About approval of the National program for prevention of distribution of drug addiction and to enhancement of the narcological help in the Republic of Tajikistan for 2013 - 2017

According to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs it is social - economic development of the Republic of Tajikistan" for the purpose of prevention of distribution of drug addiction and enhancement of the narcological help, the Government of the Republic of Tajikistan decides:

1. Approve the National program for prevention of distribution of drug addiction and enhancement of the narcological help in the Republic of Tajikistan for 2013 - 2017 it (is applied).

2. To provide to the ministries and departments, local executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas accomplishment of this Program within the provided means and annually till December 1 to provide information to the Ministry of Health of the Republic of Tajikistan.

3. To the Ministry of Health of the Republic of Tajikistan:

- provide coordination and technical support of program implementation;

- about results of program implementation annually till December 31 to provide information in the Government of the Republic of Tajikistan.

The national program for prevention of spread of drug addiction and enhancement of the narcological help in the Republic of Tajikistan for 2013 - 2017 (further - the Program) is developed on the basis of the Constitution of the Republic of Tajikistan, the laws of the Republic of Tajikistan "About public health care", "About the narcological help" and the National strategy of health of the population of the Republic of Tajikistan for 2010 - 2020 and is directed to prevention, recognition, treatment and rehabilitation of diseases of dependence on psychoactive agents, strengthening of use of new methods of periodic monitoring, the analysis and assessment of condition, preserving and improvement of health of the population, the reducing incidence and death rate connected with the use of narcotic substances and alcoholic drinks.

One of the main difficulties which became the reason of increase in number of the patients accepting psychoactive agents is lack of coordination and uncoordinated activities of most the public organizations operating in this direction with state bodies and the organizations, also low level of family education in prevention of use of these substances.

Therefore, one of main objectives of the Program is organization of events by means of involvement of public organizations and individuals in cooperation with state bodies and the organizations for implementation of the healthy family relations in prevention of these types of diseases.

The organization of working activities with use of modern methods in the field of narcology of the country is important step. One of the main objectives of this Program is implementation of state policy on monitoring, the analysis and assessment of the situation, prevention, treatment and rehabilitation of diseases of dependence on psychoactive agents during production, promotion and provisions of alcoholic drinks covers promotion of harmful effects of the use. The purpose of development of this Program is ensuring health of the nation, especially health of future generation.

2. Situation of consumption of psychoactive agents in the Republic of Tajikistan and process of the narcological help to the population

1. During the analysis of level of consumption of narcotic substances, drug addiction, alcoholism, medico-social effects of diseases and the course of accomplishment of the previous programs in the republic, first of all, shall be considered the following aspects.
