1. Bring in the order of the Minister of Emergency Situations of the Republic of Kazakhstan of June 9, 2014 No. 276 "About approval of Rules of training of employees of the organizations and the populations to measures of fire safety and the requirement to contents of training programs for training in measures of fire safety" (registered in the Register of state registration of regulatory legal acts for No. 9510, published in information system of law of Ad_let on July 16, 2014) the following change:

The rules of training of employees of the organizations and the population to measures of fire safety and the requirement to contents of training programs for training in measures of fire safety approved by the above-named order to be reworded as follows, according to appendix to this order.

2. (Petrov V. V.) in the procedure established by the legislation to provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction in the Republican state company on the right of economic maintaining "The Law database for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this order.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K. and Committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan (Petrov V. V.).

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of training of employees of the organizations and population to measures of fire safety and requirement to contents of training programs for training in measures of fire safety

1. General provisions

1. These rules of training of employees of the organizations and the population in measures of fire safety and the requirement to contents of training programs for training in measures of fire safety (further - Rules) are developed for the purpose of implementation of the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection" and determine procedure for training of employees of the organizations and the population in measures of fire safety and the requirement to contents of training programs for training in measures of fire safety.

2. Procedure for training of employees of the organizations and the requirement to contents of training programs on training in measures of fire safety

2. Training of workers in the organizations is performed in the form of fire-proof instructing and fire and technical minimum.

3. Fire-proof instructing is carried out in the organizations for the purpose of bringing to workers of the main requirements of fire safety, studying of fire risk of engineering procedures of productions and the equipment, means of fire protection, and also their actions in case of the fire.

4. Fire-proof instructing and classes are given in fire safety in the room equipped with visual aids.

5. Fire-proof instructing is carried out by the head of the organization or person responsible for fire safety, according to the Standard program of fire-proof instructing (further - the Program), according to appendix 1 to these rules.

When carrying out fire-proof instructing specifics of organization activity are considered.

6. Fire-proof instructing includes acquaintance of employees of the organizations with requirements of article 61 of the Law of the Republic of Kazakhstan "About Civil protection" (further - the Law).

7. On nature and time of carrying out, fire-proof instructing is subdivided on: introduction, primary, repeated, unplanned and target.

8. Programs of carrying out introduction, primary, repeated, unplanned and target fire-proof instructing, fire and technical minimum affirms the head of the organization.

9. About carrying out introduction, primary, repeated, unplanned, target fire-proof instructing and the admission to work of the worker logging of accounting of briefings on fire safety, in form according to appendix 2 to these rules is brought.

10. Introduction fire-proof instructing is carried out:

1) with all, again accepted workers, irrespective of their education, length of service by profession (positions);

2) with temporary and seasonal employees;

3) with the students and students who arrived to inservice training or practice.

11. Introduction and primary fire-proof instructing are carried out according to the program taking into account requirements of article 61 of the Law.

12. Introduction fire-proof instructing comes to an end with check acquired by the worker of skills and knowledge of observance of the fire prevention regime set in the organization, practical training of actions in case of the fire and examination of fire extinguishing means and fire protection systems.

13. Persons which did not pass induction are not allowed to execution of service duties.

14. Primary fire-proof instructing is performed directly on workplace on production facilities, objects of storage and trade, and also objects with mass stay of people.

15. Primary fire-proof instructing is carried out:

1) with all again accepted workers;

2) transferred from one division to another;

3) with the workers performing work, new to them, sent, temporary employees, in case of movement;

4) with seasonal workers;

5) with the specialists of construction industry performing installation and construction works in the territory of the organization;

6) with the students and students who arrived to inservice training or practice.

16. Primary fire-proof instructing is carried out with each worker individually, with practical display and working off of abilities to use emergency firefighting equipment, actions in case of the fire, rules of evacuation, assistance to victims, and also with group of persons, servicing the same equipment and within general workplace.

17. Repeated fire-proof instructing is carried out according to the schedule of training approved by the head of the organization with frequency:

1) on objects of education, healthcare and welfare - at least once a half-year;

2) on production facilities, objects of storage and trade, objects with mass stay of people - once a year;

3) in the public buildings which are not relating to objects with mass to stay of people - once in 2 years.

18. Repeated fire-proof instructing is carried out individually or with employee group, servicing the same equipment within general workplace.
