About procedure for forming, financing, accomplishment and efficiency evaluation of implementation of state programs

For the purpose of enhancement of the mechanism of forming of state programs and increase in efficiency of their realization I decide:

1. Approve the enclosed Regulations on procedure for forming, financing, accomplishment and efficiency evaluation of implementation of state programs.

2. State bodies, the organizations, the subordinate Republic of Belarus (accountable) to the President or Council of Ministers of the Republic of Belarus, the state legal entities, economic societies concerning which the Republic of Belarus or administrative and territorial unit, having shares (shares in authorized funds), can determine the decisions made by these economic societies having the right to create and claim not providing financing at the expense of means republican and (or) local budgets, budgets of state non-budgetary funds and rendering the state financial support of the program, including industry and (or) cross-industry programs, programs of informatization, according to the procedure, determined by them if other is not established by the President of the Republic of Belarus or Council of Ministers of the Republic of Belarus.

3. To Council of Ministers of the Republic of Belarus, regional executive committees and the Minsk Gorispolkom in three-months time to bring the acts of the legislation into accord with this Decree and to take other measures for its realization.

4. To impose control over the implementation of this Decree on the State Control Committee.

5. This Decree becomes effective after its official publication.
