The government of the Republic of Kazakhstan DECIDES:

1. Bring in the order of the Government of the Republic of Kazakhstan of December 8, 2015 No. 972 "About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2016 - 2018" the following changes and amendments:

state Item 1 in the following edition:

"1. Accept to execution the republican budget for 2016 - 2018, including for 2016 in the following amounts:

1) the income – 7 268 407 231 thousand tenges, including on:

to tax revenues – 3 189 806 996 thousand tenges;

to non-tax receipts – 159 104 528 thousand tenges;

to sales proceeds of fixed capital – 16 383 224 thousand tenges;

to receipts of transfers – 3 903 112 483 thousand tenges;

2) costs – 7 920 789 229 thousand tenges;

3) net budget crediting – 112 155 814 thousand tenges, including:

budget credits – 205 246 481 thousand tenges;

repayment of budget credits – 93 090 667 thousand tenges;

4) balance on transactions with financial assets – 138 148 303 thousand tenges, including:

acquisition of financial assets – 140 798 303 thousand tenges;

sales proceeds of financial assets of the state – 2 650 000 thousand tenges;

5) deficit –-902 686 115 thousand tenges or 2 percent to country gross domestic product;

6) budget deficit financing – 902 686 115 thousand tenges.";

2) target transfers to regional budgets in the amount of 3 579 214 thousand tenges to the Ministry of national economy of the Republic of Kazakhstan for financing of the following events:

construction and (or) acquisition of the office dwelling and engineering and communication infrastructure – 426 917 thousand tenges;

construction and (or) reconstruction, acquisition of hostels for labor youth and engineering and communication infrastructure –

3 000 000 thousand tenges;

construction and (or) reconstruction of housing and engineering and communication infrastructure for resettlement of inhabitants of settlements Kalatches and Krasnogorsk Akmola area – 152 297 thousand tenges;

3) target transfers to regional budgets, budgets of the cities of Astana and Almaty on employment due to development of infrastructure and housing and communal services in the amount of 42 100 707 thousand tenges to the Ministry of health and social development of the Republic of Kazakhstan for financing of the following events:

repair of objects of housing and communal services, engineering and transport infrastructure, welfare objects and improvement of settlements – 40 734 908 thousand tenges;

construction of the medical out-patient clinics and medical and obstetrical centers located in rural settlements – 1 365 799 thousand tenges;

4) to the Ministry of health and social development of the Republic of Kazakhstan on implementation of actions on employment of the population in the amount 217 852 thousand tenges, including on:

ensuring information maintenance and information work – 60 000 thousand tenges;

information and methodological maintenance of program implementation "The road map of employment of 2020" – 157 852 thousand tenges.";

2) to transfer to local executive bodies of areas, the cities of Astana and Almaty of verified copies of the agreements specified in the subitem 1) of this Item, and legal decisions of the Commission on financial improvement created according to the Rules of subsidizing of interest rate for credit and leasing obligations within the direction on financial improvement of subjects of agro-industrial complex approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of April 9, 2015 No. 9-1/320 (registered in the register of state registration of regulatory legal acts for No. 10763) on which the relevant agreements are not signed.

11-2. To local executive bodies of areas, cities of Astana and Almaty within thirty calendar days from the date of adoption of copies of agreements and legal decisions to take measures for the conclusion of the relevant contracts with banks of the second level, the organizations performing separate types of banking activities, credit partnerships, National Managing Holding Kazagro, Leasing Companies on the Conditions and Obligations Provided under Earlier Signed Agreements Specified in Item 11-1 of This Resolution. joint-stock company;

2. To the central executive bodies in two weeks to make in the Government of the Republic of Kazakhstan offers on reduction of earlier made decisions of the Government of the Republic of Kazakhstan in compliance with this resolution.

3. This resolution becomes effective since January 1, 2016.
