1. These the Procedure and conditions determine procedure for granting in 2016 of subvention from the government budget on debt servicing by the borrowings performed in 2012 in the general fund of city budget of Kiev (further - subvention).
2. Subventions goes for expense recovery of the budget of Kiev, the payments connected with implementation on interest payment on the loans performed in 2012 in the general fund of the budget Kiev for debt repayment by bill calculations for compensation of difference in rates for heat energy (further - borrowings).
The subvention cannot be directed to the repayment of penalties and/or penalty fee added for violation of conditions of borrowings, payment of agency, consulting, rating and/or other commissions and services.
3. The main manager of subvention is the Ministry of Finance, the executive in charge - executive body of the Kiev city council (The Kiev city state administration).
4. The subvention is listed from the government budget to the budget of Kiev in the amount provided by the Law of Ukraine "About the Government budget of Ukraine for 2016".
