About approval of Rules of carrying out the current control of progress, intermediate and final assessment of the studying military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan

1. Approve the enclosed Rules of carrying out the current control of progress, intermediate and final assessment of the studying military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan.

2. To department of personnel work of the Ministry of Internal Affairs of the Republic of Kazakhstan (Abdigaliyev A. U.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the First Deputy Minister of Internal Affairs of the Republic of Kazakhstan the police lieutenant general Demeuov M. G.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of carrying out the current control of progress, intermediate and final assessment of the studying military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan

Chapter 1. Basic provisions

1. These rules of carrying out the current control of progress, intermediate and final assessment of the studying military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – Rules) are developed according to the subitem 5) of article 5-1 of the Law of the Republic of Kazakhstan "About education" (further – the Law "About Education").

2. Rules determine procedure for carrying out the current control of progress, intermediate and final assessment of the studying military, special educational institutions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – the organization of formation of the Ministry of Internal Affairs).

3. The current control of progress, intermediate and final certifications are carried out for the purpose of determination of extent of development by students of educational programs, the State obligatory standard of the higher and postgraduate education (further – GOSO) approved by the order of the Minister of science and the higher education of the Republic of Kazakhstan of July 20, 2022 No. 2 "About approval of the state obligatory standards of the higher and postgraduate education" (it is registered in the Register of state registration of regulatory legal acts at No. 28916).

4. In these rules the following determinations are used:

1) the academic debt – availability in the history of educational achievements of the student according to the curriculum of not studied disciplines or disciplines with unsatisfactory assessment on final control;

2) the academic poor progress – unliquidated academic debt, not accomplishment of the program of professional practice, not protection of all types the practician, not passing state exam or protection of the thesis, master thesis (project), as well as not the admission to their protection, failure to carry out of the working curriculum, and also not gained translated point of progress;

3) the academic period (Term) (term) – the period of theoretical training established independently OVPO in one of two forms: semester and trimester;

4) the academic rating of the student (Rating) (reting) - the quantitative index of level of mastering the student of the training program of disciplines and (or) modules and other types of educational activities constituted by results of intermediate certification;

5) intermediate certification of students – the procedure which is carried out for the purpose of quality evaluation of development by students of content of part or all amount of one subject matter after completion of its studying;

6) the current control of progress of students – the systematic examination of students according to the educational program held by the teacher on classroom and out-of-class occupations according to the schedule during the academic period;

7) mark and rating alphabetic system of assessment of accounting of educational achievements - the system of assessment of level of knowledge in the points corresponding to the alphabetic system accepted in the international practice with digital equivalent and allowing to establish the rating of students;

8) final assessment of students - the procedure which is carried out for the purpose of determination of extent of development by them of amount of the subject matters and (or) modules provided by the educational program according to GOSO;

9) the cadet – person studying in military, special educational institution according to educational programs of the higher education;

10) students are the cadets, undergraduates, doctoral candidates, listeners (including foreigners) professional development course and retraining, and also person for the first time arriving on service in the law-enforcement bodies of the Republic of Kazakhstan having initial professional training;

11) division of monitoring and control (assessment) of quality of education - the division which is engaged in registration of all history of knowledge of the student and providing the organization of all types of control of knowledge and calculation of its academic rating;

12) examinations – the period of intermediate certification of students (cadets, undergraduates, doctoral candidates) in the organizations of formation of the Ministry of Internal Affairs;

13) rubezhny control – control of knowledge of students upon completion of the large Section (module) of one subject matter;

14) progress GPA (Grade Point Average - GPA) – the weighted average assessment of level of educational achievements of the student for certain period according to the chosen program (the relation of the amount of works of the credits for digital equivalent of points of final assessment by all types of study to total quantity of the credits on these work types for this period of training);

15) transcript (Transcript) – the document containing list of the passable disciplines for the corresponding period of training with indication of the credits and estimates in mark and rating alphabetic system of assessment of accounting of educational achievements of knowledge.

Chapter 2. Procedure for carrying out the current control of progress and intermediate certification of students in the military, special educational institutions realizing educational programs of the higher and postgraduate education

5. The examination of students (cadets, undergraduates and doctoral candidates) is performed by the current, rubezhny control and intermediate certification determined by the academic policy of the organization of formation of the Ministry of Internal Affairs.

6. Knowledge of the educational tasks studying by all types are estimated on mark and rating alphabetic system of assessment of accounting of educational achievements of students with transfer at traditional rating scale according to appendix 1 to these rules (further – mark and rating system of assessment).

7. The current control of progress of students is carried out on each subject of subject matter and includes control of knowledge on classroom and out-of-class occupations. Assessment of the current control (assessment of rating of the admission) consists of estimates of the current control on classroom occupations and estimates of rubezhny control (out-of-class occupations).

8. In case of the current control of progress of knowledge of students are estimated on the 100th mark scale for each performed task (the answer on the current occupations, delivery of homework, independent work of cadets, rubezhny control) and the final result of the current control of progress is brought by calculation of the arithmetic-mean amount of all estimates received during the academic period.

9. Rubezhny control is carried out at least two times within one academic period within one subject matter in the form of colloquiums, examinations, test polls. Results of rubezhny control are exposed by the teacher in the educational magazine no later than date of rubezhny control and are regularly considered at faculty meeting, faculty with development of suggestions for improvement of quality of educational process.

The sheet of rubezhny control is constituted in form according to appendix 2 to these rules.

Exception subject matters in amount constitute 1 credit by which the quantity rubezhny kontroly is determined by higher education institution independently.

Information on terms of carrying out rubezhny control is carried to cadets in the first 2 weeks of the academic period.

10. The form of carrying out rubezhny control at the beginning of the academic period is determined by each discipline by the decision of department.

11. Intermediate certification of students in higher education institution is performed according to the working curriculum, the academic calendar and educational programs developed on the basis of GOSO.

12. Intermediate certification of students is carried out in the form of examination.

13. The organization and carrying out intermediate certification of students is assigned to division of monitoring and control (assessment) of quality of education.

14. By results of intermediate certification the division of monitoring and control (assessment) of quality of education constitutes the academic rating of students.
