The legal entities regardless of their form of business who filed in Minpromtorg of Russia petition for provision of license for activities on development, production, testing, installation, installation, maintenance, repair, utilization and realization of arms and military equipment treat license applicants (further - license applicants).

4. The legal entities having licenses for activities on development, production, testing, installation, installation, maintenance, repair, utilization and realization of arms and military equipment treat licensees (further - the licensee).

II. Standard of provision of the state service

4) cancellation of the license;

5) provision of data on the specific license from the register of licenses.

15. The result of provision of the state service can be received by personal delivery to the license applicant (licensee) or their authorized representatives or is directed by the mailing with the assurance of receipt or in electronic form.

16. Terms of provision of the state service:

1) decision making about provision (about refusal in provision) licenses - in time, not exceeding forty five working days from the date of acceptance by Minpromtorg of Russia of the statement for provision of the license and the documents attached to it in full;

2) delivery (direction) of the license - within three working days after day of signing and registration of the license;

3) decision making about renewal (about refusal in renewal) licenses in cases:

a) reorganization of the legal entity in the form of transformation, merges, changes of its name, the location address; the terminations of the licensed type of activity to one address or several addresses of places of its implementation specified in the license, - in time, not exceeding ten working days from the date of acceptance by Minpromtorg of Russia of the statement for renewal of the license and the documents attached to it in full;

b) in case of intention of the licensee to perform the licensed type of activity to the address of the place of its implementation which is not specified in the license; make changes to the list of the performed works specified in the license, the rendered services constituting the licensed type of activity or works, services, accomplishment which rendering by the licensee stop, - in time, not exceeding thirty working days from the date of acceptance by Minpromtorg of Russia of the statement for renewal of the license and the documents attached to it in full;

4) provision of the duplicate of the license or copy of the license - within three working days from the date of receipt by Minpromtorg of Russia of the statement for provision of the duplicate of the license or the copy of the license;

5) decision making about cancellation of the license - within ten working days from the date of receipt by Minpromtorg of Russia of the statement for the termination of the licensed type of activity.

17. In case of need elimination of the violations revealed in the statement and (or) submissions of documents which are absent the term of suspension of provision of the state service shall not exceed thirty days. In case of non-presentation by the applicant in the specified time of properly issued application for provision of the license and (or) in full the documents attached to it earlier submitted application for provision of the license and documents attached to it are subject to return to the applicant.

19. For receipt of the license for development, production, testing, installation, installation, maintenance, repair, utilization and realization of arms and military equipment the license applicant directs the mailing or in electronic form or represents to Minpromtorg of Russia:

1) the application for provision of the license (appendix No. 1 to these Administrative regulations) which is signed by the head of permanent executive body of the legal entity or other having right to act on behalf of this legal entity the person (further - the statement for provision of the license) in whom are specified:

a) complete and (if is available) the abbreviated name, including trade name, and form of business of the legal entity, the address of its location, the address of places of implementation of the licensed type of activity which the license applicant intends to perform the state registration number of record about creation of the legal entity, data of the document confirming the fact of entering of information about the legal entity into the Unified State Register of Legal Entities with indication of the location address of the body which performed state registration and also phone numbers and (if is available) e-mail addresses of the legal entity;

b) identification taxpayer number, data of the document on statement of the license applicant on accounting in tax authority;
