About introduction of amendments to some laws of Ukraine concerning enhancement of system of public administration in the publishing sphere

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. Article 26 of the Law of Ukraine "About libraries and library science" (Sheets of the Verkhovna Rada of Ukraine, 2000, No. 23, Art. 177; with the changes made by the Law of Ukraine of December 24, 2015 No. 911-VIII) after part four to add with new part of the following content:

"Additional financing of public libraries can be performed by the Ukrainian institute of the book at the expense of means of the Government budget of Ukraine according to the Development plan for culture for the corresponding year, and also according to state programs which accomplishment is assigned to the central executive body providing forming of state policy in spheres of culture and arts and/or at the expense of the means received by the Ukrainian institute of the book as grants, donations, gifts, etc. with purpose on financing of public libraries".

With respect thereto the fifth - the ninth to consider parts respectively parts six - the tenth.

2. In the Law of Ukraine "About publishing" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 32, Art. 206; 2011, No. 45, Art. 486; with the changes made by the Law of Ukraine of December 25, 2015 No. 927-VIII):

Part third of Article 5 to add 1) with the words "and also the Ukrainian institute of the book within the powers determined by the law and the charter";

Article 26-1 after part one to add 2) with three new parts of the following content:

"The state customer on release of publishing products is the Ukrainian institute of the book.

Forming of the list of the book editions provided to release according to budget programs of release of book products annually performs the Ukrainian institute of the book according to the procedure and according to the criteria established by the central executive body providing forming of state policy in spheres of culture and arts.
