Republic of Kazakhstan and Republic of Lithuania:
- entering new stage of development of the bilateral relations;
- being guided by the principles established in Articles of organization of the United Nations, the Final act of the Organization for Security and Co-operation in Europe and also the commonly accepted rules of international law,
- based on the Contract between the Republic of Kazakhstan and the Republic of Lithuania on mutual understanding and cooperation, signed on November 7, 1993 in Almaty;
- confirming determination to actively develop mutually beneficial cooperation in all areas which are of mutual interest;
declare the following:
1. The Republic of Kazakhstan and the Republic of Lithuania will develop the relations in the spirit of openness and mutual understanding. The parties will aim at maintenance of dialogue at all levels of the government on the questions which are of mutual interest.
2. The Republic of Kazakhstan and the Republic of Lithuania intend to cooperate on the international scene, first of all within the UN, for the benefit of increase in efficiency of this international organization in case of threat to international peace and safety. The parties emphasize need of cooperation within CSCE, especially paying attention to protection of human rights.
The Republic of Kazakhstan and the Republic of Lithuania give importance to cooperation within the "Partnership for Peace" program. Such cooperation with NATO shall serve strengthening of the world, stability and safety as in the Central Asian and Baltic regions, and around the world.
3. The Republic of Kazakhstan and the Republic of Lithuania wish to create favorable conditions for development of long-term and mutually beneficial economic cooperation between two countries, according to the Free-trade agreement signed on July 21, 1993 in Vilnius.
For this purpose the governments of two states are given the corresponding instructions on acceleration of the solution of the following questions:
- enhancement of procedure for mutual calculations and payments for goods and services;
- creations of necessary conditions for transportation of goods, traffic circulation, including transit freight and passenger traffic;
