Rules of conducting checks of activities of business entities in the Republic of Tajikistan Public service on supervision in the field of power

These rules are developed according to article 4 of the Law of the Republic of Tajikistan "About checks of activities of business entities in the Republic of Tajikistan" and determine procedure for the organization and conducting checks of activities of business entities by Public service for supervision in the field of power. These rules do not extend to the functions of Public service on supervision in the field of power which are not relating to check of activities of business entities.

1. General provisions

1.1. These rules are obligatory for the bodies exercising the state supervision in the field of power.

1.2. The main objectives resolved during conducting check are:

- check of observance by business entity of the legislation and other regulatory legal acts, and also the operating technical Regulations and Rules of power;

- timely identification, suppression and prevention of the offenses promoting emergence of accidents and refusals, and other violations in operation of the energy equipment and power stations, accidents in case of their servicing and also unauthorized, non-accounting, inefficient and irrational use and plunder of energy resources;

- taking measures to compensation of damage suffered.

2. Procedure for planning of checks

2.1. The inspections of activities of business entities which are carried out by Public service on supervision in the field of power can be planned, unplanned and repeated.

Scheduled inspections are in turn subdivided into the following types:

1) checks of technical condition of the power equipment, power stations and power receivers;

2) complex checks of energy economy.

2.2. Checks of objects of business entities, except for unplanned and repeated, are performed according to annual and monthly plans of conducting checks. Plans are constituted taking into account:

- identification categories of risk of objects;
