This Charter determines tasks, functions, the rights and responsibility of Executive committee of Electrical power Council of the Commonwealth of Independent States formed according to the "Agreement on coordination of the interstate relations in the field of power industry of the Commonwealth of Independent States" signed by Heads of governments of the states of the Commonwealth on February 14, 1992 (further by the text - the Agreement).
2. The executive committee of Electrical power Council of the CIS (further in the text - Committee) is permanent interstate coordinating body of Electrical power Council of the Commonwealth of Independent States (further in the text - Council).
3. The committee in the activities is guided by the Charter of the Commonwealth of Independent States, the Agreement of February 14, 1992, agreements signed within the Commonwealth, resolutions and decisions of Council, and also this Charter.
4. The committee in the activities is accountable to Council and functionally Interstate economic Committee of Commonwealths of Independent States Economic union.
5. Financing of Committee is performed according to article 6 of the Agreement of February 14, 1992. The expense budget on implementation of activities of Council and its working body is constituted by Committee for the planned year or quarter of year in current prices and rates for goods and services taking into account indexation, and also taking into account the operating pay level of work of the corresponding employee categories of governing bodies and managing in power industry of Russia in the planned year or quarter of year.
Assignments by governing bodies of power industry, energy associations (companies), power supply systems of state members of Council are made till approach of the planned year or quarter of year.
