About the Development program of circus art in the Republic of Tajikistan for 2013 - 2017

1. Approve the Development program of circus art in the Republic of Tajikistan for 2013 - 2017 and the Actions plan on its realization (are applied).

2. To provide to the Ministry of Culture of the Republic of Tajikistan in cooperation with other ministries and departments, local executive bodies of the government annual financing of the Actions plan on implementation of this Program

3. To the Ministry of Culture of the Republic of Tajikistan each three months to provide to the Government of the Republic of Tajikistan information on the course of accomplishment of the Actions plan on program implementation of development of circus art in the Republic of Tajikistan for 2013 - 2017.

1. General provisions

In the Republic of Tajikistan the Public circus institution which is under authority of the Ministry of Culture of the Republic of Tajikistan, the professional circus organization is effective.

2. Purposes and tasks of the Program

1. The purpose of this Program is determination of the main directions of development of circus case and requires the state support.

2. Achievement of effective objective provides the solution of the following tasks:

- increase in role of circus art in cultural life of the country;

- development of the new directions of circus art;

- ensuring the maximum availability of circus product to the population, increase in spectator audience;

- increase in cost efficiency of functioning of circus system.

3. It is necessary for the solution of objectives:

- use of modern managerial technologies in creation and distribution of circus product;

- upgrade of property complex;

- strengthening of measures of social protection of creative structure of circus;

- support of circus dramatic art, direction and scientific research in the field of circus art;

- forming of multichannel system of financing of circus activities;

- enhancement of regulatory framework.

4. The policy of the state support in the relation of circus case is based on the following principles:

- ensuring availability of circus product to socially unprotected layers, inhabitants of the remote regions and settlements of the country which do not have specially equipped rooms for display of circus programs;

- the state support on creation of circus product and the market principles of the organization of its distribution;
