About introduction of amendments to some orders of the Minister of Agriculture of the Republic of Kazakhstan

I ORDER:

1. Approve the list of some orders of the Minister of Agriculture of the Republic of Kazakhstan to which changes, according to appendix to this order are made.

2. To provide to department of production and conversion of crop products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

3. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Subsidizing of Cost of Costs for Bookmark and Cultivation (including Recovery) Long-term Plantings of Fruit and Berry Cultures and Grapes"

1. General provisions

1. The state service "Subsidizing of Cost of Costs for Bookmark and Cultivation (including Recovery) Long-term Plantings of Fruit and Berry Cultures and Grapes" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears local executive bodies of areas, cities of Astana and Almaty, areas and cities of regional value (further - the service provider).

Acceptance of the request and issue of result of rendering the state service are performed through:

1) office of the service provider;

2) the Republican state company on the right of economic maintaining "Service center of the population" of Committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (further - TsON).

2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the moment of delivery of documents to the service provider, in TsON - 11 (eleven) working days.

In case of the address to TsON day of acceptance does not enter rendering the state service in time;

2) the most allowed time of expectation for delivery of necessary documents uslugopoluchatel:

to the service provider - no more than 30 (thirty) minutes;

8. Working schedule:

1) the service provider - Monday through Friday from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except for days off and holidays according to the labor law of the Republic of Kazakhstan.

Acceptance of the request and issue of result of rendering the state service is performed from 9:00 till 17:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except for days off and holidays according to the labor law of the Republic of Kazakhstan.

The state service is rendered in turn without making an appointment and the accelerated servicing;

2) TsONa - Monday through Saturday inclusive, according to the established working schedule from 9-00 till 20-00 o'clock without interruption for lunch, except for days off and holidays, according to the labor law of the Republic of Kazakhstan.

The state service is rendered according to the procedure of "electronic" queue, in place of registration of uslugopoluchatel without the accelerated servicing.

9. Uslugopoluchatel (the representative by proxy) for receipt of subsidies for laying of long-term plantings of fruit and berry cultures and grapes made last fall and (or) spring of the current year till June 15 of the corresponding year represents to the service provider and to TsON the request for receipt of subsidies in form, according to appendix 3 to this standard of the state service.

Uslugopoluchatel (the representative by proxy) for receipt of subsidies for cultivation (leaving) of long-term plantings of fruit and berry cultures and grapes of the second vegetation - for the pledged by saplings on dwarfish stock or saplings knip-baum, second or third vegetations - for pledged by saplings on semi-dwarfish stock, the second - the third or fourth vegetations - for pledged by saplings on silnorosly stocks, with the second on the seventh vegetation inclusive - on grade apple-tree Aport till September 1 of the corresponding year submits to the service provider the request for receipt of subsidies in form, according to appendix 4 to this standard of the state service and information on use of subsidies.

In case of documents acceptance through TsON the receipt on acceptance of the relevant documents based on which issue of ready documents in case of presentation of the identity document of uslugopoluchatel is performed is issued to uslugopoluchatel (or his representative under the notarized power of attorney).

The service provider and the worker of TsONa receive the consent of uslugopoluchatel to use of the data which are the secret protected by the law, containing in information systems when rendering the state services if other is not stipulated by the legislation the Republic of Kazakhstan.

TsON provides storage of results within one month then transfers them to the service provider for further storage. In case of the address of uslugopoluchatel after one month at the request of TsONa the service provider within one working day sends ready documents to TsON for issue to uslugopoluchatel.

3. Procedure for appeal of decisions, actions (failure to act) of service providers and (or) their officials, ЦОНов and (or) his workers concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials concerning rendering the state services: the claim is submitted addressed to the head of the service provider to the addresses specified in Item 15 of this standard of the state service.

The claim is submitted in writing by mail or in electronic form, or purposely through office of the service provider in the working days.

In case of incorrect servicing by the worker of TsONa, the claim is submitted addressed to the head of TsONa to the addresses specified in Item 15 of this standard of the state service.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within fifteen working days from the date of its registration.

12. In case of disagreement with results of the rendered state service the uslugopoluchatel takes a legal action according to the subitem 6) of Item 1 of article 4 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services".

4. Other requirements taking into account features of rendering the state service

Uslugopoluchatelyam, having complete or partial loss of capability or opportunity to perform self-service, independently to move, be guided, documents acceptance, for rendering the state service, is made by the worker of TsONa with departure at the place of residence by means of the address through single contact center 1414.

14. For rendering the state service conditions for uslugopoluchatel on waiting time and preparation of necessary documents are created (chairs for expectation, the places for filling of documents equipped with stands with the list of necessary documents and models of their filling), measures of fire safety are taken.

Buildings of the service provider and TsONa are equipped with entrance with the ramps intended for access for physically disabled people.

16. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access by means of single contact center concerning rendering the state services.
