quality indicators within ND aviafuel and lubricants, the changed sizes of indicators are brought in quality certificates.

11. In case of receipt of unsatisfactory analysis result for identification of conditions of application of product sampling and the direction them in basic laboratory of civil aviation is made for additional carrying out the analysis.

12. Before the storage expiration, in case of accomplishment of the storage conditions established by standards or specifications in the container which kept hermeticity are transferred to aviafuel and lubricants, aviafuel and lubricants for gas station.

13. After the expiration of warranty period of storage, in case of violation of hermeticity of packaging or suspicion on spoil of product sampling and their sending for research to laboratory of the organization of civil aviation, in need of independent laboratory is made. The decision on realization of aviafuel and lubricants is made based on the conclusion and recommendations of laboratory of the organization of civil aviation, or independent laboratories. Before decision making of aviafuel and lubricants it is stored in the separate reservoir, and the measures excluding possibility of receipt it in communications or issues in container for gas station are taken.

Paragraph 2. Preparation of aviafuel and lubricants for issue on gas station

14. The complex of transactions on preparation of aviafuel and lubricants for issue on gas station is intended for maintenance of its quality from the acceptance moment from the supplier before gas station of aircrafts.

15. Features of preparation for issue of aviafuel and lubricants and special liquids are given in appendix 2 to these rules.

16. The bases for the admission of aviafuel and lubricants to issue on gas station in the AF systems as standard stock, documentary confirmed their compliance to ND aviafuel and lubricants on production of the aviafuel and lubricants this brand, the positive conclusion of laboratory, and also passing of their pooperatsionny preparation according to these rules is.

19. 21. Transactions on preparation for issue on aviafuel and lubricants gas station, arriving in bulk in rail, sea (river), road transport or on the pipeline include:

1) discharge from means of transportation;

2) storage in reservoirs;

3) filtering and water separation;

4) quality control and purity;

5) interwarehouse and intra warehouse transfers;

6) issue in means of gas station and system of centralized filling system;
