2) to provide to the Central and local authorities of the government, local government bodies of settlements and villages execution of these rules.
3) to the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan annually on the basis of provision of public service by Management in case of the President of the Republic of Tajikistan of forecast indicators of social and economic development of the Republic of Tajikistan to provide means for training of government employees.
4) annually to provide to Management of public service in case of the President of the Republic of Tajikistan the report on control and accomplishment of these rules in the Government of the Republic of Tajikistan.

1) Rules of development and implementation of the state order on professional training, retraining and advanced training of government employees of the Republic of Tajikistan at Institute of advanced training of government employees of the Republic of Tajikistan (further - Rules) are developed according to articles 8 and 19 of the Law of the Republic of Tajikistan "About public service" and arrange the mechanism of realization of training of government employees.
2) Training of government employees is performed by Institute of advanced training of government employees of the Republic of Tajikistan - state educational institution of government employees of the Republic of Tajikistan on the basis of industry regulatory legal acts and the license of relevant organ.
3) These Rules do not extend to other organizations and training centers of retraining and advanced training.
4) In these rules the following basic concepts are used:
- the state order on professional training, retraining and advanced training of government employees of the Republic of Tajikistan at Institute of advanced training of government employees of the Republic of Tajikistan - the document governing the relations between "Customer" - state bodies and "Contractor" - state educational institution of government employees of the Republic of Tajikistan on training of government employees;
- professional training of government employees - training process in the highest organizations of professional education and after educational institutions for the purpose of education in the field of public administration;
- retraining of government employees - training of government employees for the purpose of receipt of additional professional knowledge for" accomplishment of professional activity or in connection with official promotion, performed according to training programs of additional professional education;
- advanced training of government employees - short-term training process of government employees for the purpose of mastering of new theoretical and practical knowledge, enhancement of abilities and professional skills them according to imposed qualification requirements for high-quality and timely execution of job responsibilities;
- training of government employees - process of practical use of theoretical knowledge and determination of professional skills and abilities by acquaintance and participation in the current activities of body or the organization.
5) Training of government employees, being the state privilege, it is performed in state educational institution of government employees. As necessary, the government employee once in three years (with obligatory advanced training) is subject to training.
6) Forms of education of government employees are determined as additional education and consist of the following regulations:
- professional training of the government employee in the directions of public administration and public service in republican and foreign educational institutions;
- master rates for government employees of state bodies under state educational institution of government employees for up to two years with separation from the main work;
- rates of retraining of government employees in state educational institution of government employees with amount from 136 to 500 hours with separation from the main work;
- professional development course with amount from 24 to 136 hours.
7) the State educational institution following the results of additional professional training of government employees taking into account the forms of education provided in these rules issues the state documents of the following samples:
- the diploma about the end of professional training on the basis of long-term training;
- the diploma about the termination of magistracy;
- the certificate of the termination of rates of retraining with amount from 136 to 500 hours;
- the certificate on the termination of professional development course with amount from 24 to 136 hours.
8) Management of public service in case of the President of the Republic of Tajikistan on the basis of the request of state bodies develops the state order on professional training, retraining and advanced training of government employees of the Republic of Tajikistan and represents to the Ministry of Economic Development and Trade of the Republic of Tajikistan for planning in forecast indicators of social and economic development of the Republic of Tajikistan.
9) the next year the state order with indication of the list of training programs, the number of government employees according to categories and their positions, amount of means is provided In forecast indicators of social and economic development of the Republic of Tajikistan.
10) Financing for implementation of the state order is performed at the expense of means of the government budget and attraction of other sources which are not contradicting the legislation of the Republic of Tajikistan.
The State educational institution of government employees of the Republic of Tajikistan in coordination with Management of public service in case of the President of the Republic of Tajikistan develops 11) and realizes training programs for government employees.
12) Training programs are developed according to features of steps of training, duration of training and categories of the state positions.
13) Training programs of government employees shall be developed taking into account the international practice of the organization of public service and shall reflect the current state and perspectives of science and technology, spheres of the right, policy, economy and culture.
14) Officials of state bodies bear responsibility for non-execution of the state order and not scope training of government employees.
15) Check of observance of these rules is performed by authorized body in the field of public service.
