The government of the Kyrgyz Republic decides:

1. Approve enclosed:

The list of the major data which are the state secret;

Regulations on procedure for establishment of degree of privacy of categories of data and determination of degree of privacy of the data containing in works, documents and products.

2. Oblige heads of the ministries, the state committees, administrative departments to provide fulfillment of requirements of the List and the Provision approved by this resolution and also to make changes to developed earlier departmental lists of the data which are subject to classification.

3. To the ministries, state committees, administrative departments, heads of local public administrations, local self-government of mountains. Bishkek and Osh in practical work on confidential clerical work to be guided approved by the List and the Provision.

4. Declare invalid:

The list of the major data which are the state secret

This List establishes privacy degree ("Special importance" and "Top secret") data which disclosure can cause exclusively serious damage to national interests of the Kyrgyz Republic.

Persons guilty of disclosure of such data bear responsibility according to requirements of the law.

Change of degree of privacy of the data specified in this List and also establishment and change of degree of privacy in the departmental list of the data which are subject to classification is made according to the procedure, the determined Regulations on procedure for establishment of degree of privacy of categories of data and determination of degree of privacy of the data containing in works, documents and products, the approved order of the Government of the Kyrgyz Republic of July 7, 1995 No. 267/9.

Any other data which are not provided in this List shall have the same degree of privacy which is specified in the corresponding Item of this List.

In this List for brevity statements are applied the following terms:

arms - the technical means intended for defeat of manpower, the equipment and other objects of the opponent:

military equipment - the means intended for ensuring fighting, training of troops and testing of arms and military equipment (means of investigation, communication, management automation, the radio-electronic equipment, engineering machines, cars, airplanes, helicopters, etc.);

products of arms and military equipment - system, installation, sample of arms and military equipment;

the main components - the aggregates, blocks, nodes, devices, materials, chemical goods, the equipment, etc. which are part of complex, system or product of arms and military equipment.

Regulations on procedure for establishment of degree of privacy of categories of data and determination of degree of privacy of the data containing in works, documents and products.

I. General questions

1. This Provision provides single procedure for establishment of degree of privacy of categories of data in the republic and determinations of degree of privacy of the data containing in works *, documents ** and products ***, and is obligatory for all ministries, the State Committees, administrative departments, the companies, organizations and the organizations.

2. Degree of privacy is established to the data of military, political, economic, scientific and technical and other nature, containing in works, documents and products, for the purpose of protection of interests of the republic.

3. Data which are protected by the state on degree of privacy are divided into data of special importance, absolutely confidential (the state secret), confidential (official secret) and not subject to announcement.

17. 23.
