Article 1

Part 1.5 to state 1) in the following edition:

"1.5. For persons brought in the procedure established by the legislation of the Russian Federation to the administrative responsibility for abuse of regulations of behavior of the audience when holding official sports competitions, the court can establish administrative prohibition on visit of venues of official sports competitions in days of their carrying out. The list of persons to which visit of venues of official sports competitions in days of their carrying out is forbidden (further - the list of persons) is kept by federal executive body in the field of internal affairs. Maintaining the list of persons and access to the data containing in the list of persons are performed according to the procedure for execution of the resolution on administrative prohibition on visit of venues of official sports competitions established by the Russian Federation Code of Administrative Offences in days of their carrying out. Organizers of official sports competitions, in case of entrance to which venues identification of the identity of the audience is obligatory according to part 2.1 of this Article, at least in three hours prior to holding such competitions get acquainted with the data containing in the list of persons and do not allow to venues of such competitions in days of their carrying out persons, data on which contain in the list of persons. At the same time the cost of tickets of admission for official sports competitions or the documents replacing them to specified persons does not return.";

Part 2.1 to state 2) in the following edition:

"2.1. Organizers of official sports competitions, owners, users of objects of sport in coordination with organizers of official sports competitions establish requirements to sale of tickets of admission, other documents granting the right to visit of such competitions. Organizers of official sports competitions in coordination with owners, users of objects of sport have the right to establish the requirements to registration and control of the specified tickets of admission and other documents including providing identification of the identity of the audience according to the documents proving their identity. In case of sale of tickets, other documents granting the right to visit of such competitions and entrance to venues of the official sports competitions determined by decisions of the Government of the Russian Federation taking into account features of separate sport and depending on the level of holding sports competition (international, All-Russian, interregional, regional, intermunicipal, municipal), identification of the identity of the audience is obligatory.".

Article 2

Bring in article 32.14 of the Russian Federation Code of Administrative Offences (The Russian Federation Code, 2002, No. 1, Art. 1; 2013, No. 30, Art. 4025) following changes:

Part 2 to state 1) in the following edition:

"2. The federal executive body in the field of internal affairs keeps the list of persons which appoints the type of administrative punishment specified regarding 1 this Article, for the purpose of ensuring execution of the resolution on administrative prohibition on visit of venues of official sports competitions in days of their carrying out (further - the list of persons).";

"3. The data containing in the list of persons (surname, name, middle name (in the presence), birth date and birth place of person concerning whom the judgment about administrative prohibition on visit of venues of official sports competitions in days of their carrying out, date and number of the judgment about administrative prohibition on visit of venues of official sports competitions in days of their carrying out, start date and the expiration of administrative punishment took legal effect), are open for general acquaintance.

7. Access to the data containing in the list of persons is performed by means of the official site of federal executive body in the field of internal affairs on the Internet. The payment for access to the data containing in the list of persons placed by federal executive body in the field of internal affairs on the official site on the Internet is not levied.".

Article 3

1. This Federal Law becomes effective from the date of its official publication, except for Item 2 of article 1 of this Federal Law.

2. Item 2 of article 1 of this Federal Law becomes effective since January 1, 2017.
