3) Meetings of the Qualification commission are held at least once a month and are competent with the assistance of at least two thirds of members of the commission.

4) Meetings of the Qualification commission are held under the chairmanship of its Chairman. In the absence of the Chairman of the Qualification commission, execution of its powers are assigned to his deputy.

5) Decisions of the Qualification commission are made by a majority vote the members participating at meeting. In case of equality of votes, the chairman's voice at meeting of the Qualification commission is decisive.
