in view of the Agreement between the governments of state members of SCO on cooperation and mutual assistance in customs affairs signed on November 2, 2007 to Tashkent

developed this Program and came to mutual understanding about the following directions of interaction in 2016 - 2021:

1. Program purpose

The purpose of this Program is creating favorable conditions in state members of SCO for trade and investments by expansion and deepening of mutually beneficial cooperation in the field of customs affairs.

2. Main directions of cooperation

For the purpose of implementation of this Program of the Party intend to perform effective interaction in questions:

- further development of project activities;

- assistance to mutual trade by elimination of administrative barriers when moving goods and vehicles through the check points located on borders of the states of the Parties;

- protection of intellectual property rights;

- the organizations of customs control of the moved energy resources;

- applications of risk management systems;

- fight against offenses and crimes in the customs sphere;

- preparation and retraining of personnel of the Parties;

- control of customs value of the moved goods.

3. Program implementation

This Program is implemented according to the Actions plan which is its integral part.

4. Status of the Program

This Program is not the international treaty, does not create for the Parties of the rights and obligations regulated by international law.
