About introduction of amendments to the order of the Minister of Internal Affairs of the Republic of Kazakhstan of May 30, 2015 No. 501 "About approval of regulations of the state services in questions of documentation and registration of the population of the Republic of Kazakhstan"

1. Bring in the order of the Minister of Internal Affairs of the Republic of Kazakhstan of May 30, 2015 No. 501 "About approval of regulations of the state services in questions of documentation and registration of the population of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts No. 11624, it is published in information system of law of Ad_let on July 23, 2015) the following changes:
The regulations of the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" approved by the specified order to state 1) in edition, according to appendix 1 to this order;
The regulations of the state service "Issue of the Temporary Identity Certificate to Citizens of the Republic of Kazakhstan" approved by the specified order to state 2) in edition, according to appendix 2 to this order;
The regulations of the state service "Registration at the Place of Residence of Citizens of the Republic of Kazakhstan" approved by the specified order to state 3) in edition, according to appendix 3 to this order;
The regulations of the state service "Removal from Registration at the Place of Residence of Citizens of the Republic of Kazakhstan" approved by the specified order to state 4) in edition, according to appendix 4 to this order;
The regulations of the state service "Issue of Address References from the Residence" approved by the specified order to state 5) in edition, according to appendix 5 to this order.
2. To provide to department of migratory police of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;
3) within five working days from the date of receipt of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
4) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;
5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), 3) and 4) of this Item.
3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan police major general Turgumbayev E. Z. and Department of migratory police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Sainov S. S.).
4. This order becomes effective after ten calendar days after day of its first official publication.

1. The regulations of the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" (further – Regulations) are developed according to the Standard of the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" (further – the Standard) approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of April 10, 2015 No. 332 (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 11174).
2. The state service appears territorial subdivisions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – the service provider).
Documents acceptance for rendering the state service is performed through:
1) the service provider in non-commercial joint-stock company "The Government for Citizens state corporation (further – the State corporation);
2) the web portal of "the electronic government" (further – the portal): www.egov.kz – in case of exchange of the identity document, in connection with modification of documents, according to new technology of their production.
3. Form of rendering the state service: electronic (partially automated) or paper.
4. Issue of the passport and (or) identity certificate of the citizen of the Republic of Kazakhstan is result of rendering the state service.
Form of provision of result of rendering the state service: paper.
5. The basis for the procedure (action) for rendering the state service is availability of the documents at uslugopoluchatel specified in Item 9 of the Standard, provided to the service provider in the State corporation;
the electronic inquiry sent the portal: www.egov.kz – in case of exchange of the identity document, in connection with modification of documents.
6. In the course of rendering the state service participate the employee of department (department, group) migratory police city, district, district (in the city), settlement management (department) of law-enforcement bodies (further – OMP) and the employee of the State corporation.
The description of operations procedure of the workers of the service provider in the course of rendering the state service, contents of each procedure (action) who are part of process of rendering the state service, duration and the sequence of their accomplishment, result of the procedure (action) for rendering the state service are given in appendix 1 to these regulations.
7. Documents acceptance, specified in Item 9 of the Standard, is performed in the State corporation on workplaces by means of information system "The registration Item "Documentation and Registration of the Population" (further – IS RP DRN) on which the surname, name, middle name (is entered in case of its availability) and position of the service provider.
Issue of results of rendering the state service is performed through the State corporation, through the service provider – in case of documents acceptance through the Portal.
