About approval of Aviation rules of the organization of meteorological ensuring flights of aircrafts of the state aircraft of the Republic of Belarus

Based on article 6 of the Air code of the Republic of Belarus, the resolution of Council of Ministers of the Republic of Belarus of December 4, 2006 No. 1617 "About some measures for implementation of the Air code of the Republic of Belarus" and subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719, the Ministry of Defence of the Republic of Belarus DECIDES:

1. Approve Aviation rules of the organization of meteorological ensuring flights of aircrafts of the state aircraft of the Republic of Belarus (are applied).

2. Recognize to invalid:

the resolution of the Ministry of Defence of the Republic of Belarus of November 30, 2004 No. 73 "About approval of Aviation rules of meteorological providing the state aircraft of the Republic of Belarus";

subitem 1.4 of Item 1 of the resolution of the Ministry of Defence of the Republic of Belarus of June 20, 2011 No. 35 "About modification and amendments in some resolutions of the Ministry of Defence of the Republic of Belarus".

3. This resolution becomes effective in fifteen working days after its acceptance.

Aviation rules of the organization of meteorological ensuring flights of aircrafts of the state aircraft of the Republic of Belarus

Section I. Meteorological information

Chapter 1. General provisions

1. In these Aviation rules the procedure for the organization of meteorological ensuring flights of aircrafts of the state aircraft of the Republic of Belarus is established (further - the state aircraft).

2. For the purposes of these Aviation rules the following reducings are applied:

BPRM - near drive radio marker beacon;

Air Force and troops of air defense - Air Force and troops of air defense;

VNGO - height of the lower bound of clouds;

The runway - landing strip;

VRP - air reconnaissance of weather;

AF - the aircraft;

DOSAAF - republican state public association "Volunteer Society for Cooperation with the Army, Aviation, and Fleet of the Republic of Belarus";

DPRM - distant drive radio marker beacon;

DRP - additional exploration of weather;

KP - the command post;

Ministry for Protection of the Environment and Natural Resources - the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus;

MRL - the meteorological radar;

Department of Internal Affairs - servicing of air traffic;

OOYaP - especially dangerous phenomena of weather;

OYaP - the dangerous phenomena of weather;

RP - the head of flights;

RRP - radar investigation of weather;

RTO - radio engineering providing;

RTS - radio engineering means;

TSMS - technical means of meteorological service.

3. In these Aviation rules the following main terms and their determinations are applied:

air unit - military unit (organization) subordinated to the head of body of military management (republican state body or DOSAAF) in which legally there is state AF (AF) used for flights;

aerological observations - measurement of properties and some characteristics of the atmosphere at different heights;

the weather report - the filled form with data on meteorological information and ornithological situation;

VNGO - distance down between land (water) surface and the lower bound of the lowest layer of clouds;

the high-rise (aerological) map - the map on which figures and symbols (symbols) put data on results of simultaneous aerological observations of network of stations;

meteorological documentation - documentation used in activities for purpose of meteorological divisions (the diary of weather, the working magazine, the starting magazine, forms of storm warnings, weather reports and another);

meteorological information - data and messages on the actual and predicted weather arriving from meteorological divisions from members of crews of AF and officials of bodies of Department of Internal Affairs (management of flights);

the meteorological report - the message on results of meteorological observations of the weather conditions relating to certain time and the place;

meteorological observations - measurements of quantitative values of meteorological elements and their fluctuations, and also assessment of quality characteristics of the atmospheric phenomena;

weather conditions - set of meteorological elements and atmospheric phenomena;

meteorological division - the division subordinated to the head of republican state body or DOSAAF intended for implementation of meteorological ensuring flights of AF of the state aircraft;

OOYaP - the atmospheric phenomena which on the intensity and the area of distribution can cause or caused significant damage to aviation personnel, the equipment and airfield constructions;

ornithological situation - set of the conditions created in certain area because of availability in it of the birds influencing the life activity safety of flights of AF;

OYaP - values of meteorological elements and the atmospheric phenomena which make impossible safe accomplishment of flights and flights in zone of their arrangement (influence) or create threat of safety of the aircraft equipment in airfield;

users - officials of air units to whom meteorological information on the atmospheric phenomena around airfield in the amount specified in the instruction developed in this airfield and in these Aviation rules is carried;

instrument weather conditions - the weather conditions expressed in sizes of visibility range and VNGO in case of which flight is carried out according to the instrument flight rules;

weather forecast - evidence-based prediction of the future of condition of weather (weather conditions);
