I ORDER:
1. Bring in the order of the Minister of Agriculture of the Republic of Kazakhstan of October 10, 2014 No. 3-3/517 "About approval of instructions on appraisal of quality of farm animals and the standard of breeds" (No. registered in the Register of state registration of regulatory legal acts 9818, published on December 24, 2014 in information system of law of Ad_let) the following changes and amendments:
to state heading of the specified order in the following edition:
"About approval of the Instruction on appraisal of quality (assessment) of breeding value and to reproduction of animals";
state preamble in the following edition:
"According to the subitem 4) of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" I ORDER:";

2. To provide to department of production and conversion of livestock products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let, and also within five working days in the Republican state company "Republican Center of Legal Information" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and on the intranet portal of state bodies.
3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. This Instruction on appraisal of quality (assessment) of breeding value and reproduction of cattle of the milk and milk and meat direction (further - the Instruction) is developed according to the subitem 4) of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" and disaggregates carrying out bonitation of cattle of the milk and milk and meat direction.
2. Appraisal of quality (assessment) of cattle of the milk and milk and meat direction is carried out by boniter (qualifiers).
3. Cattle of the milk and milk and meat direction (further - KRS) is bonitirut (estimate) during the whole year:
1) manufacturing bulls once in year;
2) cows upon termination of lactation;
3) telok and breeding bull-calves from six-months age.
4. By results of bonitation (assessment) as of October 1 the report is constituted.
5. In case of appraisal of quality (assessment) of KRS assessment of animals on complex of signs (breed, productive qualities, eksteryerno-constitutional features) is carried out.
6. Breed of KRS is determined based on documents of accounting of KRS with obligatory survey of animals and determination of expressiveness like breed according to appendix 1 to this Instruction.
7. On breed allocate groups of thoroughbred and local animals.
8. Carry to thoroughbred KRS:
1) the animals occurring from parents of the same breed whose chistoporodnost is confirmed by the relevant documents;
2) animals hybrids, starting with IV (15/16 krovnost) generations, received in case of absorption crossing if on them there are documents on origin and these animals have well expressed type of the improving breed;
3) the animals received from pairing of thoroughbred parents of related breeds (with their reference to maternal breed):
group of chernopestry breeds - chernopestry, auliyeatinsky, chernopestry Lithuanian, bushuyevsky, chernopestry Estonian, istobinsky, Tagil, Dutch, golshtinsky, chernopestry German, chernopestry Danish, chernopestry Swedish, chernopestry Polish;
group of red breeds - red steppe, red Estonian, red Lithuanian, red Polish, brown Latvian, red gorbatovsky, red Tambov, anglersky, red Danish, the red Belarusian cattle;
group of brown breeds - shvitsky, Kostroma, lebedinsky, Ala Tau, Caucasian brown, brown Carpathian, yurinsky;
group of palevopestry breeds - simmentalsky, sychevsky and monbelyardsky;
Kurgan and shorthorn (milk direction);
the ayrshirsky, red and motley Norwegian, red and motley Swedish;
white-headed Ukrainian and Groningen;
4) the animals received in case of reproductive crossing after approval of newly created breed;
5) the animals received with use of world gene pool (related breeds on breed of mother with indication of blood share on the improving breed).
9. In the absence of documents on origin and availability at animals of well expressed type of the improving breed they are carried to hybrids of the first generation (1/2 - 3/4 krovnost) this breed.
10. KRS which is not specified in Item 9 of this Instruction belongs to hybrids.
11. Breed of local animals is considered on share of blood of the improving breed. The Krovnost of the descendant is determined as half-sum of the blood of parents expressed by fractional number or as a percentage.
12. Assessment of cows on milk productivity is carried out by amount of milk fat (kg) on the basis of accounting of yield of milk (kg), contents of fat in milk (%) in 305 (three hundred five) calendar days of lactation or for shortened (at least 240 (two hundred forty) calendar days) the finished lactation. The beginning of lactation the first day after otel, and the termination - the last day of milking or the first day of one-time milking is considered.
13. At least once a month for complete day control milking of cows with determination of content of fat and protein in milk is carried out. In day of control apply the same methods of milking and operating mode, as well as in other days. The first control yield of milk is carried out in 10-20 calendar days after otel, and the last - in 20-10 calendar days prior to start.
14. The average content of fat (protein) in milk (%) in 305 (three hundred five) calendar days or the shortened lactation is calculated by multiplication of percent of fat (protein) for every month on monthly yield of milk, works are put (receiving quantity one-percentage on fat or protein of milk for lactation). The received amount is divided into the actual yield of milk for the same months.
15. The amount of milk fat (kg) for lactation is determined by division of indicator of milk, one-percentage on fat, on 100.
16. Intensity to letting down of milk (kg/minute) at cows is determined on the second or third month of lactation by division of amount of the obtained milk (kg) into time (minutes) spent at the same time. Control milking is carried out not earlier than 12 hours from the previous milking once a day.
17. For the firstcalf heifers who calved aged 30 (thirty) months are more senior, requirements for milk productivity increase by 10%.
18. Assessment of exterior and the constitution of manufacturing bulls is carried out annually to five-year age, cows - on the second or third month of the first and third lactation. If the animal on exterior and the constitution was not estimated at the specified age, it is estimated when carrying out the next bonitation.
19. In case of assessment of animals on exterior and the constitution pay attention to compliance:
1) at cows - at udder size, its form and suitability to machine milking;
2) at bulls - on expressiveness of sexual dimorphism, fortress of waist and back extremities. Assessment of constitution of bulls is carried out on 30-mark scale, cows - on 10-mark scale.
20. Assessment of exterior and the constitution of animals is supplemented with obligatory specifying of the main shortcomings according to appendix 2 to this Instruction.
21. Young growth assessment on exterior and the constitution is carried out on 20-mark scale. Assessment of 20 points is given to animal in case of excellent expressiveness of signs of breed and floor, normal development and growth, excellent development of breast (wide, deep, without interception behind shovels), straight line of back, waist, sacrum, well developed basin, the correct statement of legs and strong frame, without redevelopment and roughness.
22. Determination of class of animals in case of appraisal of quality is carried out on the following signs:
1) manufacturing bulls - on development (live weight), exterior and the constitution, genotype (origin and quality of posterity);
2) cows - on milk productivity (amount of milk fat), development (to live weight - determine on the second or third month of lactation), to exterior and the constitution, intensity to letting down of milk, genotype (origin);
3) young growth - on genotype (origin), exterior and development (live weight).
23. As a result of assessment on complex of signs of KRS appropriate the following classes:
1) to manufacturing bulls and breeding bull-calves - elite record, elite and the first class;
2) to cows and telka - elite record, elite, the first and second class.
The animals who are not answering to signs of the specified classes are carried to not cool.
24. Class KRS on complex of signs is determined by KRS rating scales on complex of signs according to appendix 3 to this Instruction according to the amount of the got points:
1) elite - record - 85 - 100 points;
2) elite - 75-84 points;
3) the first class - 65 - 74 points;
4) second class - 55-64 points (on cows and telka).
25. The cows having assessment on milk protein content in addition receive in case of exceeding of requirements of the standard of breed:
on 0, % and more - 4 points;
on % 0,2 - 3 points;
on % 0,1 - 2 points.
In the presence at cow of two and more lactating daughters of class the elite record and elite raise assessment on complex of signs on one class.
For duration of use of cow to it charge in addition 2 points for everyone otet after the fourth.
In addition got points join in final assessment in case of determination of class on complex of signs (within 100 points).
26. Cows with content of fat in milk not below the standard of breed, with productivity level for the previous lactations (the first three) not below the standard of breed are carried to class elite record.
27. Firstcalf heifers are estimated by amount of milk fat for the finished lactation.
Firstcalf heifers with unfinished lactation are estimated on young growth bonitation scale.

1. This Instruction on appraisal of quality (assessment) of breeding value and reproduction of cattle of the meat direction (further - the Instruction) is developed compliance with the subitem 4) of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About breeding livestock production" and disaggregates carrying out bonitation of cattle of the meat direction.
2. Appraisal of quality (assessment) of cattle of the meat direction is carried out by boniter (qualifiers).
3. Appraisal of quality (assessment) of cattle of the meat direction (further - KRS) is carried out annually in the farms having breeding animals irrespective of forms of their property, from August to October months (depending on zone and condition of animals).
4. Appraisal of quality (assessment) of the meat cattle is preceded:
summing up assessment of bull-calves on own productivity and bulls on quality of posterity;
check, refining and recovery of accession numbers of animals;
determination of measurement (for the animals who are subject to entry in the breeding book) at cows of the first and third otel and manufacturing bulls to whom three and five years in the current year are performed;
weighing of animals (in the morning before feeding) and fatness determination (the highest, average, below-average);
research of cows on stylishness and availability of pathological changes of reproductive system, check at bulls of quality of sperm;
refining of records of breeding accounting.
5. On breed of KRS subdivide on thoroughbred and hybrids.
6. Carry animals to thoroughbred:
1) occurring from parents of the same breed whose chistoporodnost is confirmed by documents;
2) the hybrids of the fourth generation (in the presence of documents on origin) received by absorption crossing, having well expressed type of breed and the signs estimated on complex not below class elite;
3) the thoroughbred parents of the following breeds related among themselves received from pairing: Kazakh white-headed and gerefordsky. Such animals are carried to breed which gets divorced in economy in planned procedure;
4) received according to special scientifically developed selection program (technique) and meeting the requirements of desirable type.
7. Carry the animals received to hybrids:
1) as a result of crossing of animal different breeds, except specified in the subitem 3) and 4) of Item 6 to this Instruction;
2) from cultivation of hybrids of the first, second and third generations "in";
3) from crossing of the improved cattle with thoroughbred and local the second generation above.
8. Degree of breed of animals when crossing is determined according to appendix of 1 this Instruction.
9. In case of introduction crossing breed is established on the improved breed as follows:
1) posterity from crossing of animal two initial breeds are carried to the first generation on maternal breed;
2) posterity from crossing of hybrids of generation of generation with thoroughbred animals of the improved breed (the return crossing) are carried to the second generation (3/4 krovnost on maternal breed);
3) posterity from crossing of hybrids of the second generation (3/4 krovnost) with thoroughbred animals, in case of expressiveness planned according to the plan of type and complex class is not lower elite, carry to the fourth generation;
4) posterity from cultivation of hybrids of the second, third and fourth generations "in itself", and also received from these hybrids and thoroughbred individuals, conforming to requirements of desirable type and class is not lower "elite", carry to thoroughbred animals.
10. In the absence of documents on origin of animals, but in case of good expressiveness of signs of the improving breed and corresponding according to the main requirements not below the first class, it is necessary to carry to hybrids of the first or second generations.
11. Carry animals of unknown origin to improved, but typical for this breed.
12. The class of manufacturing bulls in case of appraisal of quality is determined by complex of indicators: to the live weight, the constitution and exterior, estimates on own productivity and quality of posterity, breed and origin (genotype), according to appendix 2 to this Instruction.
13. Elite record carry manufacturing bulls to class with the live weight conforming to requirements of class elite above, breed is not lower than the fourth generation, and newly created breeds, intra pedigree (zone) and factory types not below the third generation. The minimum point for exterior not lower than 9.
14. Elite carry manufacturing bulls to class with live weight not below the first class, breed is not lower than the fourth generation, and for newly created breeds, intra pedigree (zone) and factory types not below the third generation.
15. Use of manufacturing bulls is allowed after their assessment on quality of posterity (complex class not lower than elite, selection index 100 and more) and establishments of reliability of origin by method of immunogenetic control.
16. These estimates of posterity of the producer and certain bull-calves on indicators of average daily additional weight, costs of forage, live weight and meat forms serve for complex assessment of the producer on quality of posterity and the bull-calves who were on testing according to appendix 3 to this Instruction.
17. As a result of complex assessment remove cool assessment of bulls software producers to quality of posterity and bull-calves on meat qualities according to appendix 4 to this Instruction.
18. Cool assessment of bull on quality of posterity use for determination of complex class it in case of appraisal of quality (assessment). Assessment shall will be added with calculation of indexes.
19. Indexes of each bull-calf and group of the sons estimated by quality of posterity of bull are determined separately, by live weight in fifteen monthly age, to average daily additional weight during the period between eight and fifteen months, by payment of forage and assessment of meat forms - by protsentirovaniye to average values of the bull-calves who were at the same time passing test. In addition, the complex (arithmetic-mean) index on all signs is calculated. It is put after designation of class and letter "A" if the bull is estimated on own productivity and after letter "B" if treats assessment of bull on quality of posterity.
20. The class of cows is determined by complex of indicators: to the live weight, the constitution and exterior, lactescence, breed and origin (genotype), according to scale according to appendix 5 to this Instruction, taking into account reproductive capability (annually brings, does not bring issue).
21. The complex class of cows firstcalf heifers whose issue in the period of bonitation did not reach six monthly age is determined by young growth rating scale, at the same time the class on live weight is established according to requirements for cows three summer age.
22. Elite record carry the cows having live weight and lactescence to complex class the elite without explicit defects of constitution, not below the fourth generation, and for newly created breeds, intra pedigree (zone) and factory types - not below the third generation, annually breeding is not lower than requirements of class.
23. Elite carry the cows having live weight and lactescence to class is not lower than requirements of the first class, without explicit defects of constitution, not below the third generation, and for newly created breeds, intra pedigree (zone) and factory types - not below the second generation, annually breeding.
24. In the presence at cows of 3 daughters class above, than she, its assessment on complex of signs is raised on one class.
25. If the cow once did not breed, its assessment on complex of signs decreases on one class.
26. To the cows who did not breed two and more times, the complex class decreases to minimum then they are rejected.
27. The young growth is bonitirut (estimate) from six monthly age. The young growth class on complex of signs is established: on the live weight, the constitution and exterior, breed and origin (genotype), assessment of bull-calves on own productivity, on scale according to appendix 6 to this Instruction.
28. The elite record and elite carry the young growth having assessment under the constitution and exterior not below according to point 4,5 and 4,0 to complex classes, and on live weight - not below requirements of the first class.
