About approval of the General technical regulation about safety of products of light industry

According to the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements to safety of products of light industry the Cabinet of Ministers decides:

1. Approve the General technical regulation about safety of products of light industry according to appendix and enact it after six months from the date of official publication.

2. Take into consideration that according to requirements of the Law of the Republic of Uzbekistan "About technical regulation" with enforcement of technical regulations the accepted earlier regulating documents on standardization on products specified in them, works and services lose binding character and acquire voluntariness of application in accordance with the established procedure.

3. To the Uzstandart agency together with authorized bodies to take measures for cancellation of binding character and ensuring voluntariness in case of application of regulating documents on standardization of products of light industry, from the date of enforcement of the General technical regulation approved by this resolution in accordance with the established procedure.

4. To provide to Uzbekengilsanoat joint-stock company, the Ministry of Health of the Republic of Uzbekistan, the Uzstandart Agency together with National broadcasting company of Uzbekistan broad informing the population, bodies of the public and economic board, subjects of business activity about the purposes, content and procedure for application of the approved General technical regulation.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan U. U. Rozukulov.

The general technical regulation about safety of products of light industry

Chapter 1. General provisions

1. This General technical regulation (further - the Technical regulation) establishes requirements for safety to products of light industry and extends to the following types of products:

raw silk;

silk cotton wool;

yarn (cotton, mixed, woolen, silk);

woven, knitted and nonwoven cloths (linen, clothes, toweling, decorative, furniture, nap);

garments from materials textile;

hosiery;

coverings and products carpet of textile, nonwoven fabrics, and felt;

headdresses (knitted, weaver's and from fur fabric);

textile and haberdashery products.

2. Requirements of the Technical regulation do not extend to products of medical appointment, art crafts, souvenirs, products and products made according to individual requirements of the customer.

Chapter 2. Terms and determinations

3. In the Technical regulation the following terms and determinations are used:

biological safety - products condition in case of which there is no unacceptable risk connected with damnification to health or threat of life of the user (consumer) because of discrepancy biological and toxicological, properties to the established requirements;

harmful chemicals - chemicals which in usage time of products can cause negative variations in the state of health of the user in case of content them in product material in the quantity exceeding admissible concentration of such substances;

toxicity index - the integral indicator of general acute toxicity determined "in vitro" on culture of cages;

clothes and products of the second layer - the products having limited contact with skin of the person such as dresses, blouses, shirts, trousers, skirts, unlined suits, sweaters, jumpers, pullovers, hosiery of winter assortment and other similar products;

clothes and products of the third layer - the products intended for putting on over clothes of the second layer such as coat, short coat, jackets, raincoats, suits on liner and other similar products;

the material safety data sheet - documentation on chemical products (chemical fibers and threads, excipients and materials) intended for providing with reliable information on ecological safety of industrial application, storage, transportation and utilization of chemical products.

the user (consumer) of products - the legal entity or physical person acquiring products relating to objects of technical regulation of the Technical regulation for consumption;

textile excipients - the special medicines which are favorably influencing conversion of natural and chemical fibers, used in case of production and upclassing of textile materials by means of which, fabrics are given different properties.

textile and haberdashery products - the products consisting generally of textile threads. (lacy, gardinno-tulle, lentotkatsky and wattled products).
