1. Approve the enclosed Regulations of the state service "Certification of Quality of Cotton Raw".

2. Declare invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of April 1, 2014 No. 6-1/181 "About approval of regulations of the state service "Certification of Quality of Cotton Raw"" (registered in the Register of state registration of regulatory legal acts for No. 9363, published on May 27, 2014 in information system of law of Ad_let).

3. To provide to department of production and conversion of crop products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and on the intranet portal of state bodies.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Certification of Quality of Cotton Raw"

1. General provisions

1. The state service "Certification of Quality of Cotton Raw" (further - the state service) appears accredited test laboratories (centers) (further - the service provider).

2. Form of rendering the state service: paper.

The state service is rendered to physical persons and legal entities (further - uslugopoluchatel).

3. Result of rendering the state service - the certificate of quality of cotton raw.

Reception of an application and issue of result of rendering the state service are performed through office of the service provider.

2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

The basis for procedures (action) for rendering the state service is availability of the request for conducting examination of quality of cotton raw, according to appendix to the Standard of the state service "Certification of Quality of Cotton Raw", the Minister of Agriculture of the Republic of Kazakhstan approved by the order of June 18, 2015 No. 4-5/544 (registered in the Register of state registration of regulatory legal acts No. 12069).

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of their accomplishment:

carries out testing on the indicators of quality and test methods specified in the request by means of organoleptic (by checking with standard examples of appearance of cotton raw) and tool assessment - 1 working day;

4) the manager of the service provider signs the numbered magazine of tests of cotton raw, draws up and signs the certificate of quality of cotton raw - no more than 3 hours;

The clerk of the service provider registers 5) in the magazine of registration of certificates of quality of cotton raw in form, according to the approved Rules issues to uslugopoluchatel - no more than 30 (thirty) minutes.

3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

6. In the course of rendering the state service the following structurally functional units are involved (further - SFE):

1) manager of the service provider;

2) specialist of laboratory (center);

3) clerk of the service provider.

7. The description of the sequence of procedures (actions) between structural divisions (workers) with indication of duration of each procedure (action):

9. When rendering the state service the possibility of the appeal of uslugopoluchatel to service center of the population and (or) to other service providers is not provided.
