According to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", I ORDER:

1. Approve enclosed:

1) the standard of the state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting" according to appendix 1 to this order;

2) the standard of the state service "Issue of the Veterinary and Sanitary Conclusion on Subjects to the State Veterinary Health Control and Supervision" according to appendix 2 to this order;

3) the standard of the state service "Issue of Registration Certificates on Veterinary Medicines, Feed Additives with Their State Registration" according to appendix 3 to this order;

4) the standard of the state service "Issue of the Veterinary Reference" according to appendix 4 to this order;

5) the standard of the state service "Assignment of Accounting Numbers to the Objects of Production Performing Cultivation of Animals, Procurement (Slaughter), Storage, Conversion and Realization of Animals, Products and Raw Materials of Animal Origin and also the Organizations for Production, Storage and Realization of Veterinary Medicines, Forages and Feed Additives" according to appendix 5 to this order;

6) the standard of the state service "Issue of the Appraisal Certificate (Test Report), Issued by Veterinary Laboratories" according to appendix 6 to this order;

7) the standard of the state service "Licensing for Occupation Activities in the field of Veterinary Science" according to appendix 7 to this order;

8) the standard of the state service "Issue of the Import Permit, Import and Transit of the Moved (Transported) Objects taking into account Assessment of Epizootic Situation in the Corresponding Territory" according to appendix 8 to this order;

9) the standard of the state service "Carrying Out Identification of Farm Animals, with Issue of the Veterinary Passport" according to appendix 9 to this order;

10) it is excluded according to the Order of the Deputy prime minister of the Republic of Kazakhstan - the Minister of Agriculture of the Republic of Kazakhstan of 22.01.2019 No. 21;

11) the standard of the state service "Approval of the Specifications and Technical Documentation on New, Advanced Veterinary Medicines, Feed Additives" according to appendix 11 to this order;

12) the standard of the state service "Carrying Out Approbation of Veterinary Medicine and Feed Additives" according to appendix 12 to this order;

13) the standard of the state service "Registration of the Laser Stations, Products (Remedies) and Attributes for Carrying Out Identification of Farm Animals and Their Producers in the Database on Issue of Individual Numbers" according to appendix 13 to this order.

2. To provide to department of veterinary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting"

Chapter 1. General provisions

1. The state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears the chief state veterinary health inspector of the cities of Nour-Sultan, Almaty and Shymkent, the area, the city of regional value and its deputies, the state veterinary health inspectors based on the approved list the chief state veterinary health inspector of the cities of Nour-Sultan, Almaty and Shymkent, the area, the cities of regional value and its deputy (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

1) territorial inspections of Committee of veterinary control and supervision of the Ministry of Nour-Sultan's cities, Almaty and Shymkent, to areas and cities of regional value;

2) the web portal of "the electronic government" www.egov.kz, www.elicense.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the date of delivery of document package uslugopoluchatel to the service provider or on the portal - within 3 (three) working days;

2) the most allowed time of expectation for delivery of document package uslugopoluchatel to the service provider - 30 (thirty) minutes;

3) the most allowed time of servicing of uslugopoluchatel - 30 (thirty) minutes.

The service provider within 2 (two) working days from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents.

In case of representation by uslugopoluchatel of incomplete document package and (or) documents with the expired effective period the service provider in the specified terms gives written motivated refusal in further review of the statement.

5. Form of rendering the state service - electronic (partially automated) or paper.

6. Result of rendering the state service - the veterinary certificate on the moved (transported) objects when exporting (further - the veterinary certificate), or the motivated answer about refusal in rendering the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: paper.

The veterinary certificate is drawn up electronically, printed out on the form, signed by the head of the service provider and certified by seal.

In case of the address of uslugopoluchatel through the portal the notification on the place, date and time of receipt of the veterinary certificate in electronic form certified by the digital signature (further - the EDS) the authorized person of the service provider goes to "personal account" of uslugopoluchatel.

7. The state service is rendered for a fee to physical persons and legal entities (further - uslugopoluchatel), according to the subitem 6) of Item 2 of article 35 of the Law of the Republic of Kazakhstan of July 10, 2002 "About veterinary science" (for the form of the veterinary certificate).

Uslugopoluchatel pays through the banks of the second level or the organization performing separate types of banking activities, cost of the form placed on Internet resource of the service provider and/or in places of rendering the state service in the address specified in Item 16 of this standard of the state service.

In case of giving of electronic request for receipt of the state service through the portal, payment can be performed through payment gateway of "the electronic government" (further - PShEP) or through the banks of the second level, the organizations performing separate types of banking activities.

8. Working schedule:

1) the service provider - Monday through Friday inclusive from 9-00 till 18-30 o'clock, with lunch break from 13-00 till 14-30 o'clock, days off and holidays - it agrees the schedule of working hours established by the service provider according to the labor law of the Republic of Kazakhstan and article 5 of the Law of the Republic of Kazakhstan of December 13, 2001 "About holidays in the Republic of Kazakhstan" (further - the Law "About Holidays").

Reception of an application and issue of result of rendering the state service is performed from 9-00 till 17-30 o'clock, with lunch break from 13-00 till 14-30 o'clock.

Reception of an application and issue of result of rendering the state service outside the established duration of working hours is established by the service provider according to the schedule of working hours.

The state service is rendered in turn, without making an appointment and the accelerated servicing;

2) the portal - round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan and article 5 of the Law "About Holidays", reception of an application and issue of result of rendering the state service is performed the next working afternoon).

9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his representative):

to the service provider:

1) the statement in form according to appendix to this standard of the state service;

2) the identity document and the document confirming powers of the representative (for identification);

3) when transporting products, raw materials of animal origin, forages (except for products designated by symbol "*" in the Single inventory, subject to veterinary control (supervision) No. 317 approved by the Decision of the Commission of the Customs union of June 18, 2010 "About application of veterinary and sanitary measures in custom union") - the copy of the appraisal certificate (test report).

It is allowed to use the appraisal certificate (test report) within 1 (one) month from the moment of its issue for export (export) of the cooled meat, food eggs from object of the production performing cultivation of animals, procurement (slaughter), storage, conversion and realization of animals, products and raw materials of animal origin in case of:

availability of the Plan of monitoring researches of products (further - the Plan of monitoring) approved by object of production and approved by territorial subdivision of department of authorized body in the field of veterinary science of the corresponding administrative and territorial unit;

compliance of products researched within the Plan of monitoring for the researched safety indicators during use of the appraisal certificate (test report) within 1 (one) month from the moment of its issue;

4) when moving (transportation) of dogs and cats - the copy of the veterinary passport;

5) when moving (transportation) of the objects moved (transported) of one administrative and territorial unit of the republic to other administrative and territorial unit of the republic and/or with change of the owner of the moved (transported) object within one administrative and territorial unit of the republic, for the purpose of export in state members of the Eurasian Economic Union or the third countries (the state which are not members of the Eurasian Economic Union) - the copy of the veterinary reference (in case of absence in information system);

6) the copy of the document confirming payment for the form of the veterinary certificate;

on the portal:

1) the statement in electronic form according to appendix to this standard of the state service, the uslugopoluchatel certified by the EDS;

2) when transporting products and raw materials of animal origin - the electronic copy of the appraisal certificate (test report);

3) when moving (transportation) of dogs and cats - the electronic copy of the veterinary passport;

4) when moving (transportation) of the objects moved (transported) of one administrative and territorial unit of the republic to other administrative and territorial unit of the republic and change of the owner of the moved (transported) object within one administrative and territorial unit of the republic, for the purpose of export in state members of the Eurasian Economic Union or the third countries (the state which are not members of the Eurasian Economic Union) - the electronic copy of the veterinary reference (in case of absence in information system);

5) the electronic copy of the document confirming payment for the form of the veterinary certificate, except as specified payments through PShEP.

Data on the identity document, on registration (re-registration) of the legal entity, on registration of the individual entrepreneur, on the veterinary passport of farm animal, on the breeding certificate or the document equivalent to it, on catch origin, on the import permit of the moved (transported) objects taking into account assessment of epizootic situation in the corresponding territory, about the veterinary reference the service provider receives from the state information systems through lock of "the electronic government".

Reclamation from uslugopoluchatel of documents which can be received from information systems is not allowed.

In case of delivery by uslugopoluchatel of all necessary documents:

1) to the service provider - confirmation of adoption of the statement on paper is the mark in its copy about registration in office of the service provider with indication of date, time of acceptance of document package, surname, name, middle name (in case of its availability) the responsible person who accepted documents;

2) through the portal - in "personal account" of uslugopoluchatel the status about acceptance of request for rendering the state service is displayed.

10. The bases for refusal in rendering the state service are:

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the veterinary certificate, and (or) these (data) containing in them;

2) origin of the moved (transported) object from unsuccessful and buffer zone, except for, the kompartment established in these zones;

3) introduction by the importing country of temporary veterinary and sanitary measures concerning the moved (transported) object from the Republic of Kazakhstan;

4) discrepancy of the moved (transported) object, the vehicle to veterinary (veterinary and sanitary) requirements and rules;

5) lack of the import permit of the moved (transported) objects taking into account assessment of epizootic situation in the corresponding territory, (when exporting to the third countries (the state which are not members of the Eurasian Economic Union));

6) export in state members of the Eurasian Economic Union of the moved (transported) objects imported into the Republic of Kazakhstan from the third countries (the state which are not members of the Eurasian Economic Union) according to requirements different from Single veterinary (veterinary and sanitary) requirements and products made from them;

7) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of the veterinary certificate which took legal effect;

8) concerning uslugopoluchatel there is judgment which took legal effect based on which the uslugopoluchatel is deprived of the special right connected with receipt of the veterinary certificate.

Chapter 3. Procedure for appeal of decisions, actions (bezdeystviye) of the central state bodies, and also service providers and (or) their officials concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, concerning rendering the state services:

the claim is submitted addressed to the head of the service provider to the addresses specified in Item 16 of this standard of the state service.

The claim is submitted in writing by mail or purposely through office of the service provider, in the working days.

In the claim:

physical person - its surname, name, and also middle name (in the presence in the document, proving the identity), the postal address are specified;

the legal entity - its name, the postal address, reference number and date. The appeal is signed by uslugopoluchatel.

Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the service provider with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.

The claim of uslugopoluchatel which arrived to the service provider is subject to consideration within 5 (five) working days from the date of its registration. The motivated answer about results of consideration of the claim goes to uslugopoluchatel by means of mail service or is issued purposely in office of the service provider.

12. In case of disagreement with results of rendering the state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is considered within 15 (fifteen) working days from the date of its registration.

13. In disagreement cases with results of rendering the state service, the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 4. Other requirements taking into account features of rendering the state service

14. For rendering the state service conditions for uslugopoluchatel on waiting time and preparation of necessary documents are created (chairs for expectation, the places for filling of documents equipped with stands with the list of necessary documents and models of their filling), measures of fire safety are taken.

15. Buildings of the service provider are equipped with entrance with the ramps intended for access for physically disabled people.
