1. Bring in the order of the acting minister on investments and development of the Republic of Kazakhstan of June 26, 2015 No. 730 "About approval of standards of the state services in the field of technical regulation and metrology" (further - the order) (No. registered in the Register of state registration of regulatory legal acts 11764, No. 174 published in the Kazakhstanskaya Pravda newspaper of September 12, 2015 (28050)) the following changes and amendment:
be reworded as follows Item 1:
"1. Approve the enclosed standards of the state services:
1) "Issue of the certificate on approval like measuring instruments", according to appendix 1 to this order;
2) "Issue of the certificate on metrological certification of measuring instruments", according to appendix 2 to this order;
3) "Licensing for implementation of activities for production of National flag of the Republic of Kazakhstan and the State Emblem of the Republic of Kazakhstan", according to appendix 3 to this order;
4) "Accounting of the international, regional standards and standards of foreign states, standards of the organizations, qualifiers of technical and economic information, rules, regulations and recommendations of the foreign states about standardization, confirmation of conformity and accreditation applied in the territory of the Republic of Kazakhstan" according to appendix 4 to this order;
5) "Approval of regulating documents on implementation of activities of metrological services of state bodies, physical persons and legal entities", according to appendix 5 to this order;
6) "Certification of the expert-auditor in confirmation of conformity, accreditation, determination of the country of goods' origin, the status of goods of the Customs union or foreign goods", according to appendix 6 to this order.".

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.
3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.
4. This order becomes effective after twenty one calendar days after day of its first official publication.

Appendix 1
to the Order of the acting minister on investments and development of the Republic of Kazakhstan of December 4, 2015 No. 1151
1. The state service "Issue of the Certificate on Approval like Measuring Instruments" (further – the state service).
2. The standard of the state service is developed by the Ministry for Investments and Development of the Republic of Kazakhstan (further – the Ministry).
3. The state service appears Committee of technical regulation and metrology of the Ministry (further – the service provider).
Reception of an application of the state service is performed through:
1) office of the service provider;
2) the Republican state company on the right of economic maintaining "Service center of the population" of the Ministry (further – TsON).
Issue of result of rendering the state service is performed through:
1) office of the service provider;
2) TSON;
3) the web portal of "the electronic government" www.egov.kz (further – the portal).
4. Term of rendering the state service:
1) from the moment of delivery of document package to the service provider, in TsON:
in case of issue of the certificate – 15 (fifteen) working days;
in case of issue of the duplicate of the certificate – 2 (two) working days.
In case of the address to TsON day of acceptance does not enter rendering the state service in time.
The service provider within two working days from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents.
In case of factual determination of incompleteness of the submitted documents the service provider within the specified terms gives written motivated refusal in further review of the statement;
2) the most allowed time of expectation for delivery of document package to the service provider - 20 (twenty) minutes, in TsON – 15 (fifteen) minutes;
3) the most allowed time of servicing by the service provider – 30 (thirty) minutes, in TsONe – 15 (fifteen) minutes.
5. Form of rendering the state service: electronic (partially automated) and (or) paper.
