About approval of regulations of the state services in the field of flight operation

According to the subitem 2) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Approve:

1) regulations of the state service "Issue of the Air Operator Certificate", according to appendix 1 to this order;

2) regulations of the state service "Issue of the Certificate on Accomplishment of Aviation Works", according to appendix 2 to this order;

3) regulations of the state service "Issue of the Certificate on the Right of Accomplishment of Flights (the Operator of Aircraft of General Purpose)", according to appendix 3 to this order.

2. Declare invalid the order of the Minister of Transport and Communications of the Republic of Kazakhstan of May 19, 2014 No. 311 "About approval of regulations of the state services in the field of flight operation and maintenance of the flight validity" (registered in the Register of state registration of regulatory legal acts for No. 9520, No. 43 published in the newspapers "Kazakhstanskaya Pravda" on March 5, 2015 (27919) and "Egemen Kazakstan" on March 5, 2015 No. 43 (28521).

3. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Issue of the Air Operator Certificate"

1. General provisions

1. The state service "Issue of the Air Operator Certificate" (further - the state service) is rendered to legal entities (further - uslugopoluchatel) by Committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the service provider).

Documents acceptance for rendering the state service and issue of results of rendering the state service is performed through non-commercial joint-stock company "The Government for Citizens state corporation and the web portal of "the electronic government": www.egov.kz (further - the portal).

2. Form of provision of result of rendering the state service electronic and (or) paper.
