1. Approve the enclosed Rules of marking of fur products by control (identification) signs.

2(1). Agree with the offer of Operator-TsRPT limited liability company that the specified society on a grant basis is operator of the information resource of marking of goods control (identification) signs placed on the Internet since June 1, 2019.

2(2). To the operator of the information resource of marking of goods control (identification) signs placed on the Internet:

a) till January 1, 2023 to provide performance of works on conversion (modification) of information resource of marking of goods with control (identification) signs for the purpose of ensuring accomplishment of obligations and observance of the rights of the participants of turnover of goods provided by this resolution and Rules approved by this resolution;

b) post on the official site of the operator on the Internet information on performance of works on conversion (modification) of information resource of marking not later than 7 calendar days about day of accomplishment of the specified works.

2(3). The procedural term of performance of works on conversion (modification) of information resource of marking is established by the operator of information resource of marking and cannot exceed 4 calendar days (further - the period of technological window).

For technological window work of information resource of marking, including transfer of data in it by participants of turnover of goods stops.

The term of representation by participants of turnover of goods of the data provided by the Rules approved by this resolution in information resource of marking is prolonged for the period of technological window.

3. To the Federal Tax Service to determine the organization providing function of the issuer of control (identification) signs during realization of pilot project that:

cost including tax on value added of sewn in control (identification) sign constitutes up to 15 rubles, glue control (identification) sign - to 15 rubles, superimposed (hinged) control (identification) sign - to 22 rubles;

delivery by the issuer of control (identification) signs at the addresses located in the administrative centers of subjects of the Russian Federation is performed without collection of payment and if the delivery address is located not in the administrative center, for delivery the payment according to rates of carrier is levied.

4. Declare invalid the order of the Government of the Russian Federation of March 24, 2016 No. 235 "About carrying out experiment on marking of goods control (identification) signs on goods item "Articles of clothing, belongings to clothes and other products, from natural fur" (The Russian Federation Code, 2016, No. 14, the Art. 1995).

5. This resolution becomes effective from the date of entry into force of the Agreement on realization in 2015 - 2016 of pilot project on introduction of marking of goods control (identification) signs on goods item "Articles of clothing, belongings to clothes and other products, from natural fur", the Eurasian Economic Union signed by state members in Grodno on September 8, 2015.

Rules of marking of fur products control (identification) signs

I. General provisions

1. These rules determine procedure for marking of fur products control (identification) signs, procedure for representation by participants of turnover of goods of information on turnover of goods in information resource of marking of goods control (identification) signs, and also order of interaction of the specified information resource of marking with the state information systems and information systems of participants of turnover of goods.

2. Action of these rules does not extend on:

transportation of the goods placed under customs procedures in case of their export out of limits of customs area of the Eurasian Economic Union;

transportation of goods under customs control;

transportation and storage of tests and samples of goods in the necessary quantities intended for carrying out testing for the purpose of assessment of conformity to requirements of technical regulations, and also normative technical acts in the field of standardization;

the goods imported into the Russian Federation by organizers and participants of the international exhibitions and fairs as samples and exhibits;

the goods which are the foreign free (humanitarian) aid registered according to the procedure, established by the legislation of the Russian Federation;

the transportation and storage of the goods acquired within retail trade and returned to sellers by buyers, performed according to the procedure, determined by the legislation of the Russian Federation, on condition of availability of the documents confirming return of goods;

realization (sale) of goods in duty-free shops;

storage of the goods which are under customs control in customs control zones in warehouses of temporary storage and customs warehouses;

storage and use of goods by their producers;

the storage of goods by the legal entities accredited by branches of foreign legal entities in the Russian Federation and individual entrepreneurs, performing commission trade by goods based on prisoners with the physical persons who are not individual entrepreneurs, agreements, performed according to the procedure, stipulated by the legislation the Russian Federation to the offer of such goods for sale, including before their exposure in the place of sale, demonstration of their samples or provisions of information about them in the place of sale;

acquisition, storage, use, transportation and realization (sale) of property by results of tendering within enforcement proceeding and insolvency proceedings, the biddings of the property seized according to the procedure of administrative and criminal proceedings, and also by results of realization of the property turned in accordance with the legislation of the Russian Federation into property of the Russian Federation;
