About approval of the Program of innovative development of the Republic of Tajikistan for 2011 - 2020

 According to article 17 of the Constitutional law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan"

The government of the Republic of Tajikistan decides:

1) to Approve the Program of innovative development of the Republic of Tajikistan for 2011 - 2020 it (is applied).

2) to the Ministries and departments of the Republic of Tajikistan, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and regions of the Republic of Tajikistan, Academy of Sciences of the Republic of Tajikistan, the Tajik academy of agricultural sciences, Academy of medical sciences under the Ministry of Health of the Republic of Tajikistan, Academy of Education of Tajikistan, to higher educational institutions, industry research establishments, the companies and the organizations of the Republic of Tajikistan to take necessary measures for implementation of this Program.

3) to enable the Program implementation of innovative development of the Republic of Tajikistan for 2011 - 2020 within the annual provided means of the ministries of departments, organizations, the companies and other contractors of the Program.

The program of innovative development of the Republic of Tajikistan for 2011 - 2020

Introduction

1) the Basis for development of the Program are specifying in the President's letter of the Republic of Tajikistan Majlisi Oli of the Republic of Tajikistan about the main directions of domestic and foreign policy of the Republic of Tajikistan of April 20, 2011 and the order of the Government of the Republic of Tajikistan of February 4, 2010, No. 33 "About results of social and economic development of the Republic of Tajikistan in 2009 and tasks for 2010" on development and submission for consideration to the Government of the Republic of Tajikistan the "Programs of Innovative Development of the Republic of Tajikistan for 2011 - 2020" project.

Tasks of the Program are stimulation of scientific and technical and innovative activity, forming of the regulatory legal base of innovative activities, involvement of scientific capacity of the country in innovative processes, effective use of scientific and technological developments and inventions, creation and development of innovative infrastructure.

The purpose of the Program is forming of the effective innovative system promoting increase in technological level and competitiveness of production, entry of innovative products into the internal and external markets, import substitution growth, acceleration of social and economic development and achievement of national strategic objectives.

The indicators characterizing the innovative potential and factors of its development, innovative activities in production and the sphere of employment, effectiveness of scientific research and scientific and technical activities will be applied to efficiency evaluation and effectiveness of accomplishment of actions of the Program

2) the Main directions of the Program are:

- development legislative and regulatory legal acts, economic and organizational measures of activation and support of innovative activities;

- development and implementation of innovative projects;

- creation and development of innovative infrastructure;

- forming and enhancement of system of training of specialists in the field of innovative activities;

- the organization of information system, and international cooperation in the field of innovative activities.

3) Accomplishment of the Program is provided to be performed in two stages:

- the first stage - 2011 - 2014;

- the second stage - 2015 - 2020.

4) Accomplishment of the Program promotes creation of the innovative system promoting effective application of the advanced scientific and technical and technological achievements, increase in competitiveness of production, rational use of natural, raw material and investment resources to providing economic, energy, food and ecological safety, forming of innovative economy, growth of welfare and improvement of quality of life of the population of the country.

Sources of financial provision of actions of the Program, innovative and investment projects are means of the republican budget, own means of the organizations, Innovative fund of Tajikistan, innovative funds of the ministries and other state bodies, credit resources of banks, foreign investments, borrowed funds, other sources which attraction does not contradict the legislation of the Republic of Tajikistan.

Management of program implementation and control of the course of accomplishment of actions of the Program is imposed on the Ministry of Economic Development and Trade of the Republic of Tajikistan. Control of target use of budgetary funds is exercised by the Ministry of Finance of the Republic of Tajikistan.

- development of scientific, scientific and technical and innovative activities by means of creation of system of the state and scientific centers and other structures.
