1. Approve:

2. To department of civil protection and emergency situations to develop organizational and regular structure and regulations of equipment of not paramilitary forces of civil protection in a month, to bring them to contractors, to organize control of their execution, and also requirements of the specified provision.

3. To heads of the ministries, departments, municipiums, areas, primeriya and objects of national economy till November 30, 1996 to create forces of civil protection according to Calculation of creation of not paramilitary forces of civil protection what to report in Department of civil protection and emergency situations by December 15, 1996 on the corresponding report forms about.

4. To enact regulations on not paramilitary forces of civil protection since January 1, 1997.
