About approval of the Procedure for carrying out evacuation in case of threat of origin or emergence of emergency situations

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for carrying out evacuation in case of threat of origin or emergence of emergency situations which is applied.

2. Recognize to invalid:

the resolution of the Cabinet of Ministers of Ukraine of October 26, 2001 No. 1432 "About approval of the Regulations on procedure for carrying out evacuation of the population in case of threat or emergence of emergency situations" (The Official Bulletin of Ukraine, 2001, No. 44, the Art. 1980);

Item of 1 changes which are made to resolutions of the Cabinet of Ministers of Ukraine, (incurred) expenses of the subject of managing approved by the resolution of the Cabinet of Ministers of Ukraine of August 14, 2013 No. 581 "About approval of the Procedure of compensation of cost of services and the size actual and to the citizen which vehicles are raised for export of the population from zone of emergency situation, areas of possible fighting, and introduction of amendments to some resolutions of the Cabinet of Ministers of Ukraine" (The Official Bulletin of Ukraine, 2013, No. 66, by the Art. 2389).

Procedure for carrying out evacuation in case of threat of origin or emergence of emergency situations of technogenic and natural nature

General provisions

1. This Procedure determines the mechanism of implementation of organized export (conclusion) of the population from zones of possible influence of effects of emergency situation or emergency situation, placement it out of action areas of impressive factors of sources of emergency situation in case of direct threat of life and damnification to health of the population, actions for evacuation of material and cultural values if there is threat of their damage or destruction, and also the mechanism of return of the evacuated population to the places of residence from which evacuation is carried out.

1-1. In this Procedure terms are used in the following sense:

ensuring carrying out evacuation of the population in case of emergency situations and in the conditions of fighting - complex of the actions performed by bodies for evacuation by expansion of infrastructure for evacuation of the population and by means of the resources necessary for the organization and carrying out evacuation of the population;

infrastructure for evacuation of the population - complex of the objects and resources necessary for the organization and carrying out evacuation of the population taking into account special needs of separate gender age groupes and persons with disability that provides functioning of assembly points of evacuation, intermediate points of evacuation, the transit centers, places of acceptance of evacuation, places of temporary residence, vehicles, and also personnel which provide functioning of relevant organs on evacuations and maintenance of actions for evacuation, and multidisciplinary teams under the transit centers which provide functioning and accomplishment of tasks of such centers, in particular taking into account special needs of separate gender age groupes and persons with disability.

Other terms are used in the value given in the Code of civil protection of Ukraine, and also other regulatory legal acts in the field of civil protection.

1-2. Evacuation of the population from the territories of possible fighting, the territories of active fighting and the territories of active fighting in which the state electronic information resources function included in the list approved by Minrazvitiya's order is carried out taking into account the features determined by the Section "Features of Evacuation of the Population from the Territories of Possible Fighting, the Territories of Active Fighting and the Territories of Active Fighting in Which the State Electronic Information Resources Function" of this Procedure.

2. Depending on situation in emergency situations of technogenic or natural nature, general or partial evacuation of the population of temporary or irreversible nature is carried out.

3. The population in case of threat of emergence of accident with emission of radioactive and dangerous chemicals, catastrophic flooding of the area and earthquakes, the mass forest and peat fires, landslides, other geological and hydrogeological phenomena and processes, emergency situations on arsenals, bases (warehouses) of arms, rockets, ammunition and components of rocket fuel, other explosion-fire-hazardous objects of the Armed Forces and/or other military forming formed according to the laws and also subjects of managing, other legal entities who use explosion-fire-hazardous objects in the activities, armed conflicts is subject to obligatory evacuation (from the territories of possible fighting, active fighting and active fighting in which the state electronic information resources, on the safe territories function).

3-1. Mass movement of the population arises during obligatory or general evacuation from zones of possible defeat to safe areas (including out of country limits) in case of threat of origin or emergence of emergency situations of natural and technogenic nature, armed conflicts (including during the special period) and is characterized by movement of large number of people and/or covers the considerable territories getting to zone of possible defeat.

Effective response to mass movement of the population is provided by interagency coordination, cooperation and consolidation of resources both timely and in full implementation of the actions determined by part twelve of article 33 of the Code of civil protection of Ukraine.

For interagency coordination of holding evacuation actions and effective response to mass movement of the population coordination headquarters can be formed:

at the national level - the Cabinet of Ministers of Ukraine;

at the regional level - the regional, Kiev and Sevastopol city state administrations (military authorities);

at the local level district state administrations (military authorities).

The coordination headquarters formed at the national level coordinate work of the coordination headquarters formed at regional and local level, and the coordination headquarters formed at the regional level - the coordination headquarters formed at the local level.
