About modification of separate legal acts of the Russian Federation regarding enhancement of state regulation in the field of genetically engineered activities

Article 1

Bring in the Federal Law of July 5, 1996 No. 86-FZ "About state regulation in the field of genetically engineered activities" (The Russian Federation Code, 1996, No. 28, Art. 3348; 2000, No. 29, Art. 3005; 2009, No. 1, Art. 21; 2010, No. 41, Art. 5191) following changes:

1) in Article 1 of the word "and providing ecological safety" shall be replaced with words ", providing ecological safety and health protection of the person";

2) in Article 2:

a) add with new paragraphs the eleventh and twelfth the following content:

"control of release of the gene engineering modified organisms to the environment - the activities of authorized federal executive bodies directed to identification and suppression of violations in case of action or failure to act from which entering of the gene engineering modified organisms into the environment, and also on elimination of effects of the revealed violations resulted;

impact monitoring per capita and the environment of the gene engineering modified organisms and the products received using such organisms or containing such organisms - set of actions for collection, processing, the analysis and informing everyone information on impact of the gene engineering modified organisms and the products received using such organisms or containing such organisms on health of the person and state of environment;";

b) the eleventh - the thirteenth to consider paragraphs respectively paragraphs the thirteenth - the fifteenth;

3) in Article 5:

a) add part one with paragraphs of the following content:

"impact monitoring per capita and the environment of the gene engineering modified organisms and the products received using such organisms or containing such organisms;
