About the State program "Housing construction" for 2016-2020
For the purpose of creation of conditions for satisfaction with citizens of the Republic of Belarus of the need for affordable and comfortable housing the Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed State program "Housing construction" for 2016-2020 (further - the State program).
2. Determine:
responsible customer of the State program Ministry of Architecture;
customers of the State program Ministry of Architecture, Department of Energy, Ministry of Communications and Informatization, regional executive committees and Minsk Gorispolkom, open joint stock company "Belarusbank savings bank, open joint stock company "Belarusian development bank and reconstruction Belinvestbank, Belagroprombank open joint stock company.
3. Customers of the State program within the competence:
coordinate activities of contractors of actions of the State program;
exercise control of target use of the funds allocated for implementation of the State program;
submit to the responsible customer the report on the course of accomplishment of the State program according to the procedure established by the legislation.
4. Responsible customer of the State program:
coordinates activities of customers of the State program;
submits the annual statement about the course of accomplishment of the State program, including efficiency evaluation of its accomplishment, according to the procedure, established by the legislation.
5. Determine that financing of the State program is performed within the means provided on these purposes in republican and local budgets, credit resources of banks, and also other sources.
6. To the Ministry of Architecture to bring the State program to interested.
7. To the Ministry of Finance in case of project development of the republican budget for the next financial year in accordance with the established procedure to provide funds for financing of the State program.
8. Confer the personal responsibility for accomplishment of the State program on the Minister of Architecture.
9. Declare invalid the resolution of Council of Ministers of the Belarusian SSR of August 9, 1991 No. 310 "About the concept of housing construction in the Belarusian SSR" (JV BSSR, 1991, No. 22, the Art. 281).
10. This resolution becomes effective after its official publication.

Characteristic of previous period of housing construction
Realization of state policy in the field of housing construction allowed to put in 2011-2015 into operation of 25,8 one million sq.m of housing thanks to what the housing conditions improved more than 310 thousand families (over 1 million people). At the same time about 53 percent of housing (13,7 of one million sq.m) are built by the citizens staying on the registry of the housing conditions (196,7 of one thousand families) needing improvement.
Level of security of the population with housing grew from 25 sq.m per capita in 2011 to 26,36 of sq.m per capita in 2015.
Amounts of construction of housing of social use and for large families, and also individual housing construction were increased. From 2011 to January-December, 2015 the share of housing built for large families, in total amount of the entered housing grew with percent 5,6 to 7,4 of percent, individual housing - with percent 30,9 to percent 46,6.
For 2011-2015 321,6 of one thousand sq.m of housing of social use, 2012-2015 - 465, by one thousand sq.m of premises of commercial use, 2014-2015 - 1086 thousand sq.m of housing according to the state order is constructed.
For 2011-2015 on construction of housing 7 trillion rubles, from them 41, are directed 147, to 5 trillion rubles - soft credits of banks, to infrastructure construction - one trillion 26,8 рублей*.
Significantly the share of own means of the organizations and the population in total amount of financing of housing construction increased for this period, following the results of 2015 it exceeded 60 percent.
Strengthening of control of quality of construction products and the built housing and observance of normative terms of construction was important task of construction industry. For the solution of this task certification of specialists and the organizations of construction complex is entered, additional measures of responsibility of builders for quality and observance of normative terms of construction works are provided.

The main directions of the State program "Housing construction" for 2016-2020
The state program "Housing construction" for 2016-2020 (further - the State program) is directed to creation of conditions for satisfaction with citizens of the need for affordable and comfortable housing according to their individual requests and financial opportunities.
Development of housing construction in 2016-2020 will take place in the Republic of Belarus according to the general concept of development of the national economy providing reducing share of budget financing and expansion of use of non-budgetary sources.
The state program provides increase in level of security of the population with housing with 26,36 of sq.m per capita (in 2015) to 27,7 of sq.m (in 2020). At the same time in total amount of commissioning of apartment houses by 2020 at least 40 percent will fall to the share of individual apartment houses, and is planned to build all apartment apartment houses in the energy efficient execution allowing to lower operating costs.
Creation comfortable, long-lasting, economic on content and servicing of the housing stock capable to satisfy housing requirements present and future generations of citizens and to provide availability in acquisition of housing of all segments of the population, increase in level of security of citizens with housing, development of housing construction with preferential use of means of non-budgetary sources of financing and long-term forms of crediting of citizens for acquisition of housing, further market development of housing and housing services, effective use of the existing housing stock are the priority directions of social and economic development of the country.
Complex nature this directions were got within realization of general complex of actions of the State program according to appendix 1.
Housing construction for the citizens having the right to the state support in type of soft credits and subsidies will be performed on economic projects and the controlled prices.
Due to the need of providing the military personnel and members of their families with premises of commercial use of the state housing stock the construction of premises of commercial use of the state housing stock for the military personnel of Armed Forces of the Republic of Belarus in 2019-2020 is provided.
Increase in level of improvement of housing stock, development of social, engineering and transport infrastructure of settlements, especially in the rural zone and small residential locations will continue.
Due to the commissioning and increase in development of electrical energy expansion of its consumption for the purposes of heating, hot water supply and cooking in apartment houses is provided in the current five-years period of the Belarusian nuclear power plant.
In 2017-2018 the project documentation on the apartment houses which are in a complex using this resource with simultaneous development of infrastructure in electricity supply of housing under construction will be developed.
Since 2019 is planned to begin housing construction with use of electrical energy for the purposes of heating, hot water supply and cooking, except as specified constructions in the action area of thermal power plants, and also in the installed gas areas with the available capacity reserve.
Research and development works shall become basis for actions for development of housing construction, to placement of social, engineering and transport infrastructure of settlements and other objects of industry.
The developed economic-mathematical model of demand of subjects of primary and secondary housing markets in Minsk and the regional centers allows to perform annual planning of amounts of housing construction in settlements of the republic taking into account cost characteristics of different categories of housing and the most probable volumes of investment into housing construction.
Scientific and methodological providing the State program will allow to trace result of its realization and efficiency of use of means of the state support, to reveal tendencies in the field of reproduction of housing stock and satisfaction of need for housing of separate groups of citizens, and also to make calculation of necessary amounts of production capacities for release of basic construction materials. Possible effects of implementation of the State program will be modelled, to be predicted emergence of positive and negative tendencies in the housing market, to be carried out their social and economic estimates and to be developed actions for enhancement of housing policies in the developing economic situation.
Researches and developments for construction complex are planned to be performed the scientific organizations of the Ministry of Architecture specializing in accomplishment of the research, developmental and experienced and technological works directed to the solution of specific all-industry, organizational, scientific and technical and economic objectives.
The state program requires information support of its realization: carrying out monitoring with provision of information in the Ministry of Architecture and in Council of Ministers of the Republic of Belarus, informing the public and the interested organizations on the received results, preparation and holding seminars, round tables, conferences.
In republican and departmental mass media problems of housing construction, way of their decision and change in housing policies will be systematically covered.
Individual housing construction
In the republic the steady upward tendency of interest of citizens to accommodation in individual apartment houses is observed.
The individual apartment house has certain advantages over the multi-storey housing estate. Main of them - opportunity to build the house with the maximum accounting of individual requirements to quantity, the areas and the layout of residential and utility rooms, and also to perform house construction queues, increasing the area of the house gradually in case of financial opportunities and change of requirements to accommodation conditions. Placement of the apartment house in residential suburb of the big and large cities gives the additional benefits connected with more favorable ecological situation in these zones.

For the purpose of development of such construction it is necessary to implement widely progressive technologies of construction of individual apartment houses, first of all by industrial method. Development will be gained construction of individual apartment houses in monolithic execution, including with use of fixed timbering, construction on technologies of application of easy steel thin-walled structures, frame housing construction from tree and with capacity utilization of the organizations of precast concrete and large-panel housing construction, construction of apartment houses from melkoshtuchny materials, the combined systems using panels from cellular concrete.
Industrialization of individual housing construction will be provided with development of different types and architectural planning solutions of the individual apartment houses of factory production meeting requirements of the population, the organization of release of sets of products and other elements for construction of individual apartment houses including services in installation of these sets.
The priority direction is carrying out single technical policy on development, development of production and to use of the energy saving equipment for engineering systems of individual apartment houses taking into account the changed structure of housing construction. Special attention shall be paid to widespread introduction of the decentralized systems of heat supply, including the systems using renewable energy resources and secondary energy resources. Implementation of such systems will allow to save fuel, to reduce capital costs, terms of construction and input of housing in operation that will raise funds of individual builders on these purposes.
Active implementation of foreign experience of stimulation of individual housing construction is provided: change of the regulatory legal base regarding increase in terms of construction of individual apartment houses, introduction of possibility of commissioning of the individual apartment house queues, providing at reduced prices of individual builders separate natural resources (the wood, sand and another), provision of payment by installments on acquisition of the parcels of land under individual housing construction, providing the site with engineering and transport infrastructure, and also acquisition of construction materials.
For the purpose of growth in volumes of individual housing construction, determination and further adjustment of the amounts of money which are required on such construction standard rates of costs for creation of minimum necessary engineering and transport infrastructure in areas of the individual housing estate will be developed.
Housing construction for the citizens having the right to the state support, equity method as a part of building consumer cooperatives and on the terms of the state order
The presidential decree of the Republic of Belarus of January 6, 2012 No. 13 "About some questions of provision to citizens of the state support for construction (reconstruction) or acquisition of premises" (The national register of legal acts of the Republic of Belarus, 2012, No. 6, 1/13224) are determined categories of the citizens having the right to construction (reconstruction) or acquisition of housing with use of the state support.

For the purpose of expansion of possibility of the solution of housing question of the citizens staying on the registry of the housing conditions needing improvement including having the right to the state support it is supposed to perform further housing construction by equity of citizens in construction and creations of building consumer cooperatives with restriction of profit of the builder and profitability of construction.
Housing construction according to the state order within the funds which are annually allocated for these purposes will proceed.
Development of housing construction in satellite towns
For the purpose of ensuring complexity of development of administrative and territorial units, creation of additional terms for growth in volumes of housing construction, the balanced development of settlements housing construction in satellite towns will be performed. The presidential decree of the Republic of Belarus of May 7, 2014 No. 214 "About development of satellite towns" (The national legal Internet portal of the Republic of Belarus, 09.05. 2014, 1/14998) is provided to be given to the cities:
To Dzerzhinsk, Zaslavl, Logoysku, Smolevichi, Fanipol, item Rudensk status of satellite towns of Minsk;
Zhabinke status of the satellite town of Brest;
To Skidel status of the satellite town of Grodno.
Housing construction in satellite towns will be performed according to the master plans approved by the Presidential decree of the Republic of Belarus of January 18, 2016 No. 13 "About approval of schemes of the complex territorial organization of areas and master plans of satellite towns" (The national legal Internet portal of the Republic of Belarus, 21.01. 2016, 1/16234), within the decisions on construction amounts which are annually made by the Government of the Republic of Belarus, and also financing of construction of apartment houses and objects of engineering and transport infrastructure to them.

Considering the increasing role of economy of warm and energy resources, in 2016-2020 the great value will be given to construction of energy efficient housing with expense of heat energy on heating and ventilation, to the respective apartment houses of classes of energy efficiency of A+, A and Century.
Within implementation of the State program it is provided:
construction of apartment apartment houses in energy efficient execution;
gradual building-up of amounts of construction of apartment houses with specific expense of heat energy on heating and ventilation, to the respective apartment houses of classes of energy efficiency of A+ and A, on the basis of new technical, project and organizational solutions, implementation of energy-saving technologies. development of new projects of energy efficient apartment houses, including projects of apartment houses of industrial housing construction of different number of storeys, with use of domestic materials, component parts and products;
development of the organizational and economic mechanisms and measures promoting decrease in consumption of heat energy on heating, ventilation and hot water supply of apartment houses and stimulating construction of apartment houses of classes of energy efficiency of A+ and A.
For the solution of the tasks set in the State program on decrease in consumption of fuel and energy resources in case of operation of housing stock use of the advanced achievements of fundamental and applied science in the field of construction thermophysics, perspective building constructions and materials, the energy saving equipment is planned. In 2016-2020 it is planned to execute the research and development directed to further enhancement of constructive and technological systems of energy efficient buildings, creation of progressive technical solutions of the engineering equipment of such buildings including with use secondary and renewable energy resources, development of evidence-based recommendations and organizational management decisions.
Development of energy efficient construction provides gradual building-up in annual amount of the multi-storey and individual apartment houses of share of houses put into operation with the highest classes of energy efficiency of A and A+ in case of the corresponding decrease in share of houses of class of energy efficiency of Century.
Decrease in level of specific energy consumption and increase in efficiency of use of energy resources in housing stock are planned to be reached in the way:
developments and realization of system of the economic and administrative measures stimulating development of energy efficient construction and energy saving in the housing sector, the financial and economic incentives increasing interest of each inhabitant and the operating organizations in reducing consumption of energy resources and wider use of renewable sources of heat energy and secondary energy resources;
implementations in the long term preferential crediting of energy saving actions.
Enhancement and implementation of advanced technologies in the field of designing and construction of housing
For the purpose of increase in level of informatization of construction complex of the Republic of Belarus regarding housing construction further enhancement of methods of management of investment and construction activities and production resources of the organizations is provided.
When designing construction objects widespread introduction of physical and mathematical methods of modeling, modern program computer systems, including invariant designing for the difficult construction objects providing optimization of financial, labor and material resources is planned.
In housing construction industrial methods of construction, including the perspective direction - technology of fixed timbering which was widely adopted in many countries of Western Europe and in the Russian Federation will gain further development. At the local level developments of regional programs of loading of capacities of house-building plants, complex development low-rise and individual housing construction will be continued, and also the advice centers rendering services to the companies implementing innovative materials and designs in the sector of low-rise and individual housing construction are created.
Enhancement of research and production base regarding creation of engineering and transport infrastructure to apartment houses, including on the basis of public-private partnership will continue.
