This Program for safety of flights in the field of civil aviation (further - the Program) is developed according to requirements of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law), appendices 19 "Safety management of flights" to the Convention on international civil aviation (further - appendix 19) and Doc of 9859 ICAO "The control directive safety of flights" and:

1) is represented by single complex of the rules and actions directed to increase in level of safety of flights;

2) promotes effective realization of safety management system of flights of operators and the organizations of civil aviation and proper interaction with them;

3) provides monitoring and assessment of performance indicators of safety of flights;
