About measures for further enhancement of procedure of concert and spectacular activities

At the same time, the relevant ministries and departments weaken work in the field of coordination and control of concert and spectacular activities, holding cultural events, creation of highly artistic pieces of music.

Unsatisfactory are activities of the Ministry of cases of culture and sport of the Republic of Uzbekistan, the Variety combining "Uzbeknavo" and Council for development and coordination of national variety art for realization of the tasks determined by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 26, 2001 No. 272 "About further development of variety and song art". In particular, according to the solution of questions of identification and support of young and talented contractors, stimulations of creation of the pieces of music promoting education of youth in the spirit of patriotism and the ideas of national independence, forming of the healthy creative circle.

The Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent under the organization of cultural and spectacular actions do not fully observe requirements of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 29, 2014 No. 205 "About measures for further enhancement of procedure for the organization and holding mass actions".

Work of National broadcasting company of Uzbekistan on ensuring high art level of TV and radio programs is insufficient, broadcast of the songs and video clips which are not corresponding to primordial spiritual cultural values and national customs, exerting negative impact on spiritual and moral education of younger generation is allowed.

The specified shortcomings lead to gross violations of procedure for holding cultural and spectacular actions, discrepancy of behavior of variety contractors to ethical standards, and also execution of pieces of music, weak from the art point of view.

According to the laws of the Republic of Uzbekistan "About licensing of separate types of activity" and "About allowing procedures in the field of business activity", for the purpose of further development of national musical art, creation of conditions for development of this sphere, promotion of highly artistic works, system streamlining of the organization and holding cultural and spectacular actions by means of strengthening of the licensed requirements and conditions, enhancement of criteria and qualification requirements imposed to job seekers of licenses and also the Cabinet of Ministers decides specifications of the rights and obligations of licensees on cultural servicing of the population:

1. Recognize unsatisfactory work of the Ministry of cases of culture and sport of the Republic of Uzbekistan (Akhmedov), the Variety combining "Uzbeknavo" (Madzhidov), Council for development and coordination of national variety art (Mirzaaliyev), Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, National broadcasting company of Uzbekistan (Hadzhayev) on coordination and control in the field of concert and spectacular activities.

2. Approve:

Regulations on procedure for licensing of concert and spectacular activities according to appendix No. 1;

Regulations on procedure for issue of one-time permission to concert and spectacular action according to appendix No. 3.

3. To the Ministry of Culture of the Republic of Uzbekistan:

take measures for filling concert and spectacular and cultural events deep ideological content, to establishing close cooperation with the creative unions, the state and non-state organizations;

osushestvlit efficient coordination and effective monitoring of carrying out concert and spectacular and cultural events;

provide unconditional observance of regulations of procedures for consideration of programs and scenarios of cultural and spectacular actions, requirements to event managers according to the legislation.

4. To public institution Uzbekkontsert under the Ministry of Culture of the Republic of Uzbekistan:

provide strict observance of licensed and allowing requirements and conditions;

establish system control over the implementation by licensees and organizers of concert and spectacular actions of requirements of the legislation.

5. To council on development and coordination of national variety art:

coordinate work of the relevant organizations for identification and support of young and talented contractors, increase in art level of songs and video clips, stimulation of creation of highly artistic pieces of music;

provide respect for criteria and the qualification requirements imposed to job seekers of licenses when licensing concert and spectacular activities;

in a month to develop and approve the program of cooperation with National broadcasting company of Uzbekistan and National association of electronic mass media.

6. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent in a month critically to review work of the commission on control of holding mass actions and to take effective measures on increase in the personal liability of her members, and also to provide strict observance of requirements to holding mass actions.

7. To provide to the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Ministry of Culture of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent:

toughening of control of unconditional observance of the established requirements when holding festivities, concert and spectacular and cultural events;

practical measures on implementation of regular inventory count and technical inspection of subjects to holding mass actions, including conditions of technical communications, bridges and constructions, fire-proof, evacuation constructions, underground roads and parking of vehicles, Items of rendering primary medical care, technical equipment, settlement inventory and the nomenclature of the special means necessary for liquidation of emergency situations;

proceeding from specifics and nature of mass actions, and also the locations and conditions of subjects to holding mass actions, involvement equipped with necessary special means and the equipment of skilled rescuers of territorial administrations on emergency situations.

8. To the State Tax Committee of the Republic of Uzbekistan, Public institution Uzbekkontsert under the Ministry of Culture of the Republic of Uzbekistan, to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to exercise strict and regular control of universal observance of established procedure of occupation by legal entities and physical persons concert and spectacular activities, with ensuring involvement of perpetrators to responsibility according to the legislation.

9. National broadcasting company of Uzbekistan together with:

National association of electronic mass media critically to review work of arts councils of TV and radio channels in ensuring high art level of TV and radio programs, to take measures for non-admission of broadcast of the songs and video clips which are not corresponding to cultural values and national customs, exerting negative impact on spiritual and moral education of younger generation;

The Ministry of Culture of the Republic of Uzbekistan, Public institution Uzbekkontsert under the Ministry of Culture of the Republic of Uzbekistan", the Writers' Union and the Union of composers of Uzbekistan to ensure system functioning on support and promoting of national music and creation of highly artistic works.

10. To the deputy prime minister of the Republic of Uzbekistan concerning social development, to the Secretariat concerning support waved, family and youth, culture, spirituality and public organizations of the Cabinet of Ministers to provide system monitoring of observance by the ministries and departments, executive bodies on places, the organizations of requirements of the legislation in the field of concert and spectacular activities.

11. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.

12. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 5.

13. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

14. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. Yu. Hodiyev.

Regulations on procedure for licensing of concert and spectacular activities

I. General provisions
