About approval of the State program "High technologies and the equipment" for 2016-2020
Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed State program "High technologies and the technician" for 2016-2020 * (further - the State program).

2. Determine:
2.1. responsible customer of the State program National academy of Sciences of Belarus;
2.2. customers of the State program National academy of Sciences of Belarus, Ministry of Agriculture and Food, Ministry of Health, Ministry of Education, Ministry of Natural Resources and Environmental Protection, Department of Energy and Ministry of Emergency Situations.
3. To customers of the State program within the competence:
3.1. perform:
coordination of activities of contractors of actions of subprogrammes of the State program;
control over the implementation of subprogrammes of the State program and target use of the funds allocated for their realization;
3.2. represent according to the legislation to National academy of Sciences of Belarus reports on implementation of subprogrammes of the State program.
4. National academy of Sciences of Belarus:
4.1. bring the State program to interested;
4.2. perform coordination of activities of customers of the State program during its realization.
5. Financing of the State program is performed within the means provided in the republican budget including on scientific, scientific and technical and innovative activities and also at the expense of own means of the organizations - the contractors of the State program and other sources which are not prohibited by the legislation.
6. Confer the personal responsibility for timely and high-quality implementation of actions of the State program on the Chairman of Presidium of National academy of Sciences of Belarus, the Minister of Agriculture and Food, the Minister of Health, the Minister of Education, the Minister of natural resources and environmental protection, the Minister of Energy and the Minister of Emergency Situations.
7. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:
7.1. subitem 1.6 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of October 31, 2011 No. 1460 "About change, amendment and recognition voided some resolutions of Council of Ministers of the Republic of Belarus" (2011, No. 124, 5/34711) to exclude the national register of legal acts of the Republic of Belarus;
7.2. ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 02.12.2016 No. 991
8. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix.
9. This resolution becomes effective from the date of its acceptance.

The state program "High technologies and the equipment" for 2016-2020 (further - the State program) is developed in pursuance of the instructions of the President of the Republic of Belarus given on March 31, 2014 at meeting with the leading scientists on perspectives of development of science in the Republic of Belarus (the protocol of orders of June 3, 2014 No. 15), for the purpose of forming of system of the state order for implementation by the scientific organizations of the most significant developments for the Republic of Belarus, creation of the innovative organizations performing production of the knowledge-intensive products with high value added.
The state program corresponds to the priority directions of scientific and technical activities in the Republic of Belarus for 2016-2020 approved by the Presidential decree of the Republic of Belarus of April 22, 2015 No. 166 "About the priority directions of scientific and technical activities in the Republic of Belarus for 2016-2020" (The national legal Internet portal of the Republic of Belarus, 24.04. 2015, 1/15761), it is also directed to realization of priorities of social and economic development of the Republic of Belarus for 2016-2020 to areas:
ensuring effective employment and human development;
growth and diversification of commodity export and services, ensuring balance of foreign trade;
effective investments and the accelerated development of innovative sectors of economy.
Development of the products created within the actions of the State program "Innovative biotechnologies" for 2010 - 2012 years and for the period till 2015, approved by the resolution of Council of Ministers of the Republic of Belarus of October 23, 2009 No. 1386 "About the State program "Innovative biotechnologies" for 2010-2012 and for the period till 2015" (The national register of legal acts of the Republic of Belarus, 2009, No. 262, 5/30653), the State program on development of import-substituting productions of pharmaceutical substances, ready medicinal and diagnostic means in the Republic of Belarus for 2010-2014 and for the period till 2020, the Republic of Belarus approved by the resolution of Council of Ministers of December 2, 2009 No. 1566 "About the State program on development of import-substituting productions of pharmaceutical substances, ready medicinal and diagnostic means in the Republic of Belarus for 2010-2014 and for the period till 2020" (The national register of legal acts of the Republic of Belarus, 2009, No. 292, 5/30834), and the State program of development in production of new and high technologies for 2011-2015 and for the period till 2020, the Republic of Belarus approved by the resolution of Council of Ministers of November 3, 2010 No. 1618 "About the State program of development in production of new and high technologies for 2011-2015 and for the period till 2020" (The national register of legal acts of the Republic of Belarus, 2010, 265, 5/32791) which realization by the State program is not provided will be performed No. according to the consolidating plan of release of again mastered products, the State committee on science and technologies approved jointly and National academy of Sciences of Belarus with assignment on them of control of its accomplishment.
The national academy of Sciences of Belarus is represented in the Ministry of Economics annually till January 25 of the year following for reporting, information on results of accomplishment of this plan.
The purpose of the State program is forming of the knowledge-intensive economy by ensuring scientific, economic and geopolitical interests of the republic, homeland bioresource and ecological safety and technology development of industries for achievement of competitive advantages of the Republic of Belarus.
For achievement of the planned purpose the solution of the following tasks is provided:
development and development of new types of biotechnological products and services V and VI of technological ways, ensuring development of the biotechnological sector of economy of the Republic of Belarus according to world tendencies;
ensuring the accelerated technology development of domestic industries of economy on the basis of creation and implementation of new and high technologies for production of the knowledge-intensive competitive products;
creation of the Belarusian Antarctic station for carrying out the year-round scientific research and monitoring of condition of the environment of Antarctic aimed at providing long-term political, economic and scientific interests of the Republic of Belarus in the southern polar region of Earth, accomplishment of the international obligations by the Republic of Belarus within the Antarctic Treaty of December 1, 1959 (further - the Antarctic Treaty) and creation of conditions for giving of consultative status of the equal participant of world process to the Republic of Belarus on research of the Antarctic region;
introduction and rational use of genetic resources of plants of national bank of genetic resources of plants of the Republic of Belarus in selection process of research establishments of the republic for removal of new grades and hybrids of agricultural plants, enrichments of cultural and natural flora, and also preserving in artificial conditions of valuable and unique samples;
development and enhancement of activities of the public scientific institution "Central Botanical Garden of National Academy of Sciences of Belarus" as multi-profile scientific, educational, nature protection and recreational center of national level on new innovative and technological basis;
development and deployment of scientific and technical offers on optimization of the engineering procedures raising nuclear, radiation and ecological safety, physical protection, and also efficiency of objects of nuclear power;
strengthening of scientific and technical capacity of the Republic of Belarus in the field of space activities for the purpose of ensuring national security and social and economic development of industries of economy, development of occupational sector of space industry;
enhancement on the basis of innovative technologies of production system in the Republic of Belarus of diagnostic means, including sets of instruments for diagnosis on the basis of molecular technologies, the sets for the radio immune and immunoenzymatic analysis completing to them, reagents and consumable materials for carrying out clinical and biochemical trials, and also for ensuring production of the pharmaceutical substances and ready dosage forms allowing to satisfy internal requirements and to perform deliveries to export;
ensuring need of agricultural industry of the Republic of Belarus for modern domestic chemical remedies of plants.
Within achievement of effective objective and the solution of the called tasks achievement of summary target indicators of the State program and target indicators of its subprogrammes according to appendix 1 is planned.
The state program includes the following subprogrammes:
the subprogramme 1 "Innovative biotechnologies - 2020" (customers - National academy of Sciences of Belarus, the Ministry of Health, the Ministry of Agriculture and Food), consisting of five Sections:
Section 1 "Genomic and Post-genomic Biotechnologies";
Section 2 "Molecular and Cellular Biotechnologies";
Section 3 "Microbic Biotechnologies";
Section 4 "Biotechnologies for Agricultural Industry";
Section 5 "Medical Biotechnologies";
the subprogramme 2 "Development in production of new and high technologies" (the customer – National academy of Sciences of Belarus);
the subprogramme 3 "Monitoring of polar areas of Earth, creation of the Belarusian Antarctic station and ensuring activities of polar expeditions" (customers - National academy of Sciences of Belarus, the Ministry of Natural Resources and Environmental Protection), consisting of three Sections:
Section 1 "Forming of Infrastructure of the Belarusian Antarctic Station";
Section 2 "Monitoring of the Environment of Antarctica";
Section 3 "Ensuring Interaction with the International Organizations and Member Countries of the Antarctic Treaty";
the subprogramme 4 "Mobilization and rational use of genetic resources of plants of national bank for selection, enrichments of cultural and natural flora of Belarus" (the customer - National academy of Sciences of Belarus);
the subprogramme 5 "Development of the public scientific institution "Central Botanical Garden of National Academy of Sciences of Belarus" (the customer - National academy of Sciences of Belarus);
the subprogramme 6 "Scientific maintenance of development of nuclear power in the Republic of Belarus" (customers - National academy of Sciences of Belarus, the Department of Energy, the Ministry of Emergency Situations);
the subprogramme 7 "Research and use of space in the peace purposes" (customers - National academy of Sciences of Belarus, the Ministry of Natural Resources and Environmental Protection, the Ministry of Education), consisting of three Sections:
Section 1 "Development of the Belarusian Space System of Remote Sensing of Earth";
Section 2 "Development of Navigation, Geodetic and Cartographic Activities on the basis of Space Technologies";
Section 3 "Creation and Development Personnel, Scientific and Technical, Organizational and Normative Legal Support of Space Activities in the Republic of Belarus";
the subprogramme 8 "Import-substituting diagnostikuma and biological products - 2020" (the customer - National academy of Sciences of Belarus);
the subprogramme 9 "Chemical remedies of plants" for 2016-2017 (the customer - National academy of Sciences of Belarus).
In 2016-2020 financing of the State program according to appendix 2 taking into account the means mastered in 2016 will constitute 398 292 719, 81 ruble, including:
192 209 122, the 48th ruble – means of the republican budget, from them 25 321 103, 4 rubles – means of republican centralized innovative fund;
99 714 362, 33 rubles – own means of the organizations;
3 414 000 rubles – means from other sources;
102 955 235 rubles – credit resources of banks, "Development Bank of the Republic of Belarus" open joint stock company.
Amounts of budget financing on accomplishment of research, developmental and experienced and technological works can annually be specified within the means provided on scientific and scientific and technical activities by the law on the republican budget for the next financial year taking into account results of the state scientific and technical examination.
Amounts of the funds allocated for financing of the State program at the expense of means of the republican budget, including means of republican centralized innovative fund annually will be specified according to the procedure, established by the legislation.
During implementation of the State program the following risks will be estimated:
financial and economic;
normative and legal;
organizational;
personnel.
Financial and economic risks can be caused by incomplete or spasmodic financing of the State program at the expense of means of the republican budget and own means of the organizations, increase in prices, and also decrease in stability of own and attracted financing sources that can entail reducing or complete cessation of financing of program actions and not achievement of values of summary target indicators of the State program and target indicators of its subprogrammes.
Negative inflationary tendencies can have significant effect on degree of financial and economic risks.
For the purpose of minimization of effects of approach of financial and economic risks taking measures is provided on:
to ensuring timely and effective use of means for implementation of actions of the State program;
to attraction of additional resources from non-budgetary sources of financing;
to annual refining of amounts of the financial resources provided on implementation of actions of the State program taking into account the achieved results;
to determination of priorities for first-priority financing of actions of the State program;
to adjustment of the State program according to the actual amount of financing and to funds redistribution between the priority directions of the State program.
Normative and legal risks are connected with the possible adjustment of the national legal system involving change of sales terms of the State program.
Decrease in probability of approach of normative and legal risks and minimization of their effects will be performed by means of acceptance of the following measures:
participation in discussion and approval of projects of regulatory legal acts;
permanent monitoring of changes of the legislation;
implementation in need of adjustment of the State program;
implementation of the State program taking into account results of the performed monitoring and adjustment of the legislation.
Organizational risks are caused by inconsistency and lack of due coordination of actions of customers and contractors of the State program that can entail not goal achievement and failure to carry out of its tasks, decrease in efficiency of use of financial resources and quality of implementation of actions of the State program.
The main condition of minimization of effects of approach of organizational risks is forming of effective management system the course of implementation of the State program by means of taking measures on:
to forming of accurate and exhaustive requirements to results of implementation of actions of the State program;
to creation of the detail schedule of implementation of actions of the State program and implementation of monitoring of its accomplishment;
to ensuring coordination of actions of customers and contractors of the State program;
to attraction to performance of works of skilled contractors, and also replacement of contractors (if necessary);
to control of the course of implementation of the State program based on quarterly collection and the analysis of reporting data.
Personnel risks are caused by restriction of access for the Belarusian researchers to results of researches and world-class developments and the purposeful policy of foreign states and the companies stimulating outflow of highly qualified personnel from the Republic of Belarus.
For the purpose of decrease in influence of personnel risks taking measures is planned on:
to ensuring inflow of highly qualified personnel due to preparation, retraining and advanced training of specialists;
to work incentives, including measures of material and non-material stimulation;
optimizations of placement of personnel, involved in implementation of the State program.
Efficiency of implementation of the State program is estimated proceeding from achievement of the established values of each of summary target indicators of the State program and target indicators of its subprogrammes.
The efficiency evaluation is performed following the results of year, and also the accruing result since the beginning of accomplishment of the State program (its subprogramme).
The efficiency evaluation of implementation of the State program is performed in three stages by National academy of Sciences of Belarus and (or) customers of the State program.
At the first stage assessment of extent of achievement of planned value of target indicator within the separate subprogramme of the State program on the following formula is performed:

At the second stage extent of achievement of planned values of target indicators in general is determined by the subprogramme of the State program on the following formula:

At the same time the condition shall be satisfied that at least 95 percent of actions of j-y of the subprogramme of the State program planned for the accounting period are realized in full.
At the third stage assessment of extent of achievement of planned values of summary target indicators in general according to the State program on the following formula is performed:

Degree of risks which can arise during implementation of the State program is calculated by the following formula:

At the same time the condition shall be satisfied that at least 90 percent of the actions of the State program planned for the accounting period are realized in full.
In case of low performance of implementation of the State program the responsible customer and customers of the State program within the competence apply measures of responsibility for unsatisfactory implementation of the State program and its subprogrammes, including failure to carry out (incomplete accomplishment) of the summary target and target indicators, and also for inefficient use directed to their achievement of financial resources.
This subprogramme is directed to realization of the major priorities of social and economic development of the Republic of Belarus in parts:
human development as the major factor and driving force for forming of innovative economy;
creations new and performance improvements of the existing workplaces, movements and redistributions of labor, material and financial resources to new and perspective sectors of economy;
the balanced regional development, creation of the new centers of economic growth in regions on the basis of their competitive advantages;
developments of the competition, investment and innovative activity, export growth of goods and services.
Biotechnological production represents intensively developing sector of economy of the majority of developed countries which creating favorable conditions for development was promoted by acceptance in many states of special long-term programs. According to researches the amount of the world market of biotechnologies is estimated in value term at 270 billion US dollars with the predicted annual surplus. By 2020 the amount of the world market of biotechnologies will grow more than twice and will make about 600 billion US dollars.
Biotechnological production belongs to high-tech industries of economy and is concentrated in most industrialized countries. About 45 percent of the world market of biotechnologies are concentrated in North America (The United States of America and Canada), on 26 percent - in Europe and Asia, percent 2,5 - in the countries of the Middle East and Africa. In recent years considerable resources in development of biotechnologies are put by the Federative Republic of Brazil, the Russian Federation, Republic of India, People's Republic of China and the Republic of South Africa realizing large-scale programs for all biotechnological directions.
The key factors determining successful development of biotechnological industry in developed countries are:
active financial support of industry state;
availability of special educational and research facilities;
high qualification of scientific personnel;
long experience of business activity in the country.
The Republic of Belarus in 2000-2010 on the level of biotechnological researches and developments, their implementations in industrial production considerably lagged behind the developed foreign countries. Equity of Belarus in the world biotechnological market did not exceed percent 0,015, hundreds of names of biotechnological products, including probiotics, premixes, fodder amino acids, preservatives of forages, veterinary vaccines, bacterial concentrates for the food industry and another were imported.
During 2010-2015 within implementation of the State program "Innovative biotechnologies" for 2010-2012 and for the period till 2015 are created:
10 organizations (centers), including the plant on production of feed additives, concentrates and substitutes of whole powdered milk for farm animals, productions of the refrigerated bacterial concentrates for the milk industry, biological products of different function, fodder bergmeal, and also the republican scientific and medical center "Cellular Technologies", the Republican center for genetic marking and certification of plants, animals, microorganisms and the person, the centers of selection of milk cattle breeding and meat pig-breeding, trial production of medicines of plasma of blood, farm for content of goats - producers of recombinant lactoferrin of the person;
39 biotechnological productions, including on release of veterinary medicines, premixes, probiotics and pro-biotic feed additives, dietary supplements, fodder additives-adsorbents and podkislitel, biofertilizers, sour-milk baby food, composite diesel biological fuel, bioethanol, sets of reagents for medical diagnostics, medicines on the basis of stem cells, filter elements for water purification, sterilization of vapor, thin cleaning and disinfecting of microbiological liquids;
10 scientific organizational structures (the biotechnological centers, laboratories and sites, polygon for testing of transgene plants, the register of donors of marrow of the person, bank of industrially valuable microorganisms and another);
14 grades (lines) and 6 hybrids of agricultural plants, more than 90 new biotechnological methods, biological products and devices.
Tasks of this subprogramme are development and development of new types of biotechnological products and services V and VI of technological ways, ensuring development of the biotechnological sector of economy of the Republic of Belarus according to world tendencies.
Within the solution of the specified tasks the implementation of actions of this subprogramme according to appendix 3 in the following main directions is provided:
creation of highly effective genomic and post-genomic biotechnologies, production organization of products and rendering services on their basis;
development of molecular and cellular biotechnologies, their practical realization in agricultural industry, the field of environmental protection and other industries of economy;
expansion of the range and increase in competitiveness of domestic microbiological production on the basis of development and deployment of modern microbic biotechnologies, upgrade acting and the organization of new microbiological productions;
development of agrobiotechnologies as bases of increase in productivity and ecologization of agricultural production;
development of medical biotechnologies, production organization of biotechnological products as bases of improvement of quality and efficiency of delivery of health care to the population;
scientific and staffing of biotechnological industry.
The Section 1 "Genomic and Post-genomic Biotechnologies" is directed to forming of the domestic market of genomic and post-genomic biotechnologies providing requirements satisfaction in spheres of agricultural industry, health care, sport, environmental protection and also to development of infrastructure for innovative activities in the field of genomic biotechnologies.
Actions of this Section will be realized within three directions:
genomic and post-genomic biotechnologies in agricultural industry;
genomic and post-genomic biotechnologies in medicine and sport;
genomic biotechnologies in the field of environmental protection.
Genomic and post-genomic biotechnologies in agricultural industry
Within the called direction actions will be realized on:
to development of the knowledge-intensive genomic and post-genomic biotechnologies of marker and genomic selection for industries of crop production and livestock production, to their integration in traditional selection process for the purpose of its acceleration, increase in efficiency and exit to new technological level;
to use of genetically modified organisms and their components for needs of industries of economy;
to development of technologies of genomic selection for implementation in the selection centers of the country;
to development and deployment of methods of DNA certification for assessment of reliability of origin of farm animals and confirmation of high-quality accessory of agricultural plants;
to development of genomic biotechnologies for detection of genetic diseases of farm animals at early stages of development, diagnosis of infectious diseases and carrying out epizootic monitoring.
Genomic and post-genomic biotechnologies in medicine and sport
Within this direction actions will be realized on:
to studying of molecular and genetic development mechanisms of diseases of the person, search of the genes determining predisposition to diseases, assessment of their prognostic importance for prevention and treatment of diseases;
to development of the latest technologies for identification of individual risk of development of diseases;
to development of genetic technologies for determination of the individual, genetically determined features of the person, including individual sensitivity to medicines, for the purpose of development of 4P-medicine (prognostic, preventive, personified, partner).
Implementation of genomic biotechnologies will allow to determine endurance, resistance to stress and features of psychological adaptation to physical and emotional activities of athletes and people of other extreme professions, to perform early detection of predisposition to diseases, more exact medical diagnostics at preclinical stage of development of diseases, and also effective treatment with use of molecular and directed therapy.
Perspective tendency of development of the world biotechnological industry is use of biotouch technology for medical diagnostics and monitoring of efficiency of therapy, and also for express monitoring of critical conditions in urgent medicine. Development of domestic DNA microchips will provide their availability to mass application and will allow to perform transition of medical diagnostic aids to qualitatively new level.
Genomic biotechnologies in the field of environmental protection
Within this direction development of the nature protection technologies based on methods of the genomic analysis, including DNA identification and certification of wild types of flora and fauna is planned. The obtained data will allow to make recommendations of adjustment of the nature protection and resource status, and also of reintroduction of different types of wild animals and plants.
All developments planned to realization within the Section 1 "Genomic and Post-genomic Biotechnologies" are characterized by high degree of novelty and science intensity and correspond to world level of development of biological science.
The Section 2 "Molecular and Cellular Biotechnologies" is directed to development and production of biotechnological products with high value added for agricultural industry, environmental protection and other industries of economy.
Within this Section will be performed:
creation and implementation preventive and medicines of new generation which basis is constituted by recombinant proteins (recombinant vaccines and immunostimulators);
development and production of cellular diagnostic test systems with use of the molecular biomarkers and structural and reasonable medicines supplied with means of address delivery to cages targets;
clonal microreproduction of plants for industry of crop production, forestry and "green" construction;
receipt of especially valuable biologically active agents on the basis of suspension cultivation in bioreactors of cages and the immobilized cellular cultures;
production of bioactive compositions on the basis of cages from different sources;
the organization of production sites for release of highly profitable biotechnological products and its use in practice.
Molecular biotechnology constitutes basis of the VI technological way and provides production and services with new properties and characteristics according to the modern principles of "green" chemistry.
For the purpose of increase in efficiency of agricultural production and export growth of agricultural products implementation of the new methods and approaches promoting increase in productivity of farm animals and birds, to decrease in their incidence, including due to development of new high-precision methods of diagnostics, prevention and treatment of different infectious diseases, and also to creation and implementation preventive and remedies of new generation on the basis of recombinant proteins is required (vaccines and immunostimulators, prophylactics and treatments of the viral and mixed virus and bacterial infections, means of fight against mastitis, endometritises, hoofed decay and another).
The Section 3 "Microbic Biotechnologies" is directed to expansion of the range and increase in product competitiveness of microbic synthesis on the basis of use of modern high technologies, creation of conditions for transition of industrial biotechnology to innovative model of development, and also to forming of the modern and effective biotechnological sector of economy.
Within this Section will be performed:
enhancement of resource base of microbic biotechnologies, organization of the biological resource centers of the international level;
development and development of innovative microbic biotechnologies in the breakthrough directions of agricultural industry, the industry, health care and environmental protection;
increase in competitiveness of the made biotechnological products on internal and the foreign markets, expansion of the range of microbic medicines;
upgrade acting and creation in the republic of new microbiological productions on release of biotechnological products with high value added;
upgrade of the experienced and experimental site of the public scientific institution "Institute of Microbiology of National Academy of Sciences of Belarus" for the purpose of creation of the republican research and production center of biotechnologies providing possibility of scaling of original domestic developments and production of new types of high-technology products of microbic synthesis for different industries of economy;
upgrade of the scientific and experimental site of the called scientific institution for the purpose of expansion of production capacities on lactoferrin release;
development of production of alternative energy sources from renewable raw materials, including on the basis of microbic synthesis, in Babruysk Plant of Biotechnologies open joint stock company;
commissioning of the barmy plant in Slutsk.
Further development of national collections of microorganisms, creation on their basis of republican databases of microbic genetic resources will become one of priority actions of the Section 3 "Microbic Biotechnologies".
In recent years at the international forums, in world social and political and scientific community the concept of the "green" economy designed to provide harmonious development of economic, social and ecological fields of activity moves ahead.
In the Republic of Belarus the need for development of ecological agricultural industry as long application of high doses of fertilizers and pesticides leads to deterioration in condition of lands and qualities of the ground waters which are the most important strategic resource of the country is created now. With respect thereto in the republic it is necessary to expand in the next years the range of domestic microbic medicines for increase in fertility of soils and protection of plants and animals as alternatives to agrochemicals and antibiotics, and also to provide their certification. It is also necessary to provide training of specialists on crop production and livestock production in the field of ecological agricultural industry.
For the purpose of realization of the tasks set by the Head of state on building-up of agricultural export within the called Section will be developed:
new high-precision technologies for diagnostics, prevention and treatment of diseases of agricultural plants and animals, increase in their productivity;
technologies of receipt of organomineral root-inhabited circles with phytotyre-tread activity for hothouse complexes and greenhouses;
biotechnologies of recultivation of soils by means of plants and microorganisms associated with them, the providing ecologization and sustainable development of agricultural production;
technologies of receipt of bacterial ferments for ensuring production of the fermented dairy products of guaranteed quality;
biotechnologies of conversion of renewable raw materials for receipt of organic acids;
biotechnologies of obtaining and use of microbic medicines for purification of air of the working area of productions metallurgical, wood processing and other industries from toxic organic compounds (phenol, formaldehyde and others).
Besides, the structure and structure of microbic tsenoz of the degraded soils will be studied and recommendations about recovery of their biogennost are developed.
The Section 4 "Biotechnologies for Agricultural Industry" is directed to creation of new competitive, highly productive and steady grades and hybrids of grain, leguminous, technical agricultural plants and fodder herbs on the basis of application of biotechnological methods, development and use of biotechnological methods and approaches for increasing production of competitive products of livestock production and receipt of foodstuff on the basis of conversion of agricultural raw materials.
Within this Section will be performed:
development of cellular technologies for creation of new competitive, highly productive and steady grades and hybrids of grain, leguminous, technical agricultural plants and fodder herbs;
development and optimization of methods of bioengineering for the accelerated creation of essentially new forms of plants;
development and optimization of molecular and genetic methods for studying of characteristics of types and grades of different agricultural plants on the basis of DNA markers;
development and deployment of biotechnologies for intensification of selection process and reproduction of farm animals;
creation and production organization of new veterinary medicines for prevention and treatment of infectious, parasitic and noncontagious diseases of farm animals and bird;
development of biotechnologies for receipt of foodstuff on the basis of conversion of agricultural raw materials.
The specified actions will be realized within three directions:
biotechnologies in selection of plants;
biotechnologies in livestock production;
biotechnologies of receipt of foodstuff on the basis of conversion of agricultural raw materials.
Biotechnologies in selection of plants
Within this direction actions for implementation of biotechnological methods in selection of plants, crop production, seed farming, to creation of new competitive, highly productive and steady grades and hybrids of grain, leguminous, technical agricultural plants and fodder herbs with use of post-genomic, bioengineering and cellular technologies will be realized.
The selection methods based on application of DNA markers hozyaystvenno of valuable signs of agricultural plants, effective genetic designs for transgenesis and cultivation of in vitro of fabrics and bodies of plants will provide new opportunities of the Belarusian selection science and will allow to accelerate significantly creation of grades and hybrids of the agricultural plants of new generation steady against diseases, herbicides, insects wreckers, drought and other adverse conditions of the circle.
For this purpose perspective innovative actions are:
development of cellular technologies for creation of new competitive, highly productive and steady grades of grain, leguminous, technical agricultural plants and fodder herbs for edaphic-climatic conditions not only Belarus, but also the closest zones of Russia and Ukraine;
enhancement of biotechnological approaches for the accelerated creation of new highly productive and steady grades and hybrids of fodder herbs for agroclimatic zones of Belarus;
development and deployment of new biotechnological approaches for strain renovation, cultivation and cleaning of fruit and berry crops.
Development and deployment of innovative biotechnologies will allow to reduce selection terms by 2-4 years and it is essential to lower costs for removal of new steady highly productive grades of agricultural plants and fruit crops.
Biotechnologies in livestock production
Within this direction actions will be realized on:
to development and deployment of biotechnologies for intensification of selection process and reproduction of farm animals;
to creation of production of dietary supplements of new generation for improvement of quality and reduction in cost of forages;
to creation and production organization of new veterinary medicines for prevention and treatment of farm animals and bird.
Biotechnologies of receipt of foodstuff on the basis of conversion of agricultural raw materials
Within this direction development is planned:
technologies of receipt of extracts of yeast and methods of their vitaminization for the purpose of further application in the food industry as enriching and vkuso-aromatic component;
technologies of conversion of excessive beer yeast (beer conversion waste) in food biologically active product, vitamin-rich and amino acids that will allow to reduce environmental pressure by the environment and to increase profitability of the brewing organizations;
the methods of product receipt of functional food providing high activity and viability of the lactic bacteria and bifidobacteria which are their part, and also safety of properties of the used raw materials;
technologies of use of domestic bacterial ferments in production of dry-cured and raw smoked meat products;
new fungicidal medicines for suppression of development of kontaminiruyushchy microbiota on surface of firm cheeses.
The Section 5 "Medical Biotechnologies" is aimed at the further development of the urgent directions of medical and pharmaceutical biotechnologies (molecular diagnostics, diagnostic means of personalisation of therapy, cellular and fabric engineering for the therapeutic purposes, biocompatible materials, biopharmaceutics) for creation in the Republic of Belarus of new biotechnological products, medicines and medical products, and also at enhancement of methods of delivery of health care to the population.
Within this Section will be performed:
creation of innovative biomedical products, pharmaceutical substances and medicines on the basis of recombinant and natural proteins and peptides, nucleic acids, products of donor blood;
development of new dosage forms;
development of new methods and diagnostic aids on the basis of monoclonal antibodies, recombinant antigens, ligand - receptor systems;
development of new biomedical cellular products, methods of diagnostics and treatment on the basis of cells of the person, receipt of components of circles for cultivation of cages;
development of the principles of hygienic regulation of biotechnological productions and biotechnological products.
Actions of the Section 5 "Medical Biotechnologies" will be realized within four directions:
creation of biotechnological products and products on the basis of donor blood;
development of means and methods of diagnostics and treatment on the basis of biotechnologies;
development of cellular biotechnologies for health care;
normative legal support of biotechnological products and production.
Creation of biotechnological products and products on the basis of donor blood
Within this direction will be performed:
creation and implementation of diagnostic and medical technologies using the recombinant cytokines for treatment of autoimmune diseases which are genetically caused and the acquired immunodeficiencies, allergic diseases, diabetes and other diseases;
creation of new immunomodulatory medicines and development of their production;
development and deployment of new vaccines and adjuvants of new generation, medicines for treatment of infectious diseases (hepatitises B and C, human immunodeficiency virus, flu, tuberculosis and others);
development of effective medicines on the basis of donor blood for the solution of urgent tasks in the field of transplantology, immunology, oncology and haemato-oncology, gemostaziologiya, allergology, rheumatology and other industries of medicine;
creation of virusobezopasny components of blood, including the leykodeplitsirovanny, directed to prevention of development infectious and posttransfusion complications, ensuring correction of homeostatic violations and escort of patients after aggressive specific therapy, and also patients with availability of heavy genetic defects of immunity and hemostasis, metabolic disorders and other diseases.
Development of means and methods of diagnostics and treatment on the basis of biotechnologies
Within this direction will be performed:
creation of new methods of diagnostics on the basis of highly sensitive express диагностикумов and effective quantitative diagnostikum using modern biotechnological approaches (use of monoclonal and polyclonal antibodies, receipt of recombinant proteins-antigens, development of methods of fluorescent tags, cytogenetic methods and DNA technologies);
determination of new serological markers of violations of homeostasis in case of different diseases, development of effective diagnostic remedies for gemostaziologichesky, biochemical, immunological and serological researches, including standard and control materials;
development of prenatal screening for diagnostics is heritable the caused diseases and the increased risks of development of number of multifactorial diseases, development of methods of determination of availability of viruses, microorganisms and biological substrates in small and extremely small concentration.
Development of cellular biotechnologies for health care
Within this direction development will be performed:
technologies of obtaining and production of biomedical products on basis auto-and allogenic mesenchymal stem cells from different sources for use in cardiology, neurology, traumatology, stomatology and other areas, including receipt of effective factors of growth, including recombinant, and factors of directed differentiation of stem cells;
methods of application of the received biomedical cellular products for the purposes of cellular therapy in case of separate nosological forms of diseases (groups of diseases).
Normative legal support of biotechnological products and production
Within this direction will be performed:
enhancement of the customs legislation, technical and hygienic regulations, conditions and the unified requirements for state registration and certification of biotechnological products, its safe production and application;
carrying out researches on assessment of positive and negative biological effects and degree of health hazard of the person new biotechnological and medico-bioengineering procedures and production factors, innovative products with hygienic regulation of the habitat;
development of methodology of determination of degree of injuriousness (danger) of production factors to the person, hygienic standard rates and package of measures of prevention for the purpose of ensuring compliance with sanitary and epidemiologic requirements to products, technologies of its production, to the product circulation constituting potential danger for life and health of the population and also to ensuring chemical and biological safety, including to use of chemicals, poisons, biological means and materials and working conditions with them.
In 2016-2020 to financing of this subprogramme it will be directed 112 858 588, the 99th ruble, including:
60 647 561, the 66th ruble – means of the republican budget, from them 14 191 868, 1 ruble – means of republican centralized innovative fund;
52 211 027, 33 rubles – own means of the organizations.
Actions for training of the top scientific skills are implemented and financed within the State program "Education and youth policy" for 2016-2020 approved by the resolution of Council of Ministers of the Republic of Belarus of March 28, 2016 No. 250 (The national legal Internet portal of the Republic of Belarus, 13.04. 2016, 5/41915).
Implementation of this subprogramme will promote:
to creation two new and upgrades of six operating production sites and the organizations;
to development about 100 new biotechnologies, including on receipt of pharmaceutical substances, medicines, biomedical cellular products, diagnostic aids for medicine and veterinary science;
to creation of 16 grades and hybrids of different agricultural plants;
to creation of new highly productive lines, cross-countries of the farm animals adapted for working and technological conditions of krupnotovarny production;
to development of bioresource base of biotechnologies, including replenishment of collection of industrially valuable microorganisms, creation of specialized collections of bacteriophages and indicator cultures;
to replenishment of six and creation of five DNA banks (samples of triticale, hybrids of ryegrass, elite lines of pepper of sweet, tomato, representatives of the main and rare breeds of pigs, producers of sturgeon fishes, patients with different diseases), ten databases (microbic genetic resources, cellular lines, genomic information);
production organizations of innovative biotechnological products for the purpose of providing food, energy and ecological safety of the country;
to market grouping of genomic, cellular and microbic biotechnologies for health care, sport, agricultural industry, environmental protection;
to ensuring training of highly qualified personnel (through postgraduate study, doctoral studies, system of advanced training and retraining of personnel) and to development of clusters of the modern biotechnological industry;
to increase in goods turnover of biotechnological products by 10 times and to strengthening of the biotechnological sector of economy of the Republic of Belarus;
to receipt of considerable social effect owing to providing the population with ecologically safe food and vital medicines, to creation of additional workplaces, preserving qualified personnel;
to reducing import volume of products to 50 percent.
For agricultural industry will be created:
DNA banks, sets of instruments for diagnosis of markers, genetic passports and electronic databases of plants and animals;
genetic designs and systems of transformation of grades of agricultural plants for creation of highly productive and steady grades;
collection of genetically typed cages and fabrics of herbs for ensuring selection work on removal of new highly productive grades;
new grades and hybrids of agricultural plants, high-quality uterine plantings of grades of stone cultures, in the vitro collections of rare and endangered species of plants of wild-growing flora of Belarus;
the pro-biotic and immunostimulating medicines on the basis of genetically engineered designs;
strains of microorganisms - superproducers of biologically active compounds, the selections received with use of methods and genetically engineered designing;
productions of commodity forms of the pro-biotic and phytoprotective microbic medicines with the increased efficiency and stability providing the high export potential of agricultural products.
Besides, development is planned:
methods of genomic selection on the basis of use of DNA chips in programs of cultivation and selection of the Belarusian breeds of pigs;
molecular and genetic methods of studying of types and grades of different agricultural plants on the basis of DNA markers that will allow to estimate high-quality purity of seed material and to accelerate selection due to directed matching of parent couples and assessment of hybrid material;
microbic fertilizers, biological remedies of plants from diseases and wreckers, regulators of growth, feed additives, probiotics for development of organic agricultural industry in the republic;
recommendations about the new directions of application of nanoparticles and nanomaterials in animal industry and poultry farming;
methods of testing of agricultural plants for availability of pathogenic viruses, viroid, mycoplasmas, bacteria and effective methods of therapy of the infected plants;
production technologies of the revitalized landing material and virus-free basic collections of fruit, berry and commercial crops;
methodological bases of ecological agriculture and livestock production, production schedules of production of environmentally friendly products;
technologies of receipt of biogas on the basis of waste of the organizations of agro-industrial complex for providing agricultural industry with alternative energy sources and the high-quality disinfected organomineral fertilizers.
For the food industry will be:
biotechnologies of conversion of vegetable raw materials and obtaining on its basis of ethyl alcohol, beer, bakery products are enhanced;
technologies of receipt of the bacterial concentrates (refrigerated and dry) for production of cheeses, yogurts, dry-cured meat products are created;
products of functional food on the basis of pro-biotic microorganisms are received.
For health care will be:
innovative biomedical products, pharmaceutical substances and medicines on the basis of recombinant and natural proteins and peptides, nucleic acids, products of donor blood are created, dosage forms are enhanced;
methods and diagnostic aids on the basis of monoclonal antibodies, recombinant antigens, ligand - receptor systems, methods of detection of interaction of components of diagnostic systems, express diagnostics, DNA diagnostics are developed;
nutrient mediums for cultivation of cages, new biomedical cellular products, methods of diagnostics and treatment on the basis of cells of the person are created.
For the purpose of environmental protection will be:
microbic technologies are developed for purification of absorbing solutions of phenol and formaldehyde, intensification of sewage treatment of the organizations woodworking and pulp and paper industry;
monomers for production of the biodegraded materials are received;
DNA certification of wild types of plants and animal, including resource types is carried out.
Within implementation of this subprogramme will be modernized:
Republican center for genetic marking and certification of plants, animals, microorganisms and person (public scientific institution "Institute of Genetics and Cytology of National Academy of Sciences of Belarus");
the experienced and experimental site of the public scientific institution "Institute of Microbiology of National Academy of Sciences of Belarus" for the purpose of creation of the republican research and production center of biotechnologies;
the scientific and experimental site of the called scientific institution for the purpose of expansion of production capacities on lactoferrin release;
production of alternative energy sources from renewable raw materials, including on the basis of microbic synthesis.
Implementation of this subprogramme will promote creation of single scientific and technological space of the countries of the Eurasian Economic Union in the field of biotechnologies on the basis of development of cooperation bonds in the field of development, production and realization of biotechnological products.
In the Republic of Belarus number of the structural problems constraining the sustainable and balanced development of real production sector is not solved so far. Among them:
low innovative activity of the organizations of real production sector and low specific weight of high technologies in production (is almost three times lower, than in developed countries);
high costs of production, excessive dependence of economy on import supply of raw materials and materials, equipment, technologies;
low commodity and geographical diversification of export, gradual loss of the export markets in view of low competitiveness of domestic production, slow development of new market niches.
In the Republic of Belarus lagging from the planned target values on performance indicators of activities and solvency of the organizations, forming of research and production potential is observed that does not allow to perform transition to mainly innovative type of development of real production sector, expanded reproduction of the capital.
Low production of work (on value added) remains the most important problem. On this indicator in processing industry the Republic of Belarus more than by 4 times lags behind the countries of the European Union that is the reason of low level of competitiveness of domestic production in the world markets.
Physical and the obsolescence of the fixed business assets of the organizations is serious problem of further social and economic development of the republic. Against the background of the sharp growth of technological equipment of industrial bodies of the advanced countries based on development of high technologies in real production sector of the Republic of Belarus the noticeable lack in technology from many foreign countries is observed.
This subprogramme is directed to realization of priorities of social and economic development of the Republic of Belarus regarding ensuring effective employment, effective investments and the accelerated development of innovative sectors of economy on the basis of updating of production and technological base of the organizations.
Ensuring effective employment will allow to focus the main efforts on:
creation new and upgrades of the existing productions;
private sector development of economy and public-private partnership;
creation of conditions for the maximum use of competitive advantages of traditional sectors of economy, development of the productions which are based on use of local raw material resources and new technologies.
Realization of the priority directions on effective investments and the accelerated development of innovative sectors of economy will be provided on the basis of integration of science, education and production, creation of innovative infrastructure and research and production clusters as key components of innovative economy.
Task of this subprogramme is ensuring the accelerated technology development of domestic industries of economy on the basis of creation and implementation of new and high technologies for production of the knowledge-intensive competitive products.
Within the solution of the specified task the implementation of actions of this subprogramme according to appendix 4, directed to development of new import-substituting and export-oriented products and creation of productions on its release is provided.
Labor productivity on the productions created during implementation of actions of this subprogramme and their competitiveness shall correspond to world analogs.
In 2016-2020 to financing of this subprogramme it will be directed 142 396 617, the 6th ruble, including:
9 624 373, the 6th ruble – means of the republican budget, from them 1 413 136, 3 rubles – means of republican centralized innovative fund;
29 817 009 rubles – own means of the organizations;
102 955 235 rubles – credit resources of banks, "Development Bank of the Republic of Belarus" open joint stock company.
Funds of the republican budget within implementation of this subprogramme can be allocated for upgrade of the test equipment, and also for reconstruction of production and its retrofitting by the processing equipment necessary for creation and development of new and high technologies.
At stages of industrial development of technologies and creations of the corresponding productions requiring technological preparation of production can be used both budget, and extrabudgetary funds.
As a result of implementation of this subprogramme are provided:
creation of equal opportunities for all subjects of managing of the Republic of Belarus on the basis of the principles of public-private partnership for realization of scientific and technical potential for the benefit of social and economic development of the republic;
transition of the organizations of real production sector to use of the latest developments in the field of innovative technologies;
achievement of new quality of technology development in industrial production, rapprochement of domestic industrial complex on efficiency level with economically developed countries.
The modern international legal mode of activities and relations in Antarctic is regulated by the Antarctic Treaty according to which the governments, the organizations and citizens of all countries can carry out scientific research in Antarctic on an equal basis, including by means of creation of scientific stations and sending scientific expeditions.
According to the Law of the Republic of Belarus of July 19, 2006 "About accession of the Republic of Belarus to the Antarctic Treaty" (The national register of legal acts of the Republic of Belarus, 2006, 122, 2/1254) since 2007 in the southern polar region of Earth is performed No. the international scientific and logistic activities by sending scientific expeditions. In 2016-2020 creation of the first priority of the Belarusian Antarctic station is planned.
This subprogramme has complex nature and includes both scientific research (tasks), and works on creation of infrastructure of the Belarusian Antarctic station, expeditionary logistically to servicing of activities of the Belarusian polar expeditions, strengthening international cooperation and participation in activities of public organizations of system of the Antarctic Treaty within accomplishment of the international obligations of the Republic of Belarus under the Antarctic Treaty.
Task of this subprogramme is creation of the Belarusian Antarctic station for carrying out the year-round scientific research and monitoring of condition of the environment of Antarctic aimed at providing long-term political, economic and scientific interests of the Republic of Belarus in the southern polar region of Earth, accomplishment of the international obligations by the Republic of Belarus within the Antarctic Treaty and creation of conditions for giving of consultative status of the equal participant of world process to the Republic of Belarus on research of the Antarctic region.
Within the solution of this task the implementation of actions of this subprogramme according to appendix 5 in the following main directions is provided:
creation of the first priority of infrastructure of the Belarusian Antarctic station, its equipment by modern energy and technological aggregates, the latest medical equipment, renewable energy resources, means of communication and transport, effective systems of personal and ecological safety, devices for scientific observations, developed Belarusian and foreign specialists, the sanitary and household equipment and sports stock;
accomplishment of complex scientific research and technical developments for studying of parameters of the environment in Antarctica, geological, geophysical and geochemical characteristics of crust and resource potential of minerals of the researched territory, biological diversity of land and sea bioresources, local types of bacteria;
development of modern system of complex monitoring of state of environment around basing of the Belarusian Antarctic expedition with use of remote stationary and space watch systems;
development of international cooperation in the field of studying of polar areas of Earth, active participation in work of key public organizations of the Antarctic Treaty and integration of national watch systems into the international networks of monitoring of the environment;
realization of complex of organizational and legal actions for further strengthening of line items of the Republic of Belarus among member countries of the Antarctic Treaty;

research of change of the environment and climate around basing of the Belarusian Antarctic station and the adjacent territories;
complex research and assessment of perspectives of use of biological resources;
ekologo-geochemical monitoring of natural components of the environment of Antarctica and scientific providing obligations under the Protocol on environmental protection to the Antarctic Treaty;
complex geologic-geophysical researches around basing of the Belarusian Antarctic station by creation near the mountain Evening geodynamic polygon for studying of variations gravitational, magnetic and other fields in the spatio-temporal range.

creation new and upgrade of the operating systems (complexes) of special scientific devices for determination of parameters of the atmosphere in automatic control mode;
creation of the special ultra-violet module for system of the mesolarge-scale forecast;
forming of databank about characteristics of atmospheric aerosol and clouds, chemical composition of stratosphere (atmospheric ozone and halogen connections in the coastal area of Antarctica);
creation of cartograms of characteristics of snow, content of dissolved oxygen in water, climatic and other characteristics;
establishment of calibrating coefficients of spectral channels of the optical satellite equipment;
enhancement of methods of remote monitoring of the atmosphere for the purpose of control of cross-border transfer of pollution and assessment of ecological condition of natural reservoirs;
creation of the control system behind concentration of dissolved oxygen and irradiance in the ultra-violet range of water circles that will allow to perform operational assessment of ecological condition of natural and artificial reservoirs in Antarctica and in the territory of the Republic of Belarus;
replenishment of the database for development of models of stratospheric and tropospheric bonds and increase in accuracy of the used models of weather forecast and climatic changes;
determination of specific structure, number, biomass and migratory dynamics of biological objects of marine, fresh-water and land ecosystems in the researched region of East Antarctica;
creation of the "Biological Diversity around Activities of the Belarusian Antarctic Station" database;
creation of premises for participation of the Republic of Belarus in cooperation with other countries in production of sea products and sale of quotas;
identification and studying of biological objects with high nutrition value (fishes, krill, zooplankton, zoobenthos, seaweed) for assessment of perspective use and possible inclusion of the Antarctic seafood in diet of polar explorers;
creation of collection of net cultures of microorganisms of marine and land ecosystems;
creation of the genetic database of representatives of flora and fauna and ensuring cryopreserving their DNA in genetic databank of the public scientific institution "Institute of Genetics and Cytology of National Academy of Sciences of Belarus";
determination of opportunities of LED biocomplex for cultivation of green and spicy cultures on ion-exchange substrates in the conditions of the enclosed space for the purpose of use in diet of scientific and expeditionary structure;
receipt of new data on land and sea biological objects (specific structure, number and another) by means of use of results of remote sensing of polar areas of Earth by means of the Belarusian and Russian space watch systems;
studying of atmospheric precipitation, snow and ice cover in geographical complex of the mountain Evening and adjacent areas for identification of long-term dynamics of accumulating of pollutants;
modeling of anthropogenous impacts on components of landscape and their effects, forecasting of change of the environment and climate in zone of arrangement of the Belarusian Antarctic station;
creation of the landscape and geochemical card of geographical complex of the mountain Evening for further studying of change of the environment of Enderby Land under the influence of natural and anthropogenous factors.
This subprogramme is directed to realization of state policy in the field of collection, preserving and rational use of domestic and world genetic vegetable resources for the purpose of creation, systematization, maintenance in working order and the analysis of vegetable resources for their subsequent use in economy industries. Genetic resources of cultural plants constitute potentially valuable basis for production of food, sustainable development of ecologically safe agricultural industry, creation of raw materials for the industry.

The collection fund of national bank of genetic resources of plants of the Republic of Belarus annually is replenished with new samples of agricultural plants by exchange of material with foreign genetic banks, the selection centers and scientific institutions of Belarus (in 2015 in national bank of genetic resources of plants of the Republic of Belarus 1879 samples arrived).

implementation of international cooperation and coordination of activities in the field of collection, studying and uses of genetic resources of plants and natural flora in the Republic of Belarus;
participation in development of normative and legal and methodical documentation in the field of collection, preserving, studying, documentation and use of genetic resources of plants;
preserving seed material of the rare and being on the verge of disappearance types of the plants growing in the territory of the republic.
In 2016-2020 18 752 890 rubles will be directed to financing of this subprogramme, including:
